It cannot be fixed per square meter. There are hundreds of sims that fill most of their land with nothing, trees and such to make it pretty. And use parcel object bonus to stick most of there content into just a small parcel in the sim.
If script limits are to be implimented as they are currently designed, then the parcel object bonus feature must be removed. And this will ruin a large percentage of private sim owners. The amount of money LL will lose if that many people drop out is just crazy.
