om using a static lib instead, one can try to follow
the advice given in a message on comp.lang.perl.moderated:
do a groups.google.com search for
perl libxslt win32 dynaloader
Basically, it involves changing DLEXT to, eg, 'xs.dll' in
the Makefile, and then changing the bootstrap
ppms/
for ActivePerl 8xx, and
http://theoryx5.uwinnipeg.ca/ppmpackages/
for 6xx.

ppm, what you might try is downloading the ppd file (and
associated tar.gz file, in the x86/ subdirectory of our
repository), and edit the ppd file so that the HREF in
CODEBASE just reads, for example,
HREF="Apache-Template.tar.gz

it to load dlls from a location like
C:\Perl\bin. I'm not familiar with IIS - in Apache, there's
a LoadFile directive that can be used as
LoadFile "C:/Path/to/ssleay32.dll"
LoadFile "C:/Path/to/libeay32.dll"
within httpd.conf to load these libraries - does IIS h

If it's a problem with connections, take a look at the
ActivePerl faq on ppm, especially the discussion on proxy
settings.
