-80 dBm or -80 in the LTE measurement?  I know there are two different
values and they vary greatly, but I'm not sure on the details.

I don't believe the 12 meg would be the entire AP's capacity at that
distance/range/signal, especially with LTE (think 1 bar on your cell phone
not taking out the entire Verizon tower).
