what Mark said EXCEPT why 130 sf.  The ceiling is the insulation.  The 
structural embers are a different area (just like above a drop ceiling).  The 
annex states regarding distance below ceiling but it obviously applies across 
the board.  For instance, if the only combustible construction is the 
structural members and they joist are full (and chords covered) does the space 
still have to be protected?  There was a pubic input submitted on just this 
issue.  IT passed the table vote but the official ballot has not yet been 
processed.

The rub is the lack of guidance on the robustness of attachment.
