I experience a difference between 'actions of' and 'performing an action'. 
Although 'their function in semiosis does not change', might have been less 
inviting.  

You cited Peirce:

"the purest conceptions of them" are phenomenological--namely, "quality, 
reaction, and mediation" (CP 1.530, 1903; cf. CP 4.3, 1898)

Re-action suggests an action, and mediation suggests a mediating act.
