This sounds to me like a "concealed space", and if non-combustible 
construction, then no sprinkler required.  We typically consider all sorts of 
spaces to be concealed that are accessible by hatches (or loosely laid ceiling 
tiles), it is only when the hatch begins to turn into a door that we remove the 
use of the term concealed from the conversation.  The fact that there is a fan 
in the space changes nothing.  Most typical high rise office buildings have 
"fans" in the un-sprinklered, non-combustible, concealed space above the 
ceiling, along with some limited amount of somewhat combustible wiring.  

We believe that the above interpretation meets the intent of NFPA 13.
