Implementation is only part of the story. Java is evolved through the
JCP, which clearly specifies specification + implementation + tests.
The analysis and design that goes into a specification is paramount,
and belongs in one place where interested parties can contribute.
Thus, when Sun is interested in language features X, Y, and Z, it
files JSRs for them, and individual can apply to join the Expert
Groups. (The plan is for Coin to obtain its own JSR in due course.) If
Sun is not filing a JSR for a feature you believe to be important,
then evidently Sun has a different view of the feature's importance at
this time.
