Thanks. I almost felt guilty asking that question about $25k for jackets and 
rings. It's not 
an $80 m budget - it's a $100m budget. YOu get confused - that $80 (per YEAR) 
is what 
the state kicks in. I think the principal quoted at the press conference about 
550 high 
school kids. So is there room at the high for BOE offices?

Actually, why not have the shore conference or the njsiaa pay for it. I think 
my kids pay 
about $5 to go to a game. 

While it's not to get donations and support   - it's about time accountability 
kicks in.  when 
the jackets and rings are purchased  - get three proposals. Start there.

Parents were told that there was no money to bus their kids, after
closing thier school.  I'll bet I see 3 or 4 buses every school day
bringing the kids over here, from the West Side.  Don't know about the
high school for the 8th graders, but it's too far, for small children
and with no public transportation coming up Bangs Ave., they found
money for those buses!  80 million?  Hey, $25K is a drop in the
bucket!  80 Million?  I hear it costs a $1000, a month, for the board
to exist at 601 Grand.  They should refurbish the building on Memorial
Drive.  Where is the Senior Center going to be?  What happened to the
$200K, Bruce donated?  I'm confused!

me!  My daughter, Angie has 2!  The ring was their class ring, also
bought by me, their junior year!

Now? The city is really freakin safe. 
 
Similar experiences here.  I had a place on Grove St for several  summers and 
took courses at NYU.  I never felt unsafe, but I'd encounter  street 
"entrepreneurs" on just about every block.  Guys selling "smokes"  were the 
most 
obvious; I even saw them hit on Jerry Orbach once.  Then it  seemed they all 
disappeared (as did the homeless who used to sleep on the grates  surrounding 
NYU's 
buildings -- never did find out where they all went).
 
Hated when Times Square was at its sleaziest, but also hated the  
Disneyfication of the area.
 
But what comes first in these situations  (Chicken or the Egg?):   the 
redevelopment or the "quality of life" sweeps?

I don't know of a specific report of homeownership by race.  You could 
look at the HMDA data for Asbury Park.  HMDA is the home mortgage 
disclosure act and it traces lending by race and gender.  This would 
only tell you lending by race though.  

I have two sites I use for AP statistics when writing grant proposals.  
One is Epodunk and the other is DataPlace.  Here's the links to AP 
demographics on each http://www.dataplace.org/area_overview/?place=x3384
and http://www.epodunk.com/cgi-bin/genInfo.php?locIndex=18306.  The US 
census data will only give you Monmouth county and AP is very different 
demographically from the rest of the county.  If you are up to 
researching HMDA you can go to FFIEC again 
http://www.ffiec.gov/Geocode/default.aspx and type in an address.   
That will give you a census tract number.  I put in my house address on 
First Ave.  It is in tract 8071.00.  Then clicked on get demographics.  
It is in a moderate income tract.  There are 3374 people living in the 
tract.  82% are minorities and 571 out of 1047 are owner-occupied 
units.  From those numbers I'd leap to conclude that something like 350-
400 are minority owned.  Not totally scientific, but logical.  Fun 
huh?  Knowing my neighbors on the block and that the majority of the 
homes are owner occupied, I feel that the number is pretty accurate.  

When you write grants you get to be a complete data wonk.  So please 
forgive me if I'm rattling on here.

Just want to be clear, I am not criticizing the cops themselves. I 
come from a law enforcement family. I saw a lot of cops on foot 
patrol in the summer. I see them on First Nights and such... But 
there is nothing like having cops on foot all the time, on the 
street, seeing what is going on... moving people along when they 
loiter too long at a corner. Being in a car is not the same. There 
should always be cops on foot on the major streets where people go 
out. Maybe we should spend the $25,000 on warm coats and gear for 
the cops?

If you go out in NYC, you will always see cops on the street. While 
our crime rate may be down (on your word, I have not seen the data) 
if is still high and people perceive it as SUPER high. I am not AP 
bashing. I love this city. But the reality is that things are a lot 
less likely to go down if the police are right there.

Here is another question... Are police notified when Stone Pony 
shows and similar events end so that the police can watch people get 
to their cars safely? Not just the big events, but the small ones 
too. I have walked home from the Pony and it was pretty desolate. I 
know people recently got jumped after going to the Lanes. More of a 
presence would make these incidents less likely. And did someone 
pull a gun and mug a family on Cookman recently, or is that a rumor?

And trust me, I have called the cops and will always call the cops 
if I see something.

I'll want to see proof that the Bd of Ed can't pay before making a

Beginning this year we should have a total of 108
policeman employed for AP---We also have a large
presence of County and State officers patroling the
streets of Asbury Park.  

Believe it or not---there has been a reduction in
crime in AP.  Alot of crime that had not been reported
in the AP Press was occuring in AP---even though the
press tried to make sure they had every bad occurence
that happened in Asbury Park on the front page.  

Our Police are on foot patrol---in warmer temperatures
on bike patrol---we also have two officers on horse
back.  

So we have the police working for us we just need the
community to come together and work with the police in
being the second pair of eyes.

I'm not sure if it's in place as of yet but I know
they are working on a new phone system for the police
department so when you report a crime your name is not
blasted all over the scanner.

ASBURY PARK — An Asbury Park couple remain in the Monmouth County Jail after 
sheriff's 
officers 
charged them with endangering the welfare of their three children by possessing 
narcotics, narcotics paraphernalia, and pornography in the children's presence.

Lynette K. Solomon, 37, and Shawn D. Solomon, 42, were both arrested Thursday 
at 1254 
1/2 Washington Ave., by a team of sheriff's officers serving a warrant for 
failure to pay 
child support, said Cynthia Scott, a spokeswoman for the Monmouth County 
Sheriff.

While at the location the officers determined Lynette Solomon was also wanted 
on an 
outstanding traffic warrant from Freehold Borough, Scott said.

An arrest affidavit by Sheriff's Officer Donna Gonzalez said the officers 
determined 
"narcotics and narcotics paraphernalia as well as pornography was present and 
accessible 
to the children," ages three, nine and 15.

The items were described in the arrest warrant as "present and accessible to 
the children." 
The narcotics were also described as being used in the children's presence, 
according to 
the arrest warrant.

The Solomons were each also charged with possession of crack cocaine.

The couple have each been ordered held in lieu of $30,000 bail, Scott said.

The children were turned over to their grandparents and the state Division of 
Youth and

Can you email me contact info? Emails? 
If we have a 100 police officers (we really have that many??) then 
they need to be more of a visible presence. I see a lot more cars on 
patrol than I use to, but we still need a lot more on foot, 
interacting with people, getting to know the people. I lived in NYC 
before and after Giuliani. And while I am not a fan of everything 
about the man, I can not deny how much he changed NYC.

When I was at NYU in the early 90s, it was unsafe to walk certain 
blocks. If you did, you had a pretty good chance of being mugged. 
NYU students were mugged on a regular basis. When I would go to my 
studio classes in the West 40s and 50s (I was a theater major), 
there were so many prostitutes, druggies, etc. 

Now? The city is really freakin safe. I even use to run in Central 
Park at night. It was well lit, there were TONS of cops. What he do? 
He had this whole crack down on "quality of life" crimes. And there 
were always cops around. I am not talking about what he did with the 
homeless, I am just talking about putting everything right out in 
the open, cracking down on the little things as well as the big 
things.

People will come, investors will come when everyone views AP as a 
safer place to be. I feel ok here (but for the murder on my street). 
I have never, myself, had a problem and I consider myself street 
smart, but others view AP as a crime ridden cesspool (see App.com 
comments). How dow we change the perception? Change the crime rate 
and have that story run in the APP. Make announcements about how 
cops will start foot patrols on Cookman, Main, etc and do it. Let 
people see the police when they eat on Cookman, like they could this 
summer on the BW. I picked up food the other night by Mattison, and 
I went back to my car, parked on Mattison and it was dark, there was 
no one aroundthat is when bad things happen. Lights, Cameras, 
Cops, No Nonsense.

Thanks. I have lived here three years and I have never noticed a 
city wide clean up day, so maybe it needs a bit more publicity? Just 
like I see signs for a neighborhood watch, would be more than 
willing to be a part of it, but no one has ever come by, or mailed a 
flyer or anything. I do not even know who the contact person is or 
how to contact them. I think someone emailed me some names, but no 
contact info. So, things may exist here, but if they do, they need 
to be stepped up a notch. That, and the never ending blowing of 
garbage in my yard makes me nuts.

As the country suffered the economic woes of The Great
Depression, Franklin Delano Roosevelt extolled the
virtues of hard work. It was in his acceptance of the
Democratic nomination for president in July, 1932 that
FDR began his conservation movement, proposing putting
city men to work restoring the country to its "former
beauty." According to Harry Rossoll, the Civilian
Conservation Corps, or CCC, was "a massive salvage
operation destined to become the most popular
experiment of the New Deal." 

It was on the day of his inauguration that President
Roosevelt began creating an alphabet soup of agencies
to help battle the economic and social problems that
beset our country. In early March, 1933 he summoned
Congress to our nation's capitol and in an emergency
session on March 9th Congress heard his plan to enlist
250,000 men in an effort to "preserve the natural
resources of these United States." Surprisingly,
organized labor mounted a campaign against FDR's
proposal, however, the bill was signed into law on
March 31, 1933. 

After passage of the act in 1933, Georgia quickly
found a way to eliminate blacks from participation in
the program. In spite of the unemployment rate for
blacks being twice the rate for whites, all blacks
were listed as "employed," making them ineligible to
participate in the CCC. However, by May, 1933,
Roosevelt called Democratic Governor Talmadge on the
carpet, threatening him by withholding every penny of
CCC money that would pour into the state. Talmadge
quickly reconsidered and agreed to permit Blacks entry
into the program, so long as they served in separate
camps. 

For two years Georgia and other states admitted more
than 200,000 Black males into a program that over its
lifespan of 8 years saw a total of 2.5 million men
move through the camps. While early camps in northern
states were occasionally integrated, by 1934 there was
segregation throughout the organization. The presence
of a Negro CCC camp near a town or village anywhere in
the United States caused such problems that by 1934
the director of the program complained bitterly about
the general attitude towards Blacks. Enrollment of
these Americans into the Civilian Conservation Corps
was curtailed in 1935, with the silent approval of
Roosevelt.

[AsburyPark] Annual Clean Up Asbury Park Day

I also always thought we should do a yearly (at least) clean up AP Day 
for all the garbage that floats around. Have residents show there 
pride in the city. Business could take some public areas, residents 
could work on the aeras around there house/street and pick up all the 
garbage. Kids could learn about it in school in conjunction with city 
pride/anti littering. The city could make a whole big deal out of it.

I think it sounds like a great idea. I bet that the younger kids 
would be way more into it than the older ones. The little ones, 
though, would need a lot of adult help.

I will always remember doing a walk-a-thon in grade school for a new 
play structure. How about not only having kids work on a project, 
but also help raise money for a well constructed payground or park. 
The kids could do a walk-a-thon where they are sponsored by local 
businesses (or parents/relatives), get businesses involved as well 
and the whole town could root for them as they walk. That way a 6 or 
7 year old can be a star too, and they would really get a kick out 
of it.

For the older ones who would want to be a "star," they could be the 
Star Leaders, and run a group of younger kids. For those aspiring 
for college, would also look great on an application. Maybe the APP 
or TriCity News could do a profile on some of the Star Leaders.

I was thinking about the Civilian Conservation Corps idea for a citywide jobs 
program for 
kids when I had a crazy idea.
First, to recap, it would need to have some  pretty heavy PR as I previously 
mentioned. Call it 
something like "My Asbury Park"
Here's the crazy idea part...you make stars out of the kids that are helping to 
build new 
things for the city and make it look better. Let's say the kids help build a 
playground, or a 
walkway or something like that. You pour some concrete at completion of that 
project, and 
like Manns Chinese Theater, you have all the kids put their handprints in the 
concrete, with 
their names. Then, not only can they say "I built this" but they can also 
revisit years later (if it 
lasts) to see their proud handprints.
Then, you honor all the people who've helped with the revitalization of the 
city, and give 
them starts on the sidewalks of streets like Cookman, Main Street and Ocean Ave.
I know this is a little bit of out there thinking, but I think something like 
this, if done 
correctly, could really make a difference.
The positive PR element could really be huge. Imagine a campaign that 
demonstrates that 
the people made a difference, not just a council, or a redeveloper...the 
people, and kids take 
ownership of the city.

burglaries, they are warning residents to take valuables out of their 
parked vehicles.

Around the pony, CH, 600 block of lake

Lights, Cameras...and police.

And yes, I have a camera on my house. I got tired of the neighborhood 
little thug swiping stuff off my yard or keying my car. 

Yes, you should "hide" your valuables that are LOCKED in your car. But 
you also don't expect someone to come along and smash your car window 
either.

In between, non-profits I worked as a community development 
specialist for Bank of NY.  The Community Reinvestment Act is a 
federal law that was enacted in 1977 to prevent redlining.  Every 
bank must make loans in areas where they accept deposits.  Most 
lenders have very large reinvestment areas.  BNY's started in 
Newburgh, NY and went all the way to Wilmington, DE.  CRA works by 
looking at two factors - the loans to low/moderate income people (low 
in Monmouth is an income under $40,600 while moderate is $64,960 on 
up to 100% of median at the $81K #) and the other factor is loans 
located in a low/moderate income census tract.  Bankers love to speak 
in acronyms so they call that LMI.  The only part of Asbury Park that 
is not an LMI tract is the northwest corner by Wanamassa.  It is not 
the East side or anywhere near the ocean.  I've worked in AP for 15 
years and that area has never been an LMI.  The rest has always been 
one.  That might change with the 2010 census.  We'll see.  CRA 
ratings for every bank are available online at 
http://www.ffiec.gov/craratings/default.aspx.  Lenders go out of 
their way to make loans in areas where their numbers are lacking.  
They have entire community development divisions, but most 
concentrate their NJ efforts in Newark and Camden.  BNY, may it rest 
in peace, was quite aggressive here and we offered a discounted rate 
on our mortgages to the entire city even the NW.  That was probably 
so we could boost our rating for the Chase sell.  
Since, I live CRA everyday I tend to rattle on about it.  I will help 
anyone who wants it though.  I would like to avoid AP being slammed 
with foreclosures in the wake of the ARM debacle.  FHA has given us 
some tools and our lending partners are willing to work with me.  CRA 
loans usually require the same credit underwriting as any other loan, 
but are more flexible in ratios.  I don't want to rattle into 
speaking mortgagese.  Just know that there are loans out there and 
help if it's needed.
BTW, I agree about African American business on Springwood.  Any 
qualified volunteers out there that would like to conduct a seminar 
for people interested in starting their own business?  I would gladly 
organize it and bring in lenders to discuss small business loans to 
women and minorities.  Another CRA product better known as a SWM 
(swim) loan.

I have one more favor to ask.  In the introduction of the document, 
it mentions a companion booklet, City Council Election Methods.  
That's the one that ranks the nineteen election types around the 
world.  

Could you provide a link?

Ditto Asbury Ave - State Rt 66. There's another golden opportunity to rework 
the main 
entrance to AP, create a several mini-centers to serve that section of town as 
well as those 
first entering AP.

Also, Neptune and AP should get on the states ass to clean up the Asbury Cirlce 
or some 
developers should plant a real pretty garden and sponsor the circle...the 
prison crews clean it 
up in the summer, but the thing is rarely street swept. Ocean Twp could also 
clean up their 
side of Asbury Ave - like reinstall or clear off the sidewalks that should be 
there and force 
the owners of the former L&m to plant grass as well as our burned out eyesore 
motel that 
has sat there for years and years. I see my first phone call.

You know, it is funny. There is a lot of talk here about the "west 
side" and on app.com as well lately. I tried to sell my houes last 
spring on the east side so that I could buy a bigger house on the 
west side. My house now is tiny. Anyway, I could not sell at what I 
thought was a good price and I did not want to drop it any lower so 
I gave up for now.

The west side is not that bad, depending on where you are. Close to 
Sunset, it is actually quite lovely. Then it changes slowly as you 
travel south. From a residential real estate perspective, I think 
buying a house and holding for a while, that is where you would get 
the best return... buying right on the edge from where it turns from 
good to not so good. Because slowly, where it is not so good will be 
good and you are likely to get a decent price.

I have friends on Monroe, as an example, and their street is turning 
over house by house. There are still major problems there, but it is 
changing. I would not go any lower myself into that south west 
corner until things change even more. But I think when people talk 
about the Wwest side, they really mean that south west corner, right?

Anyway, I still say the number one thing we need is cops cops and 
more cops. There are many great investments, many ways to help the 
city, but until the crime rate is down and the perception is 
changed, the rest does not matter. We need police on foot, bike or 
horse patrol, walking through the same neighborhoods every day, 
getting to know the people. We need undercover stings at all the 
drug spots, over and over. Let the drug dealers know we mean 
business. If people are just hanging around, people need to be asked 
to move on, no loitering. There should be visible police walking 
cookman, main, springwood, the boardwalk at all times.

Take these crazy tax dollars I spend, and the new tax base that 
comes in (hopefully as it comes) and spend it 1. police. 2. schools, 
and after school programs.
