The AT&T Network (formerly IBM Global Network purchased from Advantis)
offers this service, and certainly all of the other major vans do also.
Part of their service was a firewall that protected your computer from
Internet hackers.  They offered a web form your customers could fill out and
it would be sent to you in the EDI form you chose.  This is a service to get
smaller Trading Partners activated.
