Can you tell me why a "heirarchy of divisions" is not semantic but a
"generic document section" is? I honestly do not understand the
difference.

The freedictionary.org entry for 'section' says: "A part separated from
something; a division; a portion; a slice." The words are synonyms.

And since when does structure not have meaning?
