Further, there is a workaround for signing at the correct place on the
cheque.
The cover page of the cheque book is generally made of thick paper. Ask
someone to cut a window on it just at the place where you are supposed to
sign. It is generally towards the bottom right corner.
Now you can easily feel this square shaped hole in the cover page and sign
between it. Then tear the first cheque leaf and put it in the printer and
use my templates to print the payee and amount details at the correct
places..

It is doable with little practice. many many visually impaired and even
non-disabled are using it for writing cheques.

Ok guies so there are two things to be answered:
1. Licencing,
2. Performance.
1. Licencing: As far as India is concerned, Amiyo sir is absolutely right, 
when they say that Talks give EMEI based licences. The reason is explained 
by Bhavesh bro in his mail, i.e., cost.
On the other hand, Mobile Speak give licences on the user's number. If I am 
not mistaken, then efforts are going on to bring number based licencing for 
Talks in India too.
2. performance: It will be not right to say that Talks works better then 
mobile speak, if you have used V. 4.6 of this product.
In fact, if you go to see, then it is the first software announcing support 
for touch screen devices, then ovi maps.
Further, though officially symbion 3's support is not yet announced, but I 
am using C7, which is based on symbion 3, and is a touch screen device, 
without any difficulties except in clock, internet browsing, file manager 
and sms reading. Read talks 5.2 release notification, you will get the 
answer as to why implementing support for these apps has become difficult 
for the developers of any product.
According to the reply submited for one ticket by codefactory support, they 
are working on android accessibility with their product.
I don't think I need to say anything else in order to convey the product's 
efficiency. I am not here to market Mobile Speak, nor I am here to say 
anything against the efforts of Nuance, what I am trying to do is to only 
remove those thoughts which we all had before the release of 4.6 of mobile 
speak. Better you give it a try, and contact me for any problems with mobile 
speak. I am using 4.6 licence.

Hello Sir! please don't mind, its depend on person to person, whether he is 
agree or not, it doesn't matter here. this may be an interesting issue for 
debate but not in practical banking.
Everyone of us are fully matured here so as we know our several strengths as 
well as we should have to know our weaknesses too.
Each of us also know that what's the importance of signature in checks or 
other documents, in case of any difference in the signature on your check, 
it will be rejected by the bank.
In case of rejecting of any of your check in clearing because of 
miss-matching of signature, the party has a right to file a case against you 
in the court and in that case you will be treated as a normal customer only.
Suppose, your bank pass your checks in a normal course, even there's a 
difference in your signature because of your blindness, sometimes you may be 
cheated.
in case of credit card, its also too dangerous for blind because in case of 
miss-matching of your signature, the transaction will not be authorized by 
the bank.
In case of ATM Card, its always too risky and  I know, each of you know this 
very well. as the technology is getting improved, the risk factors are also 
increasing in the same reshow.
I request to all of you, please don't take my opinion in a wrong way because 
as a banker, this is my moral responsibility here to create awareness 
against any possible risks.
I suggest to all of you, please at the time of issuing any check, please 
right "Blind Person" on the bottom of check and mobile number on the back 
side of the check so that it will be easy for a banker to contact you in 
case of any problem.

I believe, even rubber stamp signature is strictly speaking legal. 
However, I would add, in practise, it may not be acceptable.


This does not give any value addition to the discussion, just

It was quite sometime, CMC at Hyderabad had developed finger print 
recognition. Wonder, what happend of it. I had actively helped them with 
specimen samples when I was at Hyderabad. They had then, a minor 
technical issue, however, no way it could hold them up for such a long 
time.

As requested, here is the steps for  Using OVI maps

I haveused Nokia E72 handset with Talks v 5.2 Although I have mentioned 
Talks as the screen reader, The instructions holds good for Mobile speak 
as well.


A) Preparing GPS
1 Go toControl panel, Settings, general, positioning, positioning method. 
It may be different in other models.
2   You may select Integrated GPS and preferably also Assisted GPS (AGPS) 
if available on your phone. This is optional and helps in aquiring 
sattellite signals quickly.  If you have external blue tooth GPS, then you 
will have to select this as well.


B Configuring

1 There are 3 folders which you will have to use. Maps, Landmarks, GPS 
data. Maps is usually found in the mainMenu and the other 2 under 
Applications.


I created a GPS folder in my Main menu and moved all these into it. This 
becomes convinient to use.
2Goto Maps and select it. After a while Talks will say drive. Now press 
key1.

3  When Talks says Account, come down and select Settings
4  When Talks says Internet, connection online if you want the search to 
be done so. If you will unseledt it, search will be off-line. I have 
found, online gives better search. However, even off-line you get pretty 
results in searching for a place.

5 Network destination should be internet
6 Press key key 2 to return back to settings
7 Select Navigation
8 In both voice guidance for drive and walk select the language with 
street names. Initially, it may have to download it from the net, hence it 
is advisable to do when you have a WIFI connection. Else you will have to 
incur GPRS charges.
For English, Hindi and Tamil, you may not need to download from the net. 
Sometimes you don't hear the voice guidance, for which you will have to 
raise the volume up.


C Getting Started
1 You are now ready to go. Go to an open area, may be your terrace, 
balcony or window. A place where you can get signals from the sattellite. 
Initially, it takes a very long time to aquire the sattelite. About 30 
minutes. Better use  GPRS and try it with AGPS on.

2 Select landmark , Key 1 and select new landmark
2 Select current landmark. Once your GPS aquires sattellite, it will fill 
the Lattitute and longititude fields.Give it a name and save this 
position. Alternatively you can use the map or enter it manually.


3 Henceforth, you will select this landmark and press Key1 and select show 
route
4After a while Talks says add new point.Move to GPS status. Talks says 
GPS status, no GPSNo GPS connection, No GPSposition.This means, your 
phone is awaiting signals from sattellite. Onceit picks it, it will tell 
you thequality of connection, like good, poor etc, the name of the nearest 
road and number of saeetlites. In case, you are traveling by vehicle and 
you want to essentially know where you are presently, This will keep 
refreshing as and when you change streets.
5 If you want to change between walk and drive, in GPS status, move your 
cursor right. Selecting will toggle between walk and drive. I have found 
by toggling this, the sattelite aquisition is faster. There should be no 
reason what so ever for this to happen, this is just my obseration. It may 
be coincidental.


6  In case you need voice navigation, you will press key 1 only after 
aquirig sattelite. Talks says, calculating route. Wait for a while and 
again press Key1. Press Key 1 one more time and Talks says Start driving 
or walking depending what you chose in step 5. Bingo! you start getting 
turn by turn navigation. Again, you can use the volume button to adjust 
the announcement level.
7  Pressing 3 shall give you a search box. I have found that this takes 
the distances of places progressively. So, if you select underground 
stations you can know the distances of the nearby busstations. Please 
don't ask me why bus stations are called underground stations. I have no 
answer for this .
8 To save your own route, set your destination, when you reach select save 
route and give it a meaningful name.
9 In the Main Maps folder you will find favorites and here you will find 
your favorite routes. Select it and choice drive or walk guidance.
10 In the search under the Main Maps, the search is very good. You can 
type a keyword and returns good results. You can also choose by category.

"That doesn't have anything to do with it," she replied. 

"Happiness is something you decide on ahead of time. Whether I like my room or

wake up. I have a choice; I can spend the day in bed recounting the difficulty

Long back there was a discussion in the same list on pli stating
disabled can insure up to Rs. 20.  Somebody has quoted court
judgement also.  But the postal authorities are not accepting more
than one lakh insurance policy for the blind.  Will you please inform
updates on this matter?

All,
I have gone through railway budget complete text, which is available on 
internet in PDF.
Following things to be noted down:
1. Concessions in Rajdhani and Shatabdi are proposed for physically handicapped 
persons. nothing more than this is saidout in the speech.
2. The word accessibility for physically handicapped is used twice in the 
budget, so that gives us a sense that they understand what accessibility means. 
While developing adarsh stations, this will be taken care off.
3. E-ticketing will be launched on the portal of cris, full form is central 
railway information commission something
I believe since this is going to happen, we must put efforts so to insure that 
concessional booking is allowed for us. Previously IRCTC had a ground that 
concessional bookings are allowed by cris only.
To my understanding it is the efforts of Accessindia which has led to the 
minister understanding about accessibility for physically challenged, and the 
concessions for Raj and Shatabdi. 100% goes to AI for making them understand 
accessibility.
I feel steps should be taken for putting forward our demand of concessional 
booking through this portal.

Vision) - Government Inclusive Education programme strengthening project, 
(Government Of Rajasthan)




Location: Jaipur



Background of the project

Sarva Sikhsha Abhiyan (SSA) has made significant move by identifying about 
2.5 Lakh children with special need in the state of Rajasthan and 
enrolling 2.4 Lakh of the identified children in the mainstream schools. 
Various initiatives such as developing existing SSA resource rooms as 
model resource rooms, appointing resource teachers to support the 
education of Children with special need (CWSN), clinical and functional 
assessment of the children, distribution of aids and appliances, making 
barrier free environment at schools, orientation and training of school 
teachers on disability have been initiated under inclusive education 
programme of SSA. The enrolment of children with specific need in the 
schools has given new hope to the children and their parents and is 
creating demand for specific support services.




Lack of human resources has been one of the major challenges across the 
county in supporting the inclusive education component of the SSA. Two 
hundred and sixty nine (269) resource teachers have been appointed so far 
for 33 districts of the state - but looking at the number of identified 
children (2.48 Lakh) this is inadequate. Availability of resource teachers 
specialized to a particular disability remains another challenge. For 
33552 identified visual impaired children in the state 66 special 
educators trained in VI are available which is highly inadequate. Due to 
less number of resource teachers' children with visual impairment find 
difficulty in receiving regular specific support and their educational 
need is not fulfilled properly. Lack of human resources also restricts the 
district authorities to extend other support services to the children with 
specific need.




State also lacks technical manpower for assessment of low vision children 
and as a result very few children in the state have been assessed for low 
vision and given low vision devices. Children requiring plus curriculum 
training need regular and intensive support in the beginning so that they 
learn Braille and other plus curriculum skills and their integration in 
the mainstream schools becomes easier. Involvement of the parents and the 
community in the education of the children with specific need has not been 
significant in the state. Sightsavers has been supporting the Community 
Based Rehabilitation (CBR) programme in the two districts along with other 
districts in Rajasthan for the last 8 years. The CBR programme will 
facilitate in mobilizing community support in the implementation of the 
project.




Realizing the current challenges being faced in the implementation of the 
inclusive education component in the state this partnership of Sightsavers 
with Government of Rajasthan is intended to pilot new approaches in two 
needy districts Jaisalmer and Barmer and undertake some specific state 
level joint initiatives. The ultimate aim of this collaboration is to see 
that all the blind and low vision children in the two pilot districts 
receive quality education and state initiative to promote inclusive 
education for children with specific need is strengthened.




Sightsavers would be strengthening the state cell of inclusive education 
by supporting the salary component of a consultant for Blind / Low Vision 
for 3 years who will be supporting the IE cell in reporting and 
documentation along with coordinating the district pilot projects of the 
two districts. Sightsavers would be extending technical support to the IE 
cell in planning out the services to low vision children of the entire 
state and also provide resource support for training and capacity building 
activities as agreed in the proposal.

I believe, even rubber stamp signature is strictly speaking legal.
However, I would add, in practise, it may not be acceptable.

It was quite sometime, CMC at Hyderabad had developed finger print
recognition. Wonder, what happend of it. I had actively helped them with

Even in rare case we can not deny the importance of check book.
It’s true that
After net banking ATM and credit card we have lots of options of check book.
Yet it’s tough to survive without it.
I may be wrong but risk level in using check book net banking atm and
credit card is same in the case of blind and sighted person.
Practically we should not afraid in taking risk much because already
being visually impaired there is lots of risk involves with each
moment of our life.
So we must use all banking facilities if we feel need.
Though how much risk we want to take or how much risk we can afford
its very personal matter. Its totally depends on our own need.

Dear all,
I hope you people have seen the cheque printing templates I had designed 
earlier and which are being used widely for writing cheques.

Further, there is a workaround for signing at the correct place on the 
cheque.
The cover page of the cheque book is generally made of thick paper. Ask 
someone to cut a window on it just at the place where you are supposed to 
sign. It is generally towards the bottom right corner.
Now you can easily feel this square shaped hole in the cover page and sign 
between it. Then tear the first cheque leaf and put it in the printer and 
use my templates to print the payee and amount details at the correct 
places..

It is doable with little practice. many many visually impaired and even 
non-disabled are using it for writing cheques.

project, (Government Of Rajasthan)




Location: Jaipur



Background of the project

Sarva Sikhsha Abhiyan (SSA) has made significant move by identifying 
about 2.5 Lakh children with special need in the state of Rajasthan and 
enrolling 2.4 Lakh of the identified children in the mainstream schools. 
Various initiatives such as developing existing SSA resource rooms as 
model resource rooms, appointing resource teachers to support the 
education of Children with special need (CWSN), clinical and functional 
assessment of the children, distribution of aids and appliances, making 
barrier free environment at schools, orientation and training of school 
teachers on disability have been initiated under inclusive education 
programme of SSA. The enrolment of children with specific need in the 
schools has given new hope to the children and their parents and is 
creating demand for specific support services.




Lack of human resources has been one of the major challenges across the 
county in supporting the inclusive education component of the SSA. Two 
hundred and sixty nine (269) resource teachers have been appointed so far 
for 33 districts of the state - but looking at the number of identified 
children (2.48 Lakh) this is inadequate. Availability of resource 
teachers specialized to a particular disability remains another 
challenge. For 33552 identified visual impaired children in the state 66 
special educators trained in VI are available which is highly inadequate. 
Due to less number of resource teachers' children with visual impairment 
find difficulty in receiving regular specific support and their 
educational need is not fulfilled properly. Lack of human resources also 
restricts the district authorities to extend other support services to 
the children with specific need.




State also lacks technical manpower for assessment of low vision children 
and as a result very few children in the state have been assessed for low 
vision and given low vision devices. Children requiring plus curriculum 
training need regular and intensive support in the beginning so that they 
learn Braille and other plus curriculum skills and their integration in 
the mainstream schools becomes easier. Involvement of the parents and the 
community in the education of the children with specific need has not 
been significant in the state. Sightsavers has been supporting the 
Community Based Rehabilitation (CBR) programme in the two districts along 
with other districts in Rajasthan for the last 8 years. The CBR programme 
will facilitate in mobilizing community support in the implementation of 
the project.




Realizing the current challenges being faced in the implementation of the 
inclusive education component in the state this partnership of 
Sightsavers with Government of Rajasthan is intended to pilot new 
approaches in two needy districts Jaisalmer and Barmer and undertake some 
specific state level joint initiatives. The ultimate aim of this 
collaboration is to see that all the blind and low vision children in the 
two pilot districts receive quality education and state initiative to 
promote inclusive education for children with specific need is 
strengthened.




Sightsavers would be strengthening the state cell of inclusive education 
by supporting the salary component of a consultant for Blind / Low Vision 
for 3 years who will be supporting the IE cell in reporting and 
documentation along with coordinating the district pilot projects of the

you are right sir, here in pnb while issuing personalised cheque book, the 
account no. name and customer's phone number is printed on the each leaf of 
book. about credit card, there is no need to confirm your signature while 
doing transaction. the credit card is to be inserted in the paying machine, 
and the amount will automatically be transfaered to the shop keeper's 
account. signature has just became formality. i suggest blind customers to 
opt a credit card with their photo graph embeded on it. credit card works 
like debit card, but, you have a limit to some certain amount.

for debate but not in practical banking.
Everyone of us are fully matured here so as we know our several strengths 
as well as we should have to know our weaknesses too.
Each of us also know that what's the importance of signature in checks or 
other documents, in case of any difference in the signature on your check, 
it will be rejected by the bank.
In case of rejecting of any of your check in clearing because of 
miss-matching of signature, the party has a right to file a case against 
you in the court and in that case you will be treated as a normal customer 
only.
Suppose, your bank pass your checks in a normal course, even there's a 
difference in your signature because of your blindness, sometimes you may 
be cheated.
in case of credit card, its also too dangerous for blind because in case 
of miss-matching of your signature, the transaction will not be authorized 
by the bank.
In case of ATM Card, its always too risky and  I know, each of you know 
this very well. as the technology is getting improved, the risk factors 
are also increasing in the same reshow.
I request to all of you, please don't take my opinion in a wrong way 
because as a banker, this is my moral responsibility here to create 
awareness against any possible risks.
I suggest to all of you, please at the time of issuing any check, please 
right "Blind Person" on the bottom of check and mobile number on the back 
side of the check so that it will be easy for a banker to contact you in 
case of any problem.

process of developing a method that would enable the visually impaired
to "see" the faces

Social networking has come to dominate 21st-century culture. But
visually impaired people have yet to fully experience this digital
community.

Baoxin Li, assistant professor in the School of Computing and
Informatics, is working with several ASU students to develop a way for
the visually impaired
to “see” images of faces on computers.

“Imagine if a blind user can now get an idea what his [or] her
Facebook friends ‘look like’ by touching tactile pictures made from
their photos,” Li said
in an e-mail.

When Li came to ASU six years ago, similar research was already
happening in the Center for Cognitive Ubiquitous Computing (CUbiC), he
said. Researchers
in CUbiC, which focuses on different applications for cutting-edge
research, were developing assistive technologies for the visually
impaired.

Li said the researchers narrowed down the list of ways they could make
social networks more accessible to the blind.

“Among others, face images were chosen because of their significance
in a person’s social and emotional life,” he said.

The concept is similar to text-to-Braille, but differs because unlike
words, images don’t have a strict alphabet, Li said. It’s challenging
to print a photograph
and translate it into an image, but through tactile form, blind
participants are able to explore the image with their fingertips and
“see” what an image
looks like.

“We developed computer-based image analysis techniques to identify
major facial landmarks,” Li said.

The analysis first works to identify the image through major facial
features, such as the eyes and nose, and then puts them into tactile
form.

“A user can then explore the image by touch,” he said.

Zheshen Wang, a fifth-year doctoral student in computer science and
engineering, is Li’s key student researcher on the project.

“Some of the blind participants were very excited in touching a
graphical human face by hand,” Wang said in an e-mail. “It is a
rewarding task.”

Li, Wang and their team are currently working on mastering the
technology and printing tactile faces for their participants, Li said,
but actual deployment
is in the works.

“We will be seeking different embodiments of this technology,” Li
said. “Such as its use as software component for tactile printer
manufacturers … or a
software package for a user at home.”

Wang sees the future of tactile printing as affordable for the blind.
She looks forward to the day when visually impaired people can select

I hope you people have seen the cheque printing templates I had designed
earlier and which are being used widely for writing cheques.

Further, there is a workaround for signing at the correct place on the
cheque.
The cover page of the cheque book is generally made of thick paper. Ask
someone to cut a window on it just at the place where you are supposed to
sign. It is generally towards the bottom right corner.
Now you can easily feel this square shaped hole in the cover page and sign
between it. Then tear the first cheque leaf and put it in the printer and
use my templates to print the payee and amount details at the correct
places..

It is doable with little practice. many many visually impaired and even
non-disabled are using it for writing cheques.

Use of seal or stamp for signature or a combination is generally not
permitted on financial documents where a financial transaction takes 
place

as a result of this. However E signatures and even signature stamps are
allowed on cheques, premium receipts  in organized set ups such a LIC etc
but not for individual clients.

What u suggest can be proposed to the banking industry as a viable 
option.

The VH community has to be very cautious before taking such decision,
though
this seems workable for now!

If systems are created for checks and balances and it is declared as 
valid
for acceptance  then it can be allowed for VI customers for sure! This 
can

come under reasonable accommodation.  Law is not a barrier in this.

For the purpose of getting a unique signature which is difficult to copy

fixed the stamp which carried his name. So, his signature was a

I know that AC 3 and lower classes have 75% where as AC 1 and AC 2 have 50%.

I have never traveled on non-shatabdi AC chaircar thus am not sure how much
is the consession on AC chaircar.

Yes, its true, few people had taken up the matter, but to my knowledge that 
time it was an issue which was to be resolved by IRCTC, to which they 
responded negatively casting the burden of extending this facility on cris, 
and further more since now cris is launching its portal, I think if we 
pressurise them now, then something can be done in this regard at this early 
stage itself. Because first of all we will have to convince them for this 
facility, and then there will be the issue of database of concessions, and 
then the genuineness of persons.

[AI] Configurations to be kept in mind for external hard drive (USB) for laptop?

Dear All
Looking to buy an external hard drive which works using USB, for my vaio 
laptop, and the capacity should be 500 GB. Actually I need something good for 
data storage, as during the exams I do keep my laptop empty so taking backup in 
pen drive or DVD becomes teadious.
To be honest, I have no knowledge of technical configurations of a hard drive, 
what I know is just RPM. 
I have spoken with the shop support team, they are suggesting me either seagate 
or westurn digital. Both come with 3 years warrantee, however wd has onside 
support whereas seagate has service center support.
WD is USB 3.0, and seagate is USB 2.0. My laptop supports up to USB 2.2.
Both are of 5400 RPM.
I am unable to surf on the sites of both, as they are dam heavy and my 
connection is not letting me surf there.
My questions are:
1. Is there anything else I need to checkout in the configuration?
2. If I take wd, will it work on my laptop with speed irrespective of the fact 
that I have support up to USB 2.2?
3. Which company do you suggest?
Any other relevant point which you want me to know.
Looking forward for an early response, as I have to get it before 3rd Maarch.

Hi,

Extension of the Railway concession to the Physically Handicapped in the 
Rajdhani and Shatabdi Express trains is good news. However, I would strongly 
assert that the terminology "Physically Handicapped" leaves scope for varied 
interpretation. For instance, some times the T T Es do not think the Blind 
travellers are Physically Handicapped. Having an argument with the TTE on 
the Rajdhani Express and being thrown out by the CRPF  is not  quite my idea 
of a concession in train travel.   It is time that the various Govt 
functionaries pull up their socks and take the trouble of understanding 
disability and become more precise in their expression so that Govt orders, 
circulars are clear and not left to interpretation by the  baboos.


Further the use of the term "Physically Handicapped" by the Hon'ble Railway 
Minister is a clear reflection of the fact that we have not really covered 
much ground as far as the Govt is concerned. They in their ignorance 
continue to give ambiguous orders. I am not complaining, just underscoring a

Concessions

86. At present physically handicapped persons are not entitled for

concessions on Rajdhani and Shatabdi trains. It is proposed to extend the

concession facility to them in these trains also.

87. Press correspondents are now entitled to avail 50% concession with

family once in a year. It is proposed to increase this facility to twice a 
year.


88. It is proposed to extend the facility to the Kirti and Shaurya Chakra

awardees of travelling in Rajdhani and Shatabdi trains.


89. In case of unmarried posthumous Param Vir Chakra and Ashok

Chakra gallantry award winners of armed forces, it is proposed to extend

facility of card passes to the parents.

90. At present the concession for senior citizens is extended to both men
