Yes, Im having the same problem on windows based servers.
Traffic into my servers still seems to be normal.
Last update for CS 1.6 was in June 2009, so not really sure why we're
getting this now.

Until they DO unflag it, the best course of action is to set "motdfile" and
"hostfile" in your server.cfg to other filenames (motd2.txt and host2.txt
work fine!)
