The idea of this was mentioned already in an office hour from earlier
this year. 64-128k
was the mentioned amount there.

As for the other items..Babbage is approachable, I don't think they
are off the table.
What I would personally suggest is to simply directly tie the memory
limit multiplier
to the prim multiplier, but to keep the total memory limit the
same..just like the total
prim limit of all parcels together in the sim stay the same for the
owner of the parcels.
