On my Yosemite iMac Startup Disk is already unlocked. It’s controlled from Security & Privacy, General tab, Advanced button, and the funny checkbox that changes its name. Make sure it’s unchecked so it says something like “Some System Preferences with lock icons will be unlocked”, or some such

Actually, someone on another list made an excellent point to bring this back somewhat more on topic. Look at what the EU was doing to Apple and Google.  Look at the goofie regulations that were being forced on companies and people external to the region.  Google was under attack in the EU.
