Yes, according the mod_perl docs. It only stops if you return something
other than OK or DECLINED.

sounds like you either don't have mod_perl(Apache::*) installed correctly or you
don't have your Apache libs in your @INC. Try: (perldoc Apache::Status)
from the command line and see if it finds the module. if it doesn't, make sure
you are pointing to the right libs in your startup.pl. i
