So this p2p ethernet could still be traversing over SONET in which case,
again, routers do not let ND be configured over such a link.  Anyway,
even if not SONET transport, if you have p2p inter router link, doesn't
each router have more network interfaces over which ND and Redirect
still needs to be supported?
