against every establishment which includes government and private are binding 
as directions.

2. CCPD does have power to impose fines under Section 89, summon officials, 
demand for production of records, and so on. But till date I am not aware of 
any instance where CCPD would have imposed a fine on anyone.

3. CCPD's power to report to parliament is quite broad, but I am not aware if 
they have utilised the power in any specific instance.

4. It is up to us to see how to have companies ensure compliance. And we will 
not drop the ball on this one as well.

Here, there is a state commissioner in every state, and there is the
Chief Commissioner at the central level.

Parliamentary reporting mechanism is not a right for us, it is a
prerogative of the CCPD to be used where they feel that despite
direction if there has been non-compliance in specific instances or even
in general.

Hi Amar,

 

On both ios and android:

1.  The home page is extremely busy. There is no section information such 
that it is hard to determine which item to tap on to activate the desired 
feature. The entire screen is crammed with offers.
2.  On the website, the same problem persists. This is my primary issue 
with paytm.
3.  If I pay to a mobile number on the ios app, then the pay button is 
active as long as the number keyboard is visible. If I hit the button labelled 
“done”, then the button labelled “pay” vanishes.  I will need someone to test 
this.
4.  There is no easy way to do a know your customer verification on the 
app. There are confusing references to kyc centers.
5.  In the ios app, the button to activate the account profile is not 
clearly labelled. I believe the label is the initials of the user.

As for as my observations, on the mobile transfer, selecting the contact and 
navigating, the there are 2 buttons with same label “pay”

After entering the amount, the 2nd button will be shown as image which has the 
label of Indian rupee.

Suggestion to hide from the talkback for the 2nd button till the user enters 
the amount.

The power of commissioner for disability needs to be enhance further, Instead of giving mere recommendation its directions should be binding with punitive powers similar to Other similar national commissions for marginalized communities. Hi Amena,

Valid point-and to answer it legally, the startups are already covered
by the definition of establishments (majority of them).

No matter whatever the startup be, the legal existence of the startup is
likely to be in form of a company, or a firm. To that extent, the
definition of establishments already covers them. Only problem which we
are likely to face is the limited liability partnership-which also,
legally should not be difficult to argue as it should fall in the
category of a firm.

As far as rewards and punishments are concerned, while the law provides
for penalty, but it would be indeed hard for us to legally provide that
for being eligible to receive funding, a startup must be compliant with
a particular law. That is a question of diligence that investors have to
perform. And for instance with large investors, it is very difficult to
secure funding if you are non-compliant with any environmental law to
illustrate. So we somewhere need to get disability law's importance
realised in that context through the judicial work that we all are
trying to do.

However, I have a small suggestion. I don’t know whether it is possible or
not, but can we demand enhancement of accessibility laws with respect to
startups in the next hearing? Like, no funding should be given if

While filing such cases, Please demand complete accessibility for all
disabilities means WCAG compliance.
