Not in response to the merits of what Ben has suggested, but only to point out that one often under appreciated and misunderstood feature of a democracy is that the majority rules. As in one vote over an even split can dictate the path of the organization. Ultimately it is not a decision by consensus mode of operation. This can be the cause of much mischief just as it can be a way of governing effectively.
