This, imho, is not true. Especially in the example you gave, the first measure is not spaced correctly at all. Instead every tuple note is given the exact same space, which it shouldn't have. Notes with accidentals should get more. TGTools Expand Spacing does for some reason solve this, although the result is not always ideal, as the measure width doesn't change. You could, however, get almost ideal spacing, if you first applied Expand and then corrected the measure width manually.

The bug is that Finale gives too much space to the tuplet notes if there are any accidentals at all, instead of giving individual tuplet notes more space when they have accidentals.
