Hi Mark,
A person who contracts a "murder for hire", or otherwise convinces
somebody else to kill a person.... is prosecuted at least as an
accessory to or solicitator of murder (if it isn't carried out.....).
But, you're right.... legally this is still a gray area.... there are
Hazing,Hate Speech and Harassment laws, though.... probably other
grounds that I don't know of, too... I'm not a lawyer.....more of a
common sense seeker of justice sort.
