I've got problem with obsoleting some myspell packages.

I've made a small change in locales-pl, I have removed Kashubian from
it. Kashubian is a (cultural) language of minority and Polish people do
not need it. So therefore there is a new subpackage locales-csb with the
excluded files from locales-pl.
