When Joe Newuser does this, he gets an automatic reply telling him that he may miss replies to his message if he doesn't subscribe to the list. This was done when this list was made public in order to deal with exactly the problem you describe. From a policy point of view I think that this is preferable to adding mechanisms that discourage people from subscribing and thus from giving information back to the group.
