1.) What's the minimum cost to construct and battle a tank for the
first time?

It depends on whether it is built to the rules or is a free-form tank
built to simply accomplish two things:

1. Maneuver over some type of TBD terrain under radio control.
2. Carry a weapon of some proven type that has at least a 100 foot
range.

I'm thinking of people who have no one to battle with and limited
outdoor space for battling. A free-form tank, probably with a 1:1
length-width ratio, about 18"x18", weight less than 40 lbs. There
could be a speed limit rule with a low speed limit to allow use of low
RPM, low power, cheap, high-torque motors. No turret.
