1) Is 'test mode' on?
2) Is the power level turned to zero?
3) Is the VOX on (for CW)?
4) Are you using the right antenna selection?
5) Is your key plugged in/wiring OK?

Also have not tested IC-9700 harmonic output. Testing with K3 connected
to my 500w Bird term probably would reveal this.

Dial readout is the WRONG way to set compression -- it's meaningless.

long silver tube and I got a desk stand for it. It was a broadcast mic
so made fine quality AM on 2m with my plate modulated 5894 at 150w.
All that gear is gone, now.
Most of my station is now Elecraft.

That allows me to run my transverter at 12w in the shack (max output is
18w).
Of course I am using a K3 with KXV3 to drive to my transverter (no
overshoot). No external ALC for the K3.
