My server is always hibernating. I restarted the server, instantly put in a
status, and it still says hibernating. I don't know that that is the issue.

I got it to work on my server. I set the cvar to 0 and ran the command
"sv_unreserve" and then we could all connect to the server I had set up.

Yeah Chris I found that cvar and I've been using on my server but I honestly
don't see a different if I activate during a game. And it resets to Normal
after the completion of the second checkpoint. Can you add to server.cfg so
or autoexec.cfg?

Gotchya, was just confused there for a minute. I've never installed the
steam client on this server. I double checked, I do have
/bin/steamclient.dll, it's up-to-date, and also is the exact same version as
my game client.

Just to set things clear.
This server is different from the other valve server. You can see your
server is a 14 slots, but you can not play with that lot. I think a
dedicated server can host more then 1 game at the same time. If a player is
making a lobby he needs to host it at a random dedicated
