non-transferable. So you need to buy new licenses from Cisco for
everything to be legal.
What I'm doing is buying used or refurbished gear instead of renewing smartnet.
Used gear will sit on a shelf powered off. Should a production device
break, I'll simply swap it. I would think that should be legal...

What OS? 2003?
It's a permissions issue with executing commands on the system via the
IUSR_ or IWAM_ accounts. I forget the steps off the top of my head but
it involved using creating a different user that I elevated the
privleges for in local sec pol and used the account as the anon account
Install Dell OpenManage Server Administrator and it will tell you what the
blinking light is referring to. Probably a case fan but the software will make
it pretty clear.

What OS is important. IUSR account doesn't have permissions to cmd.exe (and a
bunch of other things) by default in Windows Server 2003
Doesn't explain it was working, and now it's not, but one thing to check.
What about GPOs applying to this server?
