Yes, that seems to be to cumbersome; I would prefer OGB not to be
involved in project creations as long as projects are started under
the wings of a community and the community is not disfunctional
Certainly in this case where load of communities will likely to be involved and most unlikely these communities are active and well Certainly, the new 'Indiana' project/communities will be most active based on the discussions and enthusiasm shown forth to date.

OGB is here to allow the flourishing of the OpenSolaris communities. Processes can be defined for a good intent, but it should be refined as things developes, otherwise,
we ends up putting unnecessary blocks along the way, ...
 Just my thoughts.
