One of our ns had a negative response cached for progressivesystems.biz with about 45 left.
ok, that's the problem. Where did that negative response in his DNS originate to pollute his his cache?
authoritative negative responses (nxdomain or nodata) are given only from the authoritative NS for the zone, which returns the SOA record so the querier can see the negative TTL field.
(query) timeouts are not (negative) responses and are not cached. connectivity failures from between DNS's would cause timeouts, not negative resonses, and no negative caching.
His cache is polluted with bad negative records for your zone, because your zone and DNS work fine.
I am able to query your nameservers now so I flushed the cache and it's now resolving. If our ns don't like talking to each other
that's not the problem.
Where is his NS getting negative responses to queries about your zone's existing records??
If he can dig from his NS to your NS and get answers, why can't his NS? Where is his NS getting negatives answers for your records?
you might have to turn your negative ttl way down and your record or minum ttl up.
there he assumes his NS's negative cache records are coming from your NS. But your NS will not return negative answers for records that exist.
your problems are not just with him.
I can find no stale glue for your NSs or MX hostnames in the .net parent.
Has your progressivesystems.biz domain ever been hosted by DNS other than smart-mail.net NSs?
If so, they perhaps those old NSs are still answering authoritatively (and negatively!!) for progressivesystems.biz, aka "stale authority".
Now if those previous NSs are heavily used, eg uu.net, swbell, pacbell, etc. then that's why only some people cannot resolve progressivesystems.biz.
if there were previous NSs for progressivesystems.biz, what were they?
