The man was ready to jump country and get incarcerated (or worse) if caught, to do what he believed was the right thing to do. Do you really think that a the prospect of their professional status or license would deter someone from acting?

If anything professionalization and ethic codes are not good for those agencies in the current U.S. political climate, like doctors refusing to participate in torture, professional sysadmins might refuse to spy on fellow citizens.
