And while many are breathing a collective sigh of relief regarding this breakthrough, Arab News spoke to two American professors about the US reaction of Iraqs announcement, both of whom reacted pessimistically. When you are dealing a regime like Saddam Husseins, a level of healthy skepticism is always necessary. I think the announcement is a very positive sign, and it will be very difficult for Iraq to renege, or obstruct a new inspection team. We should be cautiously optimistic and hopeful about this breakthrough, said Steven Zunes, an associate professor of politics at the University of San Francisco, California, Middle East editor of the Foreign Policy in Focus Project and author of the article Seven Reasons to Oppose a US Invasion of Iraq. Zunes, who has traveled to Iraq and other countries in the Arab world, believes a US invasion will be a calamity. Like most of the people in the Arab world, I would like to see Saddam Hussein overthrown, but like most people in the Arab world, I do not think that the US should be the sole party to do so. A unilateral invasion would be a serious violation of international law, and unlike 1991, it would be the US that would be seen as the aggressor, not Iraq. Zunes said he sees the US focus on Iraq as part of a bigger picture. Elements within the Bush administration want to take advantage of the fear and anger in the America public, after the terrorist attacks of last Sept. 11, to try to remake the world on American terms. And it is these people with extreme foreign policy views who have unprecedented influence in the current administration. Zunes said these hawkish advisors to the president are wishing to proclaim America as an empire. What was once dismissed a paranoid, conspiracy theory by leftists, radicals, and Third World nationals is in fact, is coming to play. He said the fear and anger and ultra-nationalism that Americans have displayed since the terrorist attacks of Sept. 11 have created a political climate where these right-wing elements believe they can succeed. Zunes also criticized the Democrats for not being more organized and influential in their opposition to the administration. The Democrat party, unfortunately, has been unwilling to become a forceful opposition. And the American media, in large part, has failed to ask some important questions challenging the assumptions of these right-wing elements. But he denied a conservative right wing and pro-Israel theory. I think there are certain parallel interests between the right-wing hawks, and the pro-Israeli lobby, but I dont believe they are working hand-in-hand on this. The right-wing forces with the Bush administration, including Secretary of Defense Donald Rumsfeld, Deputy Secretary of Defense Paul Wolfowitz and Richard Perle, (chairman of the Defense Policy Board, an advisory panel to the Pentagon), were just as extreme about Central America during the 1980s, and just as adamant about the Soviet Union during the Cold War. So their hard line ideology is certainly not limited to the Middle East. Before 9/11, these same folks were also taking a hard-line about Communist China, said Zunes. The professor of politics said he believes the next key variable will be if the international community, and the American public, recognize the danger that this proposed invasion of Iraq will have on the future of world peace and stability, and organize themselves politically to stop it. If the US is really interested in peace and security in the region, then it needs to press for the elimination of weapons of mass destruction, and the enforcement of UN security resolutions throughout the region, and not just single out one regime we dislike, said Zunes. Robert Jensen, author of the book Writing Dissent, and co-author of the recent article Bush at the UN: Diplomacy in the Age of the American Empire, and an associate professor at the University of Texas at Austin, told Arab News that Iraqs announcement is heartening news. But he said that it is quite clear the Bush administration wants a war in Iraq. Theyve made it clear in many ways. So while Im hopeful that the Iraqi announcement can lead to a peaceful and non-violent solution to this crisis, Im painfully aware that the Bush administration wants a war. The US reaction to Iraqs announcement shows that the Bush administration is not concerned about terrorism in Iraq. And I dont even think they are much concerned about weapons of mass destruction. The dramatic escalation is seen as the first stage of war with Iraq. President Bush insisted yesterday that the world does not need proof that Saddam Hussein is building nuclear weapons before taking action. We must anticipate, he said. The most dangerous thing would be to find out they had a nuclear weapon after they developed one. The attack on buildings and bunkers at Tallil Airbase, 160 miles south-east of Baghdad, marked a change in tactics. RAID: An American f-16 jet on the way to Iraq Command and communications links in Saddam's air defence system, and military airfields, are now being methodically targeted instead of guns and mobile radars. US Defence Secretary Donald Rumsfeld said in Washington yesterday: I directed it. I don't like the idea of our planes being shot at. The idea that our planes go out and get shot at with impunity bothers me. Mr Rumsfeld admitted for the first time that the US and Britain have no smoking gun proof that Saddam has weapons of mass destruction. There isn't a single smoking gun, he said. If we waited for a smoking gun in this instance we would find it after the fact. Air attack site Tallil is home to Iraq's key Southern Sector Operations Centre from where all air defences south of Baghdad are co-ordinated. Bombers, including four RAF Tornado GR4s, used precision-guided weapons in the raids involving a total of 20 planes. Destroying Saddam's air defences would be crucial for any land invasion. Military expert Major Charles Heyman, editor of Jane's World Armies, said last night: There is no doubt in my mind that the first stage of war with Iraq has quietly begun. Knocking out Tallil will be of vital strategic interest to an invading force. I believe we will see a lot more raids like this one until the coalition are sure they can operate over southern Iraq safely. It was the fifth coalition air strike on Iraqi military targets this month, and the 15th since August 5. All have been made under cover of the UN mandate to enforce the northern and southern no-fly zones set up after the 1991 Gulf War. But the frequency of the attacks has shot up. Marine Corps General Peter Pace, vice chairman of the US military Joint Chiefs of Staff, said: The recent strikes have degraded the air defence capabilities of Iraq. Mr Rumsfeld said he could not say whether the change of tactics has left Iraq less capable of defending itself against attacks to topple Saddam. He added: Whether they are going to be net stronger or weaker in the event anything were to occur in the future is a function of how fast they are able to rebuild, replace and replenish that capability. Asked when he had ordered the switch of tactics, he snapped: Less than a year and more than a week. Less than six months and more than a month. Mr Bush cranked up the war talk in a speech in Iowa. The President warned that with or without the United Nations, if Iraq's regime continues to defy us and the world, the United States will move deliberately yet decisively to hold Iraq to account. Baghdad's outer air defence ring - which the Tallil base helps to co-ordinate - has seen the largest concentration of bombing raids in recent weeks. British and US bombers appear to be clearing a wide path to the Iraqi capital from Kuwait and the Persian Gulf. There have also been recent reports that US Special Forces entered northern Iraq as long ago as February to begin preparations for war. Operating freely in the semi-autonomous zone controlled by the Kurds, the troops are believed to be constructing key landing zones and airstrips to support a US-led invasion. The RAF has begun an exercise at St Mawgan, Cornwall, to practise setting up a remote air base. The drill involves warplanes and more than 1,500 personnel. An RAF spokesman said the exercise had been planned for a long time and there were no orders to have personnel prepare for further deployment. The last weapons inspectorate, known as Unscom, was closed down in 1999 after it emerged that Washington had used American members of its inspection teams to spy on Iraq. The new inspection agency, known as Unmovic, was deliberately designed to reduce the Americans overwhelming influence thus making it more difficult for Washington to provoke a crisis if it so desires. In the new body, Americans play a reduced role in planning inspection missions and, unlike its predecessor, it will not use US Government staff. Perhaps the most telling change was the abolition of the powerful post of deputy chairman, which was always held by an American. The highest-ranking American in the agency now has a relatively lowly job, in charge of the training division. The key post of activity evaluation is held by a Chinese official. That of liaising with foreign governments and companies is held by a Russian. Another key reform is that the inspectors no longer use US spy satellites, but employ commercial satellite companies instead. But there have been many more subtle innovations, such as giving all new inspectors cultural sensitivity training. The changes were all part of a grand diplomatic bargain struck after the withdrawal of Unscom inspectors in 1998, when it emerged that American members had planted bugs and even installed a safe in the UN office in Baghdad containing communications equipment to beam information up to satellites. The original UN ceasefire terms at the end of the 1991 Gulf War were clear: Iraq could get sanctions lifted only in return for full co-operation in eliminating its weapons of mass destruction. The 1999 resolution that established Unmovic, however, sketched the new deal in less rigid terms: The suspension but not lifting of sanctions in return for progress on key remaining disarmament tasks. Unmovic now has a roster of 220 trained inspectors from 44 countries including Steven Hatfill, the former US government researcher whose home has been searched repeatedly by the FBI in connection with the investigation into last years anthrax attacks. Mr Blix met Iraqi officials last night and was due to brief the UN Security Council on his talks with them today. Today I would like to share with you my views on this situation and the questions we must confront as we wind through this confusing, but historic maze. There is no doubt that this eras rapid shift to digital and other technology is changing the rules of the game. Reproduction, transmission and storage technology all are progressing exponentially, resulting in an unprecedented power to copy, send and save all forms of media. With high-speed connectivity and the Internet, its not buying a CD and making a copy for a friend; its downloading from a stranger or making available thousands of copies with the touch of a keystroke. The growth of reproduction, storage and transmission technology has terrified copyright owners. The RIAA claims that 3.6 billion songs are downloaded each month. The RIAA also estimates that $4.5 billion has been lost by the music industry due to pirating. And the motion picture industry also sees the writing on the wall. Fox Group CEO and News Corp. President Peter Chernin in an August 21 keynote speech at an Aspen conference claimed that Spiderman and the latest Star Wars movie were downloaded four million times following the weekend after their release. Based on these and similar threats the content community has gone on a scorched earth campaign attacking and burning several new recording and peer-to-peer technologies. They have used the Congress, media and courts to challenge the legality of technology and morality and legality of recording. In the same Aspen speech, Chernin attacked computers as untrustworthy and the Internet as primarily used for pornography and downloading. I believe that hardware and software companies have a mutual interest in working together, so that they can sell more products. For years, consumer electronics companies have been working with both the recording and motion picture industries on developing technological measures that meet the needs of both industries. For instance, the DVD standard includes anti-copying protection. It also includes an anti-fast forward technology designed to ensure copyright warnings are shown, but instead is being used to require consumers to sit through movie previews. CE companies also have provided digital interfaces that allow consumers to share content among their own devices while restricting unauthorized redistribution to the Internet. By protecting content at the source, content providers can be assured their intellectual property rights are respected, while consumers can enjoy unimpeded personal use. However, source protection should not be used to mislead consumers to purchase CDs that can only be played on certain CD players. Indeed, despite the cooperative efforts, the copyright community has declared war on technology and is using lawsuits, legislatures and clever public relations to restrict the ability to sell and use new technologies. Lawsuits have shut down file-sharing services like Napster and Aimster, and threaten peer-to-peer networks like KaZaa and Morpheus. They unsuccessfully challenged the legality of MPs recorders in the Diamond Multimedia case. They have challenged as illegal ReplayTV, a TIVO-like device, which allows television programming to be sorted and stored on a hard disc and which allows a consumer to skip commercials. Jürgen Möllemann, deputy chairman of the Free Democrats, has already been in hot water for declaring that there should be no taboo on criticising Israel. His comments in May almost ripped apart his party, but also gave it a temporary boost in the opinion polls. Many German voters agree with Herr Möllemann. Now Herr Möllemann has returned to the fray. At an election rally in Aachen he was applauded when he said: "I will continue to describe Israel as a war-mongering state as long as Ariel Sharon, the Prime Minister, violates the Oslo peace treaty." No one, he said, would stop him, not even "the Friedmanns of this world". Michel Friedmann, a Christian Democrat who is also deputy leader of the Jewish community, is one of Herr Möllemann's most outspoken critics. For the Free Democrats, the incident is profoundly embarrassing: the party regards itself as the kingmaker in a tight election, capable of a coalition with either the Social Democrats or the Christian Democrats. Only last week Gerhard Schröder described Herr Möllemann as one of the sensible voices in the Free Democratic Party. Herr Möllemann hatched the Free Democrat plan to declare 18 per cent support as its target. A liberal group appealing mainly to small businessmen and economic reformers, it rarely scores much more than 10 per cent. Both the phrasing and the timing in the midst of a debate on whether Germany should fight Iraq have ensured that Herr Möllemann is being ostracised by the political establishment. Paul Spiegel, the head of the Central Council of German Jews, said: "Anyone who positions himself like this in the final stretch of an election campaign has disqualified himself from a democratic election." The extended timetable, which would allow the inspectors first to deploy in Iraq and then to begin and complete their complicated mission, could exhaust the patience of Washington, which envisages attacking the country much earlier, probably in February. Yesterday the Bush administration asked Congress to endorse the military option before the UN makes its move. President Bush "reserves the right to act in the interests of the United States and its friends and allies", his spokesman said. Such a disavowal of the United Nations by the United States would spell both war and diplomatic disaster for the Prime Minister, Tony Blair, who helped to persuade Washington to bring the crisis back under the UN's umbrella. Britain's global influence depends largely on its permanent seat at an effective and respected UN Security Council. The organisation will be shunted into irrelevance, diplomats fear, if President Bush unilaterally goes to war. Even as envoys scurried in New York to craft a new resolution on Iraq, the Pentagon was privately briefing on plans to deploy 250,000 ground troops in the country to spearhead an assault aimed at toppling President Saddam and his regime. Nailing down a schedule for the inspections will be the primary objective of the new resolution on Iraq that Britain wants to see passed in the Security Council before 30 September. On that date, Hans Blix, the chief weapons inspector, is due to start talks with Iraqi officials in Vienna on practical arrangements for the return of his teams. Mr Blix is not expected to be able to begin serious deployment of inspectors and their staff before the end of October, a process likely to take two months. Thereafter, an existing Security Council text on Iraq UN Resolution 1284 stipulates that inspectors will need 60 more days to decide on what they need to do on the ground. The inspections proper would only begin, therefore, in early March, and last six months, until the end of August. Diplomats acknowledge that the process could be shattered at any time if President Saddam reneges on the promise made on Monday to give inspectors unfettered or unconditional access. Indeed, any snag or hiccup in the process could give Washington a pretext to go to war with Iraq. It is for that reason that Britain will try to convince doubters in the Council principally Russia and France that a resolution reinforcing 1284 with new deadlines and demands must be adopted soon. Title: Sorrow and Liberties - NY Times -Caveat Lector- September 19, 2002 Sorrow and Liberties By BOB HERBERT Anthony Romero's first day on the job as the new executive director of the American Civil Liberties Union was Sept. 4, 2001. He was anxious to get started as he strode into the A.C.L.U. headquarters at the lower tip of Manhattan. From his 18th-floor office he had an amazing view of New York Harbor and, appropriately, the Statue of Liberty. I had spent part of the summer looking back at the history of the A.C.L.U., he said. And one of the things I looked at were the Palmer raids, which were right after the First World War. A. Mitchell Palmer was an unsuccessful Senate candidate who was appointed attorney general by Woodrow Wilson in 1919. It was a tumultuous period, with the rise of revolutionary movements overseas and tremendous social and political upheaval in the U.S., including a series of bombings by suspected anarchists. Palmer responded to the turmoil by leading a vicious and unprecedented campaign against alleged radicals and dissidents. Government agents in dozens of cities rounded up thousands of individuals, most of them immigrants. Many were brutalized and held without charge. Hundreds of eastern Europeans were deported without benefit of due process. The Palmer raids (with a young J. Edgar Hoover as an important operative) would ultimately be discredited by history. They were illegal, unconstitutional and shameful. But at the time they had widespread support, so it took courage to speak out against them. Among those with the requisite courage was Roger Baldwin, who in 1918 had been a founder of the National Civil Liberties Bureau. In 1920, in the heat of the controversy over the Palmer raids, the bureau became the American Civil Liberties Union. Anthony Romero was immersed in that history when the awfulness of Sept. 11 occurred. And that history was on his mind when, amid the national sorrow and the fear that followed the terror attacks, President Bush and his attorney general, John Ashcroft, began elbowing the Constitution aside as they moved aggressively to expand the powers of the executive branch. Mr. Romero was in a difficult position. He understood the depth of the sorrow and the fears. But he also understood, better than most, that both the strength and the greatness of the United States were rooted in the nation's commitment to freedom and the rule of law, and its remarkably successful system of governmental checks and balances. And so the A.C.L.U. sometimes in concert with other champions of civil liberties (not all of them on the political left, by any means) has challenged a series of initiatives by the executive branch. It has filed lawsuits or otherwise objected to a variety of government policies, including the secret detention of people suspected of violating immigration laws; the use of material witness statutes as a form of preventive detention; and the refusal to allow American citizens arrested as enemy combatants to see their lawyers or challenge their detention before a civilian judge. Mr. Romero and his colleagues have won preliminary victories in a number of cases, although the rulings are still subject to appeal. It was an A.C.L.U. lawsuit that led to a U.S. Court of Appeals ruling last month that the Bush administration could not routinely conduct deportation hearings in secret. Democracies die behind closed doors, said Judge Damon Keith, who wrote the opinion for the three-judge panel. In another case in which the A.C.L.U. participated, a federal district judge in Washington ruled that the names of detainees suspected of immigration violations had to be made public. Secret arrests, wrote Judge Gladys Kessler, are a concept odious to a democratic society. Mr. Romero tries to avoid the abstract when he talks about the importance of safeguarding civil liberties: I just say that most Americans would think it's wrong to hold people without charging them with a crime, and without letting them see a lawyer, and to consider them guilty until they're proven innocent. This latest campaign to uphold the rights enshrined in the Constitution has not done the A.C.L.U. any harm. Memberships and contributions have gone way up since Sept. 11, 2001. My guess is that for most Americans the sorrow and the fear have not overwhelmed their devotion to freedom or their commitment to fairness. [CTRL] Bush Losing Face Means New Terrorist Strikes Ahead
-Caveat Lector- With Iraq agreeing to inspectors without conditions, and UN giving the inspectors 1 year to complete their mission, the Bush Government seriously lost their face. Now, what they *NEED* is another terrorist strike. I previously speculated this would be something like a nuclear terrorist attack against Germany. The reasons for this are two-fold: 1) Germany is one of the fiercest opponents of US-Iraq war. 2) To stop EU from becoming a Global superpower and out-growing US influence on the global scale. The Bush doctrines already depict how Washington sees it essential to stop EU, China and Russia from achieving superpower status and is willing to use any means necessary to stop it, including nuclear strikes. This has all been stated in now public documents by Washinton. The above accomplishes several goals: 1) Saving face for Bush co 2) Getting EU in-line with the US hard-liners 3) Eliminating a growing rival-superpower 4) Beating some of their worst critics 5) It's OK with Ariel Sharon other Zionist hawks in Israel 6) Makes EU dependant on US power Aid 7) Gives a nice global go-ahead to Bush's nuclear strikes at the planned 7 countries. So, I'm betting the next terrorist attack will be in Germany, perhaps in some US military base (to give an alibi to US itself, and eliminate it from all suspicion, and pointing strongly toward some arabs again). Woods, Jr. Following Iraq's decision to allow an unconditional return of United Nations weapons inspectors to that country, a rational person might have acknowledged that such a humiliating capitulation represented at least the slightest indication of progress toward satisfying U.S. demands. The White House, however, immediately dismissed the offer, declaring: This is not a matter of inspections. Not one inch was conceded not that this was a welcome step forward, not that it could be the beginning of a peaceful resolution to the crisis, nothing. For reasons that Jude Wanniski and other observers have pointed out, alleged weapons of mass destruction in Iraq's possession or that country's defiance of the United Nations cannot possibly be the real reasons for the Bush administration's belligerence toward Iraq, which is why it is so amusing to read a neoconservative punditry so at pains to defend these arguments. (Is any invasion of Israel planned for having defied the United Nations for 35 years over its occupations of the West Bank and Gaza?) It is obvious enough that nothing the Iraqi government could have said would have satisfied the White House. Thus I have conjured up the following scenario: Wire service, September 21, 2002: Iraqi President Saddam Hussein today put on the table a still bolder proposal: he will allow weapons inspectors from any country anywhere in the world full access to any site in Iraq they wish to investigate, and at Iraqi expense will be permitted to comb every inch of Iraqi soil for evidence of illicit weapon construction. The White House, however, is dismissing the offer as yet another example of Iraqi stonewalling. 'This isn't about permitting inspection of every inch of Iraqi soil on demand,' a White House spokesman said. 'This is about forcing Saddam Hussein to be forthcoming about his weapons programs and to come clean before the international community.' Wire service, September 26, 2002: Iraqi President Saddam Hussein put an additional offer on the table today: he will, again at Iraqi expense, authorize the deployment of a series of surveillance satellites to be used by the United States and any country that is interested, to keep constant watch over any Iraqi installation the international community indicates. Surveillance aircraft will also be permitted free access to the skies of Iraq, so that the development of any potentially illicit weapons may be monitored and prevented. 'This isn't about forcing Saddam Hussein to be forthcoming about his weapons programs,' said National Security Adviser Condoleezza Rice. 'It is about transforming an irresponsible and despotic regime into one that will obey the will of the international community and the mandate of the United Nations.' Wire service, October 7, 2002: Iraqi President Saddam Hussein, faced with overwhelming American intransigence, is now offering to establish a coalition government consisting of himself and officials from neutral countries designated by the United Nations. Diplomatic historians and political scientists around the world were unanimous in declaring such a move by Hussein to be absolutely without precedent in the history of international affairs. The White House, however, remained unimpressed. 'This isn't about transforming Saddam's regime into one that will obey the United Nations,' a White House source said. That suit, developed jointly with folks in Oakland, eventually got consolidated with a bunch of other less-well-founded wannabe suits filed in several other jurisdictions, got moved down to a distinctly unfriendly judge in FL, and seemed to be dead. It may perhaps have been either withdrawn or dismissed without prejudice because of the clear set-up against it and the lack of institutional support. Perhaps others on these lists can give a more accurate account. Anyway, Donna Warren informs me that she received a letter from CIA, as a named plaintiff on the class action suit. She says: Three months ago, the CIA sent letters out to all who filed tort claims. The letter said we have 6 months from the date of receipt to file an action. So I believe we can still resurrect the case. The clock is ticking on this. I know many people have focused in during the past year on CIA's guilty knowledge of 9-11, and its role in the current global repression under the war on terror rubric, both within and outside US borders. However, the atrocities of the crack epidemic that can be laid at CIA's doorstep remain one of its great crimes against humanities and vulnerabilities. The more recent disclosures of the agency's role in the resurrection of the heroin crop in Afghanistan only serve to make the immediacy of the issue of the agency's role in the drug trade more pressing, not less so. Does anyone on these lists have a handle on how to pursue the possibility of refiling or re-instating the class action lawsuit, as originally founded on the government's own admissions and documentation, within the approximately 2-month time frame the CIA has left us? A Daily News investigation has found a roughly three-minute gap between the time the tape goes silent - according to government-prepared transcripts - and the time that top scientists have pinpointed for the crash. Several leading seismologists agree that Flight 93 crashed last Sept. 11 at 10:06:05 a.m., give or take a couple of seconds. Family members allowed to hear the cockpit voice recorder in Princeton, N.J., last spring were told it stopped just after 10:03. The FBI and other agencies refused repeated requests to explain the discrepancy. The cockpit voice recorder a roughly 30-minute tape loop, is supposed to record the sounds inside the cockpit right up until the moment of impact and usually does. Aviation experts said there could be several explanations for the gap. They said it could mean that the FBI and other government agencies either failed to properly synchronize the times, or there were other problems in the retrieving or handling of the tape from the so-called black box recovered from the wreckage at Shanksville, Pa. Or, experts speculated, it could mean there was a major on-board electrical failure on the plane three minutes before Flight 93 crashed, causing the recorder to quit working. What's not told The broader significance is that the three-minute gap points to how little is really known about how and why Flight 93 crashed - even as the saga of the doomed jetliner and cell-phone calls from some of the 40 passengers and crew continue to captivate the nation. That's part of the whole war aspect - we don't want to tell about what we did and didn't do, said Vernon Grose, a former National Transportation Safety Board member who says he still has questions about the Flight 93 crash. He said he doubts there will ever be a nice, open public hearing with eyewitnesses telling what they saw. However, in recent weeks, two books about Flight 93 have topped the best-seller lists, while President Bush and other top government officials continue to invoke the story - based largely on the cell-phone calls - of fighting between the passengers and the hijackers as a Let's roll rallying cry to continue the war against global terrorism. But the FBI has clamped a tight lid of secrecy on the flight data recorder - which could best show how Flight 93 actually crashed - and on the cockpit voice recorder. We have no comment at all on the tape issue, said Sam Dibbley, spokeswoman for the U.S. Attorney's office in northern Virginia that presented the tape to families. An FBI spokesman, Steven Berry, said the bureau continues to officially list the time of the Flight 93 crash as 10:03 a.m. The NTSB referred all questions to the FBI. But the relatives of Flight 93 passengers who heard the cockpit tape April 18 at a Princeton hotel said government officials laid out a timetable for the crash in a briefing and in a transcript that accompanied the recording. Relatives later reported they heard sounds of an on-board struggle beginning at 9:58 a.m., but there was a final rushing sound at 10:03, and the tape fell silent. What can be heard There is no sound of the impact, said Kenneth Nacke, whose brother, Lou Nacke Jr., is one of the passengers believed to have fought with the hijackers. Nacke confirmed that the government said the tape ended at 10:03 a.m. He added: The quality of the sound is really poor. Vaughn Hoglan, the uncle of passenger Mark Bingham, said by phone from California that near the end there are shouts of pull up, pull up, but the end of the tape is inferred - there's no impact. New York Times reporter Jere Longman, who spoke with relatives of all but one of the 40 Flight 93 victims, writes in the epilogue to bestseller Among the Heroes that at about three minutes after ten, the tape went silent. Lisa Beamer, the wife of passenger Todd Beamer, who heard the tape while working on her No. 1 best-seller Let's Roll, also gives 10:03 as the end of the flight. Seismologists - experts in the earth's vibrations - have almost exactly pinpointed the time of the crash of Flight 93 at 10:06:05. The seismic signals are consistent with impact at 10:06:05, plus or minus two seconds, said Terry Wallace, who heads the Southern Arizona Seismic Observatory and is considered the leading expert on the seismology of man-made events. Their shared goal: the elimination of Yasser Arafat and the Palestinian Authority. Lerner ([EMAIL PROTECTED]) is editor of TIKKUN Magazine, a bimonthly Jewish critique of politics, culture and society, and rabbi of Beyt Tikkun synagogue in San Francisco. The strategies of Ariel Sharon and Hamas are far less irrational than portrayed by American media. Each has been cooperating in what amounts to a tacit alliance to achieve a shared goal: the elimination of Yasser Arafat and the Palestinian Authority and its replacement by Hamas. Israel's announcement that it will not deal with the PLO any more is only one part of this process. Ariel Sharon has never hidden his contempt for the Oslo Accord, precisely because it aimed to create a Palestinian state in the pre-1967 borders of the West Bank and Gaza. When campaigning, he presented himself as the strong military man who could play the role of peacemaker. But he always reassured his own right-wing constituents that he had no intention of ceding any land to Palestinians. Sharon was the inventor of the strategy of filling the West Bank with settlements in the 1980s to prevent any possibility of Palestinians creating their own state. His fondest dream would be to find the political excuses that could allow Israel to reoccupy the entire West Bank and establish another hundred settlements. Arafat represented a thorn in his side, because Arafat kept insisting on returning to negotiations and on building the Palestinian state promised in the treaty Israel had signed in the White House garden in 1993. Moreover, the United States has made it clear that it wants Arafat in power and negotiations in place so that Arab leaders can say to their own populations: "See, our cooperation with the United States against Osama bin Laden has produced a return to the peace process." But continued conflict in the region allows Arab elites to displace resentment against the injustices of their own undemocratic societies onto anger at Israel. So they seek a balance: continued negotiations and an endless peace process, but not the creation of a viable Palestinian state. When the United States became preoccupied with the war against terror, Sharon felt free to increase the violence and repression of the Occupation and to accelerate the assassinations of those "suspected" of being directly or indirectly connected to acts of terror. Those assassinations, primarily directed against Hamas leaders, ensured that Hamas would strike back in retaliatory blows against civilian targets within Israel. Instead of striking back against Hamas, Israel instead has used Hamas attacks as justification to destroy the infrastructure of the Palestinian Authority and to debate what would be the best moment to kill Arafat. With Arafat dead and the Palestinian Authority in shambles, Hamas would become the prevailing force in the Palestinian world -- and the image of the Palestinians would then be more like that of the Taliban. Sharon would be able to portray Israel as fighting the same fight as the United States -- a battle against terrorists -- a move he has tried with less success against Arafat. With Hamas in charge of the Palestinian camp, Sharon could rally much broader support, because even those of us who support Palestinian rights would be forced to admit that a Hamas-dominated Palestine would be a real threat not only to Israel, but also to world peace. Hamas has much to gain as well. Convinced that the peace process is betraying Islamic claims to Palestine, Hamas is willing to wait another 30 or 40 years until Israel tires of endless war and terror -- if, that is, it can be assured that when Israel tires, fundamentalists will come to power. Hamas despises the secular forces around Arafat, and worries that if the Palestinian Authority is not destroyed it could become the government of a secular Palestinian state. The violent rioters were the pro-Palestinian mob, who were brought in and may not have all been part of the university community. A search on the web indicated that there have been other pro and anti speaker situations that were calm. This was a one-sided riot that did not receive media attention. Mainstream media no longer does research on who started what and who funds what. Either it wasn't politically correct to report this or, as I have seen, while Jews and Israel get over proportional representation in the media, the reporting is biased against them. The alternative or independent media reported the situation as strictly pro-Palestinian and did not give details. The reporting in some Jewish media was closer to what the student reported. So, we get three different responses. The huge majority of Americans have no idea what happened there. The independent liberal media readers think that a non- violent, peaceful protest stopped the speaker and Jews who read the Jewish media get a picture of what they are up against here as well as in Israel. Beetles have sucked life from thousands of acres. Floods have torn out mountainsides and stirred up old mining pollution. A century of fire suppression and logging has radically altered the forest fabric. To save this forest, one of the nation's largest at 2.5 million acres, forestry officials have concluded that they have to burn or log sections of it, tear out some roads and then hope that nature takes over the healing. The Bush administration and Western Republicans like that idea, especially the logging part. But the administration is pushing to go further: to suspend environmental laws and citizen appeals so logging in dangerously fire-prone forests like this one can be done without disruption. The White House has asked Congress to exempt about 10 million acres of federal forest land from environmental reviews to speed treatment of overgrown forests. But as the Bush plan moves through the Senate this week in the form of a rider promoted by Senator Larry E. Craig, Republican of Idaho, the resistance among environmentalists and some politicians has grown fierce. A tentative peace that fell over public forests this summer, during one of the most disastrous wildfire years in history, has disappeared, replaced by a political battle that threatens forest management. While the summer blazes made the management of ailing forests more urgent than ever, environmentalists say the president is using fire treatment as a way to let the timber industry log without laws. Gov. John Kitzhaber of Oregon, a Democrat, accuses the administration of betraying an agreement among Western governors to treat fire-prone forests without suspending the law or taking away judicial appeals. President Bush signed on to the governors' 10-year plan last May, but then took it a step further in an initiative unveiled three weeks ago. Opposition to the Bush plan promises to be particularly intense here in the Idaho Panhandle, which has at least one legendary trout stream and a tradition rich in silver mining and logging. Several retail-level environmental groups have persistently thwarted plans here to treat forests by cutting down trees. All 16 proposals to log or thin the Panhandle's woods in the last two years were stalled by appeals from these groups, forest officials said. Still, the plans are moving ahead, usually in a modified form to answer the concerns of critics. One logging plan would cut 1,400 acres in an area that holds water for thousands of people in Idaho and Eastern Washington. It has been appealed by the Lands Council, based in Spokane, Wash. The group also appealed another plan, which called for quick removal of beetle-infested trees. There are a lot of dead and dying trees out there that need treatment, said Dave O'Brien, the spokesman for the managers of the Panhandle national forest. But the law gets very difficult to comply with. We end up spending so much time just trying to make these forest decisions bulletproof. The biggest hindrance to healthy forests, Bush officials say, are laws that force managers of public land to spend too much time responding to citizen objections. The documents these laws produce are more akin to bedtime reading for insomniacs as an alternative to `War and Peace,' said Mark Rey, who guides forest policy for the administration. I had hoped we would get a judicious thinning of the administration's proposal instead of a firestorm, Mr. Rey said, using the metaphor of a season in which more than six million acres of forests have burned, well beyond the annual average. But what the Bush administration characterizes as gridlock and analysis paralysis is seen by others as the messy but necessary products of making land decisions in a democracy. The president's plan, they say, would take the public out of public forest management. This plan is about as extreme, wrongheaded and overreaching as it could possibly be, said Michael Francis of the Wilderness Society. The wilderness group is not opposed to thinning forests for fire prevention near urban areas, but does object to large-scale logging in the name of forest health. Neil Beaver, a hydrologist with the Lands Council, said his group opposed the biggest of the logging projects here because of a fear that it would lead to worse flooding and stir mining sediments in the heavily polluted Coeur d'Alene valley. Other environmental leaders fault the administration for breaking with the Western governors' 10-year plan, just months after praising it as a breakthrough for consensus. -Caveat Lector- Mentality of a Gun Controller by Ted Lang The end always justifies the means, any means, including lying, fraud, suppressing the facts and truth, misrepresentation, smoke and mirrors, anything to arrive at the justified objective for the betterment of all Mankind. In the course of human events it has been demonstrated that freedom of thought is best protected by freedom of speech, and that freedom is best protected by the People's right to own and carry firearms. For this permits their banding together as militias, holistically comprising a united army of freemen, and this will best ensure the continuation of a government of the people, by the people, and for the people. For talk is cheap! And worse than being inexpensive, it can be worse than useless if it serves merely to identify dissent as opposed to an inducement for action; for actions speak louder than words, and so does gunfire! Therefore, as regards the order of human freedoms, that which is most ingrained in each and every individual is his ability to think and reason, which should be primary and therefore first. Freedom of thought and expression became number one on the agenda of a group of privileged, wealthy, and powerful colonial aristocrats who gave up everything they had and owned to ensure our freedoms. But the primary freedom of speech and expression takes a very secondary nature to one's natural right for self-defense when in an environment of despotism, tyranny, or a constant, immediate fear of domestic or foreign government attack. In such cases, the right to own and bear arms, our Second Amendment, shifts in order of priority and becomes the First order of business in preserving liberty. The Founders chose the natural order as opposed to the reactive one in terms of setting the priorities in the addendum to our Constitution as an afterthought, as our freedom from England had already been secured via our successful War of Independence. At no time in our history has the question of our right to own firearms, unhampered by illegal government intrusion, been brought more clearly and forcefully to the fore than now, concerning the question of arming pilots. For it demonstrates not only the wrong-headedness of gun control, it shows also how government, more specifically government bureaucracy, always grasps at any and all straws to subvert both the will and the rights of the people. The Bush White House has made it clear that it opposes arming pilots to prevent a repeat of the 9-11 airliner hijackings. This is odd: remember, President Bush was an Air Force National Guard fighter pilot. He personally experienced the military training that required not only superior capabilities to keep his jet under control for attack, but he was also required to carry and know how to operate a handgun. What role does the handgun play in aerial combat or bombing missions? The only purpose for military pilots carrying a handgun is for that most noble of all personal motives; self-defense. The Bush administration relied on the input from three bureaucrats on this issue: Tom Ridge, a left-liberal that puts little or no stock in individual liberties as best articulated by Senator Ted Kennedy; John 'Quick Draw' McGaw, one of the BATF engineers of the slaughter of Randy Weaver's wife and teenaged son at Ruby Ridge; and Norman Mineta, a Bill Clinton holdover and Transportation Department chief. Bush offered that he made his decision based upon inputs from these gun-control heavy hitters. But now, the issue has been resolved! Congress, the representatives of the American People, in our republican form of government of the people, by the people, and for the people, has finally spoken in virtual consensus! The Senate voted 87 to 6 to arm pilots. It's almost akin to a pure democracy where a clear majority rules. In both a republican as well as in a democratic sense, America has made its wishes known! But does this impress a hateful, despotic, his-way-or-the highway bureaucrat? So if Mineta has been overruled by America, what's left? If lies, deception, fraud and misrepresentation haven't worked to force his narrow-minded opinion on the populace, then he will offer yet more of precisely the very same thing! This coincides with the mentality of the Million Mommies' fraud of 12 children a day and Michael Bellesiles exposed fraudulent best-selling book. Mineta has offered that it will cost the taxpayers $900 million to $1 billion to arm the pilots. That's a lie! Real numbers are more like this: Joining a range - $200; cost of an eight hour pistol/revolver safety course offered by the same eee-vile NRA that trains police and other law enforcement officers - $40; cost of a simple .38 special revolver - $250; cost of training ammunition and targets - $100. Total cost? Five hundred dollars, American! Using other realistic estimates along with mine, the cost ranges from $42.5 million to $212.5

September 19, 2002 WHAT THE UN SHOULD HAVE HEARD By Ian Kleinfeld (first posted September 19 on www.yellowtimes.org ) Ladies and Gentlemen of the International Community: I speak to you today of a grave threat to the international order and peace. There is a nation among us that is an immediate danger to us all, requiring immediate action by all peace-loving countries that believe in the rule of law. We are dealing with a nation that routinely thwarts the will of the international community; it has both possession of and continues to seek further weapons of mass destruction, including nuclear, chemical, and biological weapons despite international laws and treaties prohibiting it. This country has shown itself to be a belligerent force, invading sovereign nations it does not approve of with impunity and in violation of international laws and consensus. It uses its military solely to further its power over oil. It has shown complete disregard for the safety of the international community by overthrowing legitimate governments, supporting and arming dictators, and murdering civilians by the millions. Thousands of dissidents have disappeared in its jails without legal recourse, in contradiction to the words and spirit of its own Constitution and Bill of Rights. It destroys its own natural resources and contributes to massive environmental destruction worldwide, while using its military force to squelch opposition to its policies. This country has a long history of brutality and disrespect of civil rights and international law. The list of UN resolutions that it has ignored or sabotaged is nearly endless. It uses its power in the UN to aid its allies and punish its ideological adversaries with no regard for what is right, true, ethical, or in the best interests of the greater good. Even now it threatens to act with unilateral violence if the UN fails to take action it wants. A government like this has no place in the international community. It is for all these reasons that I call on you today to foment regime change in the United States by any means necessary. In the years to come, your actions will go down in history as a courageous people acting the interest of the world to ensure peace. If you fail to act, the consequences are enormous, and will lead to an ever-increasing cycle of violence, and the end of peace on this planet as we know it, making the 3037 who died on September 11th appear a small tragedy in comparison. Free people understand, however, that where war is justified, it is mandatory. Those of us who cherish freedom understand that we have no choice but to fight if our homes, families, freedoms, and homeland are threatened by an aggressor. But we must also understand that if we are not fighting to protect any of these precious things, we are fighting the wrong war. This is the case with the impending war on Iraq. Are there circumstances under which it would be justified to go to war on Iraq? There could be. We have the right to defend our country from aggression, and to demand satisfaction from foreign powers that commit acts of war on our nation. If, for instance, Saddamâs regime played a central role in the Black Tuesday atrocity, or helped facilitate the 1995 Oklahoma City bombing, we would be justified in declaring war on that regime. But before committing our nation to such a war, Congress should be compelled to examine the role played by both Republican and Democrat administrations in creating Saddamâs war machine, and preserving his regime. (For information about this scandal, please click on the link at the end of the transcript of this commentary.) But the Bush administrationâs case for war against Iraq omits entirely the question of U.S. national interests, focusing instead on the supposed necessity of enforcing the will of the United Nations. In his September 12th speech to the UN General Assembly, President Bush declared: "The conduct of the Iraqi regime is a threat to the authority of the United Nations, and a threat to peace. Iraq has answered a decade of U.N. demands with a decade of defiance. All the world now faces a test, and the United Nations a difficult and defining moment. Are Security Council resolutions to be honored and enforced, or cast aside without consequence? Will the United Nations serve the purpose of its founding, or will it be irrelevant?" The President reprised that theme â in virtually identical language -- in his September 14th national radio address. And he recited the same mantra in remarks for reporters at a Camp David press conference on the same day: "The U.N. will either be able to function as a peacekeeping body as we head into the 21st century, or it will be irrelevant. And that's what we're about to find outâ¦. This is the chance for the United Nations to show some backbone and resolve as we confront the true challenges of the 21st century." The Presidentâs repeated public insistence that the U.S. should go to war against Iraq in order to validate the UN earned plaudits from former Secretary of State James A. Baker III. In a September 15th Washington Post column, Baker actually praised the President for omitting any mention of our own nationâs interests from his address to the UN. "[The President] did not try to link Iraq with the terrorist attacks of September 11th," noted Baker, "nor ⦠did he argue in terms of other specific U.S. interests." Once again, Baker was not criticizing this approach, but rather praising the president for taking "the moral high ground on the issue of Iraq." According to Baker, "The administrationâs challenge now is to persuade the United Nations to act on its principles." This would involve framing a UN Security Council Resolution requiring invasive arms inspections in Iraq, and authorizing the use of "all necessary means" to bring about those inspections. The inspectors would have "a warrant to go anywhere, anytime, without exceptions, ⦠and should be backed up with a United Nations security force on Iraqi soil, preferably under U.S. commandâ¦." No sane American relishes the thought of an Iraqi regime armed with nuclear or bio-warfare weapons. But hereâs the question patriotic Americans must confront: Are we willing to send our nationâs sons to kill and die on behalf of UN disarmament decrees? The Bush administration and the UN are rapidly reaching a "consensus" in favor of a proposal very much like that described in Bakerâs op-ed column, and a draft of the envisioned Resolution is expected by September 23rd. The blueprint for that resolution was devised by the misnamed Carnegie Endowment for International Peace, which for decades has been a redoubt of globally minded elitists eager to use international conflict to advance the cause of world government. On September 12th, shortly before President Bush delivered his address to the UN, the Carnegie Endowment held a panel discussion at its Washington, D.C. headquarters to introduce its new report "Iraq: A New Approach," which offers a framework for "comply-or-else" arms inspections. If you're convinced that Iraq is purely about national security, read no further. If you want to understand the full picture, let's go to the heart of darkness. The defining feature of American politics in recent years has been the remarkable parity between the two parties. You can't get closer than the presidential tie in 2000, not to mention the narrow majorities in Congress. Yet periods of closely divided power are unusual in America. Our system of government has generally favored the creation of effective majorities. Think of FDR and the New Deal coalition, which lasted from the 1930s until it gave way in the late 1960s under the strains of Vietnam and the backlash against civil rights. Ronald Reagan presided over a period of conservative power from 1980 to 1992. Most analysts view eras of closely divided power as periods in which one system of effective majority has broken down and the next system of effective majority has not yet come into being. In this view, the 1990s look transitional: Reagan's majority broke down, but Bill Clinton couldn't get Democrats to the promised land. In their important new book, "The Emerging Democratic Majority," John Judis and Ruy Teixeira argue that long-term trends - in particular, the rise of suburban professional women, Latinos, and a white working class that feels economically insecure - favor the Democrats. Many Republicans think these trends favor Democrats, too. That's why George W. Bush, learning the lesson of Newt Gingrich, has always pretended to have a "compassionate" agenda. But Republican political consultants privately know the surest way to stem the Democratic drift is for the war on terror to become the master narrative of American politics. In their view, one of two things will happen in the next few years. In the first scenario, national security (and internal security) become the dominant issues in our politics, and Democrats, trusted less on these matters, revert to their minority status of the 1970s and 1980s. The other scenario is that the public tires of the struggle, or terrorism remains (thankfully) rare, or there's a decisive "victory" somehow. In this case Republican weaknesses on domestic problems come back into focus. These weaknesses were a problem in the 1990s but not fatal, in GOP eyes, because of the public's qualms about Bill Clinton's character. But under a less-vulnerable new leader, in this scenario, Democrats should be able to re-emerge as a "third way" majority party. As one conservative thinker said to me, "If the war on terrorism is not a big deal, it's hard to see the conservatives ever coming back." On the other hand, if the war on terrorism remains a big deal, the Democrats may split. One benefit of invading Iraq that conservatives speculate openly about is that it will tear the Democratic Party down the middle, as did Vietnam. A peace candidate in New Hampshire in 2004 is the new Republican fantasy. It turns out affirmative action and immigration were just the warm-up. Now war is the GOP's ultimate wedge issue. I'm not saying this is all that motivates the White House. But I have no doubt it is part of what motivates some powerful people near the president. Serious Republican thinkers believe the only way for their party to achieve a governing majority is for the theme of war to be dominant. The world had just finished the most lethal and brutal century of warfare that mankind had ever experienced. Our enlightened elites told us that modern technology, the new economy of the information age, and the wonderful reality of globalism would bring prosperity to most, bring the global village closer together, create a common bond, break down the walls of diversity to establish peaceful co-existence between nations, a collective utopian paradise run by the few for the many. After all, that is what all the humanitarian wars of the nineties were all about. Of course there was never any veracity in this destructive and deceptive philosophy, it was always about the prosperity of the few at the expense of the many. Waging international war was and is for the elites, always about accumulating more power for themselves, independent of the people, then it was ever about humanitarian compassion or self-defense. The American left, i.e. - neoconservatives, socialists, liberal globalists, represent the real danger to the American way of life and to international order more than the present day Hitler (Saddam) could ever prove to be. Our constitutional liberties which was designed to give the average American enough freedom to, when mobilized, act as a restraint to the arbitrary power of the state, is being systematically subverted by the Bush government in its mythical pursuit for security. The clique in Washington is not affected by any legal constitutional restraints and is not only threatening foreign nations with âYou are either with us or with the terroristsâ but, in addition, is most significantly designed for domestic consumption. President Bushâs speech to the United Nations clearly represents the virtual image of a change in international rules and conduct between sovereign nations. Bushâs speech clarifies that we live in a brave old world of power politics where military power is used to establish government policy and to coerce other nations. In other words, the more things seem to change the more they really remain the same. We heard from President Bush the same old predictable mantra of freedom, peace, human rights, western justice, and womenâs rights for a liberated post Saddam Iraq. On the face of it all it sounds exquisite and so democratic. The problem with this play in compassionate conservatism is that it is deluded and disingenuous where truth contradicts its very essence and authenticity. It is the same nonsensical reasoning that we heard from the humanitarian warriors of the Clinton regime when they decided to create, arm and release Muslim terrorists in Kosovo and later criminally bomb the Christian Serbs for having the audacity to defend themselves. The fabricated and elevated accusations by the elites concerning genocide and ethnic cleansing by the Serbs later the Macedonians served its purpose to induce media frenzy and create an alternate reality for a compassionate justification of an illegitimate and aggressive war. The same demonization of Saddam by the oligarch is directly related to the lack of truthful evidence and legal encumbrance in creating a legitimate case for war. Let us look at some of what President Bush said in his address to the United Nations. We read - âthe people of Iraq can shake off their captivity. They can one day join a democratic Afghanistan and a democratic Palestine, inspiring reforms throughout the Muslim world. These nations can show by their example that honest government, and respect for women, and the great Islamic tradition of learning can triumph in the Middle East and beyond.â So, America is in the Middle East to establish democracy for Afghanistan, Iraq, and a future Palestine. I wonder what the Israelis think about a future Palestinian stateâ¦most likely is that they very well know this will never happen. The Muslim world is going to have to shape up and stop being so Muslim, and introduce western morality and some apple pie of course. Do you think Bush is really sincere about honest government? "I hate Saddam Hussein," said Bush."I don't hate a lot of people. I don't hate easily, but I think he's, as I say, his word is no good and he's a brute. He's used poison gas on his own people. So, there's nothing redeeming about this man." The former president claims to hate Saddam simply because he is "no good" and a "brute." Zahn does not bother to probe deeper. Paula Zahn's ratings are dismal these days. Her former boss over at FOX News said, "a dead raccoon could get higher ratings." The Bush interview, obviously, is good for Zahn's floundering career. As such, we shouldn't expect Zahn to push Bush Senior on the particulars of his hatred. Not these days, anyway, when the corporate media essentially plays second fiddle for the government. Hatred in the wake of the Gulf War is not unique. For instance, Wasli el-Ghazali, most assuredly hated Bush and America. Ghazali was convicted back in 1994 for his role in a plot to murder George Bush the Elder during a visit to Kuwait. "Every Arab child is worth all of America," Ghazali told Robert Fisk of the Independent. "I am an Iraqi citizen. Bush killed 16 members of my family." In response to the failed--and some would say bogus--plot to kill Bush, Clinton fired 23 Tomahawk missiles into Baghdad on June 26, 1993 (more than a year before the conviction of Ghazali and his co-conspirators). Seven of these "precision guided" missiles missed their target (or did they?) and hit civilian housing, killing eight people, including the renowned artist Leila al-Attar. Clinton later told the American people they could "feel good" about the attack. No word if Clinton, like Bush, hates Saddam Hussein--or, for that matter, innocent Iraqi civilians, including artists. Bush did not tell CNN's Zahn if the assassination plot was the particular incident that stoked his hatred of the Iraqi dictator, nor did the anchor ask. It is fair to conclude Bush has not always hated Saddam. Or if he has hated Saddam all these years, he put that hatred aside in the name of statecraft. Reagan, Bush, the Iraqi dictator, and American corporations have worked together over the years. War and death make for good business. It also makes for lies and deception--and possibly for less than truthful interviews. Former Reagan official and National Security Council staffer Howard Teicher has described a less than hateful relationship between the Reagan administration and Saddam Hussein. In 1995, Teicher offered an affidavit in the Teledyne case, a legal sideshow to a larger scandal known as "Iraqgate." According to Teicher, he and Donald Rumsfeld traveled to Iraq to make sure the Iraqi dictator received what he needed in order to win the Iran-Iraq war--or if not win at least make sure there was a draw. "CIA Director Casey personally spearheaded the effort to ensure that Iraq had sufficient military weapons, ammunition and vehicles," Teicher swore in the affidavit. Teicher claims the United States "actively supported the Iraqi war effort by supplying the Iraqis with billions of dollars of credits, by providing US military intelligence and advice to the Iraqis, and by closely monitoring third country arms sales to Iraq to make sure Iraq had the military weaponry required." Reagan also sent a secret message to Saddam, which then vice president Bush delivered to Egyptian President Mubarak, and Mubarak passed on to Saddam, "telling him that Iraq should step up its air war and bombing of Iran." Reagan CIA director Casey wanted to give Saddam cluster bombs, which "were a perfect 'force multiplier' that would allow the Iraqis to defend against the 'human waves' of Iranian attackers," explained the former NSC staffer. He recorded Casey's comments in meeting minutes, which are now in the Ronald Reagan presidential archives in Simi Valley, California. In 1982, Reagan "legalized" direct military assistance to Iraq. This resulted in more than a billion dollars in military related exports. According to Kenneth R. Timmerman (author of The Death Lobby: How the West Armed Iraq) the US government under Reagan and Bush sold Iraq 60 Hughes MD 500 "Defender" helicopters, eight Bell Textron AB 212 military helicopters equipped for anti-submarine warfare, 48 Bell Textron 214 ST utility helicopters (sold for "recreational" purposes), and US military infra-red sensors and thermal imaging scanners (sold illegally to Iraq through a Dutch company). After the Gulf War, the International Atomic Energy Agency found the following US equipment in Iraq: spectrometers, oscilloscopes, neutron initiators, high-speed switches for nuclear detonation, and other tools used to develop and manufacture nuclear weapons. The US campaign against Iraq could just as easily consist of "a bullet in Saddam's head" or a weapons inspection regime with teeth, as a massive and costly ground invasion, according to Dr. Amin Tarzi, Radio Free Europe's regional analyst for Afghanistan and Iraq, and Prof. Ephraim Inbar, the director of the Begin-Sadat Center for Strategic Studies (BESA). "I don't think the US is ready for a large number of body bags," Tarzi said, referring to the loss of American lives an invasion could entail. He said he believes the US will set a "minimalist goal," such as eliminating Saddam or putting him on the run not necessarily democracy-building in a "Saddam-less" Iraq. Inbar said Israel has the most to gain from an Iraqi regime change, which could isolate Syria and Iran, and possibly push Syria from Lebanon and result in the disarmament of Hizbullah. "The destruction of Saddam," could also weaken anti-US sentiment in the Arab world, Inbar said, taking issue with the view of Arab leaders, such as Egyptian President Hosni Mubarak, who warn that a strike on Iraq could ignite the "Arab street" and result in the overthrow of the Arab moderates. Dr. Hillel Frisch, a senior researcher at BESA, minimized the threat of the "Arab street," saying it has not reared its head since the Iranian revolution in 1979. The one thing Arab leaders do well is hold onto power, he added. According to BESA's expert on Turkey, Amikam Nachmani, Israel's closest regional ally stands to lose the most. He said that "100,000 barrels of oil a day pass from Iraq to Turkey," the loss of which could send Turkey's teetering economy tumbling. An American attack would also effectively end Turkey's $400 million trade partnership with Iraq, he added. Turkey has only given lukewarm backing to a possible US-led campaign because it fears unsettling its Kurdish minority of 12 million people, who might demand a state of their own following an Iraqi shakeup, Nachmani said. On the other hand, it fears disappointing the US, which is influential with the International Monetary Fund, in the process of injecting Turkey's sagging economy with a $25 billion grant, he added. All of the panelists downplayed the likelihood that Iraq would attack Israel either with conventional weapons or non-conventional weapons. Tarzi, who previously worked as a US disarmament specialist, said it would be very difficult for Saddam to use his weapons against Israel, in part due to the massive US effort to locate and destroy his missile launchers. I was wrong. The number of players remains small. If theyâve made room at the table for anyone, it hasnât been peaceniks, but hawkish Christians. The reason I was wrong is that I didnât reckon on the strength of the Zionist lobby. As it demonstrated by helping to bankroll successful challengers to two incumbent Congressmen who had spoken out for Palestinian rightsâCynthia McKinney of Georgia and Earl Hilliard of Alabamaâthe Zionist lobby is powerful and focused. "The score is now Jewish activists 2, anti-Israel members of Congress 0," the Jewish Press crowed in its coverage of those primaries. But who else said it so bluntly? One of the difficulties about discussing this question is that the mainstream media refuse to address it directly; itâs considered too sensitive. The New York Timesâ front-page story on Ms. McKinneyâs defeat purposely muddled the issue. Its headline read, "For Black Politicians, 2 Races Suggest a Rise of New Tactics." The Jewish lobby did not make an appearance until the fifth paragraph, and then in a backhanded fashion. You donât see The Times pussyfooting when it comes to the anti-Castro lobby or the National Rifle Association, two other powerful special-interest groups. When they muscle the system, we read faintly sinister accounts of the Arlington, Va., headquarters for the gun lobby and the bland, alien Wayne LaPierre, or hysterical interviews with nutso Castro-haters on Eighth Street in Miami. Even the words "Jewish lobby" stick in the throat. Earlier this year, Chris Matthews devoted a segment on Hardball to the question of why European nations have such a different position on the Middle East than the United States does. The segment was moronic. It ignored a social and political reality that Mr. Matthews, a political veteran, knows damn well: Jews are empowered in American society in a way that they are not in Europe. Indeed, Jewish money may be the most important segment of Democrat Party fund-raising. Last year, on a trip to the Middle East, Times columnist Thomas Friedman also dismissed the issue. He said that an Arab journalist approached him at a conference and quietly asked him about all the Jews in the media in the United States. Mr. Friedman stepped away, shaking his head. "Wow," he wrote, before commenting somewhat along the lines of Can you believe the conspiracy theories that have taken root in the Arab world? Itâs only understandable that these theories have taken root. Jews represent an American elite. They have money, they have power, and Ariel Sharon has explicitly called upon them to use their influence over the American political process. Youâre just not allowed to say so in mixed company. Talking about "Jewish influence" reminds people of the Nazis. Abe Foxman is ready at a momentâs notice to insist on the Jewish identity as victim. Any acknowledgment of the large Jewish presence in the American establishment would start up anti-Semitism in this country, it is thought. (The same concerns probably caused Seinfeld to prevaricate about its Jewishness by unconvincingly labeling George, Kramer and Elaine as goyim.) The problem is that the Zionist lobby is too important not to talk about. Itâs a significant institution, and its moods and tone affect all of our interests. But the best reporting on the lobby happens at the periphery. For instance, the writer Michael Massing did a searching piece on the Zionist lobby in The American Prospect earlier this year, in which he showed that the lobbyâs goal is to make sure there is "no daylight" between the American government and the Israeli government. And as the Israeli government has gotten tougher, so has the lobby. "The Jewish lobby has changed dramatically in the last 10 years. It is no longer a Jewish lobby per se, but a pro-Israeli lobby," explains Jean Abinader, managing director of the Arab-American Institute. "The Kristols, Krauthammers and Safires have brought in their crowdâneoconservatives and Christian evangelicals." What about the natural proclivity of Jews to be liberals? Liberals have yielded authority in the debate, Mr. Abinader says, due to feelings of fear and guilt over the horrors of the latest intifada: "Who knows the security situation in Israel better, us or them?" And, Mr. Abinader adds, American liberals have gotten no signals of moderation from the Palestinians. Bush said "North Korea is a regime arming with missiles and weapons of mass destruction while starving its citizens." Fair enough. So why is the United States hand-delivering to Great Leader Kim Jong Il a pair of nuclear power reactors capable of producing enough weapons-grade plutonium each year to make dozens of nuclear bombs? In the early 1990s, North Korea was running domestically built reactors that were churning out bomb-grade plutonium. It was the heart of a covert weapons program that has, according to U.S. intelligence, already yielded "one or two" nuclear bombs. The Clinton administration convinced Pyongyang to shut down those reactors and to allow in UN weapons inspectors. In return, North Korea was to get two U.S.-designed light-water reactors, or LWRs, and free heating oil each year until they were built. The Bush team has not blocked the policy, and last month concrete was poured for the reactor foundations. If North Korea needs energy to replace its homemade reactors, why not build them coal- or gas-fired plants? These are far cheaper to build and run than nuclear plants. And as an added bonus, coal plants can't moonlight as factories for weapons of mass destruction. Apparently the State Department has convinced itself light-water reactors can't be used to make bombs. But they can -- something the State Department does recognize when discussing Russia's plans to build the same reactors in Iran. "LWRs could be used to produce dozens of bombs' worth of weapons-grade plutonium in both North Korea and Iran," write Henry Sokolski, who runs a nuclear nonproliferation center (www.npec-web.org) in Washington, and Victor Gilinsky, a former commissioner of the U.S. Nuclear Regulatory Commission. "This is true of all LWRs -- a depressing fact U.S. policymakers have managed to block out." Even the State Department's uneasily evasive language gives up the game: the LWRs in North Korea (apparently unlike Russia's in Iran) are "proliferation-resistant." As opposed, one assumes, to "proliferation-proof." The old Korean-designed reactors had to be refueled frequently, and it was easy for Pyongyang to quietly pull out the bombs-grade gunk inside. Light-water reactors, by contrast, have to be shut down for an extended period to extract such material. This is what qualifies them as "proliferation-resistant" -- because it's hard to do this secretly. Sokolski and Gilinsky, writing in The Washington Post, cited a study by the Lawrence Livermore weapons laboratory, which says upon the first scheduled refueling -- about 15 months after the reactors go into operation -- an LWR will contain about 300 kilograms of near-weapons grade material. Assume North Korea diverts that material to bomb-making, and it could have "a couple of dozen bombs in a couple of months." Yet the program's backers argue, straight-faced, that because North Korea knows it will eventually be caught, it will be afraid to do this. Never mind that North Korea, like Iraq, is still keeping out UN weapons inspectors. And never mind that since Sept. 11 last year, Washington has denied Americans much the same knowledge of reactor safety and operations it now intends to share with a regime listed as a state sponsor of terrorism. The whole arrangement is so ludicrous that it's surprising more of America's enterprising politicians aren't piling on to complain about it. We are using the holiest of holies -- the American taxpayer's dollar -- to build a nuclear program for a reclusive North Korean dictator. Duh! The Bush administration insists he still has chemical and biological stockpiles and is well on the way to building a nuclear bomb. Scott Ritter, a former marine officer who spent seven years hunting and destroying Saddam's arsenal, is better placed than most to know the truth. Here, in an exclusive extract from his new book, he tells William Rivers Pitt why he believes the threat posed by the Iraqi dictator has been overstated. Pitt: Does Iraq have weapons of mass destruction? Ritter: It's not black-and-white, as some in the Bush administration make it appear. There's no doubt that Iraq hasn't fully complied with its disarmament obligations as set forth by the UN security council in its resolution. But on the other hand, since 1998 Iraq has been fundamentally disarmed: 90-95% of Iraq's weapons of mass destruction capability has been verifiably eliminated. This includes all of the factories used to produce chemical, biological and nuclear weapons, and long-range ballistic missiles; the associated equipment of these factories; and the vast majority of the products coming out of these factories. Iraq was supposed to turn everything over to the UN, which would supervise its destruction and removal. Iraq instead chose to destroy - unilaterally, without UN supervision - a great deal of this equipment. We were later able to verify this. But the problem is that this destruction took place without documentation, which means the question of verification gets messy very quickly. P: Why did Iraq destroy the weapons instead of turning them over? R: In many cases, the Iraqis were trying to conceal the weapons' existence. And the unilateral destruction could have been a ruse to maintain a cache of weapons of mass destruction by claiming they had been destroyed. It is important to not give Iraq the benefit of the doubt. Iraq has lied to the international community. It has lied to inspectors. There are many people who believe Iraq still seeks to retain the capability to produce these weapons. That said, we have no evidence that Iraq retains either the capability or material. In fact, a considerable amount of evidence suggests Iraq doesn't retain the necessary material. I believe the primary problem at this point is one of accounting. Iraq has destroyed 90 to 95% of its weapons of mass destruction. Okay. We have to remember that this missing 5 to 10% doesn't necessarily constitute a threat. It doesn't even constitute a weapons programme. It constitutes bits and pieces of a weapons programme which, in its totality, doesn't amount to much, but which is still prohibited. Likewise, just because we can't account for it, doesn't mean Iraq retains it. There is no evidence that Iraq retains this material. That is the quandary we are in. We can't give Iraq a clean bill of health, therefore we can't close the book on its weapons of mass destruction. But simultaneously we can't reasonably talk about Iraqi non-compliance as representing a de facto retention of a prohibited capability worthy of war. Nuclear weapons R: When I left Iraq in 1998, when the UN inspection programme ended, the infrastructure and facilities had been 100% eliminated. There's no debate about that. All of their instruments and facilities had been destroyed. The weapons design facility had been destroyed. The production equipment had been hunted down and destroyed. And we had in place means to monitor - both from vehicles and from the air - the gamma rays that accompany attempts to enrich uranium or plutonium. We never found anything. We can say unequivocally that the industrial infrastructure needed by Iraq to produce nuclear weapons had been eliminated. Even this, however, is not simple, because Iraq still had thousands of scientists who had been dedicated to this nuclear weaponisation effort. The scientists were organised in a very specific manner, with different sub-elements focused on different technologies of interest. Even though the physical infrastructure had been eliminated, the Iraqis chose to retain the organisational structure of the scientists. This means that Iraq has thousands of nuclear scientists - along with their knowledge and expertise - still organised in the same manner as when Iraq had a nuclear weapons programme and its infrastructure. Those scientists are today involved in legitimate tasks. These jobs aren't illegal per se, but they do allow these scientists to work in fields similar to those in which they had work where they were, in fact, carrying out a nuclear weapons programme. The members of the Order, due to their narrow WASP upbringing, view with particular suspicion the maneuverings of Zionist Israel and its affluent, influential lobby in the United States. While most White House advisers thought that the gulf crisis would be ultimately resolved through diplomacy, unbeknownst to them, President Bush had already decided on the use of devastating military force -- regardless of what measures the world community or the Iraqi leaders took to avert war. Indeed, for most contemporary Bonesmen, Henry Lewis Stimson, the quintessential WASP warrior, was the very personification of the Order's full ascent to power during the period of World War II. A member of the Order's class of 1888, Stimson served seven U.S. presidents: Theodore Roosevelt, William Howard Taft (a fellow Bonesman), Woodrow Wilson, Calvin Coolidge, Herbert Hoover, Franklin Delano Roosevelt and Harry S Truman. As the Secretary of War under FDR and Truman, Stimson oversaw the Manhattan Project, which developed the atomic bomb. Stimson personally decided on the use of that devastating weapon against the Japanese cities of Hiroshima and Nagasaki. Years earlier, as the chairman of the American delegation at the London Naval Conference and as Secretary of State under President Hoover (1929-1933), Stimson had played a pivotal role in restricting the size of the Japanese Imperial Navy. He would be an architect of the FDR 's administration's economic provocations against Japan which ultimately helped induce Japan into the attack at Pearl Harbor, thus bringing the United States formally into World War II. And Stimson was also ultimately responsible for the FDR administration's decision to intern the Nisei (Japanese-Americans) after Pearl Harbor. Yet, it was also Stimson who ordered American bombers to refrain from attacking the old Japanese imperial capital of Kyoto, a city rich in religious and historical tradition and artifacts. And, according to at least one of Stimson's biographers, it was also "the Colonel" who decided at the close of the war that the Japanese emperor should not be deposed. His sensitivity to Japanese culture and the importance of allowing Japan to retain honor even in defeat is widely to his close adviser, Joseph Grew, a longtime U.S. ambassador to Japan and an accomplished historian. Whether this report of Stimson's involvement in the decision to maintain the emperor is accurate or whether it underplays the role of Gen. Douglas MacArthur, the fact remains certain that Stimson was the key policymaker overseeing the postwar occupations of both Japan and Germany. To fully understand President George Bush's attitudes and policies toward Japan, one must first appreciate the overarching influence that Stimson had on the current occupant of the White House. According to his British biographer Geofrey Hodgson, Stimson's membership in Skull Bones was "the most important educational experience in his life." Unlike most of his fellow Bonesmen, Stimson earned his membership solely on the basis of his achievements at Yale -- not through family money. His parents were not wealthy, although his forefathers did come to America as early Puritan colonists. But Stimson made up for his lack of financial credentials by his fierce competitive spirit. As he himself put it, the "idea of a struggle for prizes, so to speak, has always been one of the fundamental elements of my mind, and I can hardly conceive of what my feelings would be if I ever was put in a position or situation in life where there are no prizes to struggle for." Although Stimson did not come from classic blueblood background, he married into wealth and power. His wife, Mabel White, came from a prominent Establishment family with longstanding ties to the Order. Thus, upon graduation from law school, Stimson became a partner in the law firm of Eliahu Root, President Theodore Roosevelt's Secretary of War. Although Stimson and Roosevelt would have a falling out in later years, early on Roosevelt and Root provided "the Colonel" with the critical sponsorship and training required to succeed in the world of Establishment politics. According to informed sources, Sutton was one of several historians who were provided with a large file of the Order's internal documents, including minutes of some meetings, descriptions of rituals, and what would appear to be a rather complete list of its members from its founding through to the early 1980s. The short pamphlets were compiled into one volume and published as a book in 1986. With a U.S. federal government deficit projected at nearly a half a trillion dollars for Fiscal Year 1991, in large part because of the SL crisis and a shrinking business tax base, the Democratic Party majority in the U.S. Congress was pressing for deep cutbacks in defense spending now that the Cold War had ended. On the international stage, the reunification of Germany, clearly the most dramatic event of 1990, posed new challenges to the Bush team. Just months before the outbreak of the Gulf crisis, Germany's Chancellor Helmut Kohl had met with Soviet President Mikhail Gorbachev and signed a long term economic assistance pact. As a result, Gorbachev dropped all remaining objections to the immediate reunification of Germany. At that point, the Bush administration changed its tactics. Previously, in sharp contrast to the Thatcher government in Great Britain, it had been nominally in favor of German reunification. But at the Houston economic summit of the Group of Seven Industrialized Countries in the summer of 1990, the United States blocked (with Britain) Germany's plan of unconditional economic aid to the Soviet Union. -Caveat Lector- What kind of parents allow their children to be front lines against Israeli troops? People who want to use the decency of their opponents against their opponents. If they believed that all of their children would be shot down, they wouldn't put their children in front of themselves. They know that the Israelis are not total barbarians. Did any of the suicide terrorists note whether many Israeli children would be killed by their explosions? No. When will you castigate the Palestinian community for that? I cry for every child killed as a result of their community's actions. The Palestinian children's trust in their parents and leadership is the reason for their death.
