FreeCol's version scheme is already pretty idiosyncratic given the
semantics of the leading zero.  Nevertheless, while it is fair to
describe FreeCol releases to date as beta releases, I would not want to
use that as an excuse for causing unnecessary trouble for our users.

I think you have just made my point for me.  The changes since 0.11.3 are
slight in comparison with what went into 0.10.7->0.11.0.  Its been a mere 3
months or so since 0.11.3.  We were stuck on 0.10.7 for a year and a
half! (with more developer activity IIRC).  0.9.5 -> 0.10.0 was about 8
months although that included some alphas.

I am unaware of any such cases.
