Unfortuinately for special characters there is still no way to do this.
The only way I know is to make a macro for this but I think this too
much over the edge to be practical.

Is there a bullets and numbering option in Writer to manually control the
size and type of font for the numbers. My numbers don't always end up the same
size as the adjacent text when I prepare a list.

There is a newer format being used in the beta 2.0 (actually called
1.9.x). The 1.1.5 revesion of OpenOffice will understand these
formats, but last I checked, it is only almost ready.
So you can do what many have done (I've haven't seen complaints of
beta issues), download and install the latest

Should work just fine, you will have to install the X11 software
either from you install DVD or from Apple's web site , better yet
you might try the more mac like version at http://www.neooffice.org/
