Kelly, it sounds like the detent switch on the carb is bad or stuck. This switch controls the down shifts. If it's bad the trans will still down shift, you just won't be able to feel 3 to 2. It won't hurt the trans to drive like this, it just doesn't feel right. If the switch appears to be OK

i personally dont like the idea of the gto coming out again.i didnt like it when the malibu came out-particulary cause its a 4 door 4 banger, so at least this GTO will have a V8 with 300+ HP. :) The last new car I liked was the Monte Carlo SS 83-87...then I owned one...what a mistake that was.
