The upper 1,000 feet has warmed by 0.56 degrees Fahrenheit. Although these may seem like small changes, it represents a large change in the heat content of the ocean, said Sydney Levitus, an oceanographer with the National Oceanographic and Atmospheric Administration. Water is very effective at absorbing heat without undergoing much of a temperature change. The finding, reported in today's issue of Science, answers the question of why the Earth's atmosphere has not warmed as much as climate model simulations have predicted, a point made repeatedly by critics of global warming. The response of climate modelers has been that part of the warming due to increasing greenhouse gases could be expected to be found in the ocean, said Levitus. Our results support the predictions of the climate modelers and suggest that the models do have the correct sensitivity to increasing greenhouse gases. The ocean warming itself is not conclusive evidence of global warming due to human- induced emissions of greenhouse gases. Combined with lower atmosphere and sea surface warming over the past 100 years and the thinning and retreat of Arctic sea ice during the past 35 to 45 years, however, builds a strong case for anthropogenic global warming. I have followed the greenhouse gas debate and part of the scientific literature on the subject. During the past year I have come to believe that part of the warming we observe in the Earth's climate system is due to increased greenhouse gases, said Levitus. A warmer ocean has an effect on fish migration routes, and thus the success of fisheries, can cause outbreaks of cholera in some parts of the world and affects atmospheric circulation patterns and weather. The warming of the ocean was not a steady process, according to the study. The heat content rose from a low in the 1950s, peaked in the late '70s, dropped in the '80s and rose to a higher peak in the '90s. Finding not only that a net warming of the ocean has occurred but that there are large- scale coherent patterns to this warming suggest that we may someday have the ability to make climate forecasts on decadal time scales, said Levitus. The study is based on 5 million profiles of ocean temperature collected over the last seven years by data archeologists like Levitus. He is quite confident in the results and believes the establishment of a global ocean observing system will ensure the ability to document changes in the ocean into the future. The decision to flood tourist information and other outlets with maps that include Sabine Falls comes after the government told cartographic companies to remove all references to it. The government says the picnic ground and trails are not in a fit state to promote to the public. Sabine Falls is the rallying issue in the dispute between the government and the community over logging in the Otways. The government wants to clearfell more than 70 hectares across the Sabine headwaters, but its plans were postponed last summer in the face of mounting protest backed by local government and businesses. The picnic ground, which has a fireplace, tables and a bush toilet, is the starting point for walking to the 130 metre Sabine Falls. The Conservation and Environment Minister, Sherryl Garbutt, said yesterday the site was being removed from maps for safety reasons. She said public use was not encouraged because the trail was steep, slippery and not in a fit state to promote. Her department says the trail and facilities are substandard, and it is unlikely this will be resolved soon. John Piesse, of Doctors for Native Forests, said alternative maps would be printed because the Sabine area had outstanding tourist potential with 13 falls, gorges and rainforest. He said the community had maintained the trail to keep it safe. After the initial police search of Levy's apartment and the public areas of the building, she or her body could have left the building unnoticed, because at that time attention was focused elsewhere... And, a thorough search (i.e., 10 or more hrs. by a LARGE team, versus the 5 guys that were actually there to search for ONLY 3 hours) would have shown at least some evidence if she was killed in the apartment (or building, *if* it was searched?). She probably wasn't killed (if indeed she is dead) in her own apartment. She could have gone to another apartment in the building (which the security system doesn't track) and have been killed there. Such a scenario would explain why she took her keys (so she could get back into her own locked apartment) and not her purse... Such a scenario is more likely than she would leave her purse behind to go riding on the back of a motorcycle... Btw, my understanding of forensic searches these days (and I have an extensive chemisty and analytical instrumentation background, i.e., several degrees and career in the sales of such) is that it is virtually impossible to clean up after a violent act anymore so as to not have at least some evidence of the violence revealed via a state-of-the-art, thorough forensic search. It is indeed impossible to completely clean up evidence of spilled blood. If Levy was strangled, given a hypodermic injection, had her head held under a full tub of water, or drank poison, there would be no blood to be cleaned up or to be detected by forensic methods. Besides providing a valuable tool in our struggle with rival dynasties, such control is now an integral and necessary part of our day to day operations. Large intelligence communities are inevitable, given the system of all encompassing governments which we have imposed upon the world during our ascent to power. Our power would be short-lived indeed if the pervasive influence and power of these iron-disciplined intelligence agencies fell into the hands of mere politicians, especially those beyond our control. We do not allow intelligence agencies to pursue the national interest, the way the public conceives spies to operate. Politicians cannot be permitted to divert the power and influence of our intelligence community from the esoteric requirements of our Money Power to petty political struggles. No crisis is more serious for our Money Power than an attempt by a head of government to assume personal control of intelligence and operations or to by-pass existing agencies by setting up parallel ones. That's what it cost to buy a woman freedom from a life of rape and servitude, and a child a future with his own family, according to a member of a group of Boston clergy and human rights advocates just back from Sudan. Three Boston ministers, a Harvard student who is crusading against global slavery, and a prominent local TV personality plan to announce today that over the last two weeks they have purchased freedom for nearly 4,000 Sudanese women and children who had been kidnapped and enslaved during that country's brutal civil war. The price they negotiated to buy each slave was less than the going price for a goat, which is worth $40, or a healthy cow, which is worth $100 in Sudan. ''I'm the descendant of slaves, and I don't forget my history,'' said the Rev. Raymond A. Hammond, pastor of Bethel AME Church in Jamaica Plain, who just returned from Sudan. ''I felt a kind of sadness and pain, realizing this was still going on, and the plight of these people is being ignored, suppressed, and denied.'' Hammond went to Sudan with his wife and co-pastor, the Rev. Gloria White-Hammond, the Rev. Gerald Bell, another local cleric, WBZ-TV anchor Liz Walker, and Harvard senior Jay Williams of the Boston-based American Anti-Slavery Group. The trip was coordinated by the American Anti-Slavery Group and Christian Solidarity International, a human rights group based in Switzerland. The group is one of an increasing number of delegations traveling to Sudan to redeem slaves. The slaves are mostly southern Sudanese, either Christian or adherents of traditional African faiths, who have been kidnapped by Muslims from northern Sudan. The act of paying money to redeem slaves has been controversial, criticized by some who argue that it encourages kidnappers. Hammond rejected that notion. ''I'd heard all of the concerns that people have raised that this might stimulate the slave trade, but what became very clear is that those are allegations raised by people who have never been there and have never talked with the local leadership,'' he said. ''And, frankly, given the silence of most world governments on this issue, there's no evidence anybody much cares about what happens with people who've been sold into slavery, so the arguments about it exacerbating the situation are pretty specious.'' Sudan has been roiled for 18 years by a civil war that has killed 2 million people, according to the US Commission on International Religious Freedom, which last year declared the Sudanese government ''the world's most violent abuser of the right to freedom of religion and belief.'' The US State Department has accused the Sudanese government of supporting the enslavement of non-Muslims, and in March the Religious Freedom Commission declared that, ''Government security forces and government-sponsored militias continue to abduct women and children into conditions of slavery.'' Sudanese officials have denied supporting slavery, although they have acknowledged ''abductions'' they attribute to renegade militias. The Sudanese government has described US human rights groups as ''Sudan-haters'' and has blasted the United States for interfering in Sudanese domestic affairs. The war in Sudan is religiously charged, and has attracted increasing attention from Christians around the world. The government in Sudan is Muslim, and many of the victims of the war are not; among those being persecuted are Christians, which has raised the ire of Cardinal Bernard F. Law of Boston and other Christian leaders in the United States. Hammond, who returned to Boston before the rest of the group, said he and his wife have been concerned about the situation in Sudan for several years, but that ''after having talked to people for a long time, we thought it was important to go and see for ourselves.'' He said the group had pre-arranged, through local officials and slave brokers, to pay to redeem slaves. He said he spoke with numerous freed slaves. ''The overwhelming majority were women and children, because typically the men were killed, and a common story was that if the woman was old enough she might be gang-raped and then sold to a master who might make her his concubine, give her to another slave as a wife, and would probably have her involved in working in the house, tending sheep or goats, or other menial tasks,'' he said. ''In some cases, attempts were made to force them to become Muslims, or to give them Arabic names. Several had experienced genital mutilation, and several had stories of having been beaten, and they had the scars to prove it.'' Bush trashed years of work by European negotiators just as he was about to make his European diplomatic debut. By declaring climate science unsettled and calling on the National Academy of Sciences (NAS) to review the dire findings of the United Nations-sponsored Intergovernmental Panel on Climate Change (IPCC), he made an even greater miscalculation. For just as domestic attention focused on the infuriated Europeans, the NAS reported back that the international panel was, in fact, correct. The outrage in Europe and Japan over Bush's pullout from the three-year-old Kyoto talks--not to mention the Cheney-Bush energy plan to increase fossil-fuel burning by the world's biggest fuel burner--was loud and nearly unanimous. The thousands of angry demonstrators who greeted Bush in Spain and Sweden mirrored the reaction of European leaders. The Swedish government described the Kyoto withdrawal as appalling and provocative. Other crucial nations were just as clear. Not only Japan and Brazil but also Australia and Canada--coal-rich countries that had both supported U.S. foot-dragging in earlier negotiations--called on Bush to reverse his decision. Even Chinese officials blasted it as irresponsible. (China's position was put in perspective by a recent New York Times report indicating that the country had cut carbon emissions by 17 percent since 1997, even as its economy grew by 36 percent. By contrast, U.S. emissions have risen by 4.5 percent in the same period though the American economy grew far less.) This is not just an environmental issue, said British Environment Minister Michael Meacher, summing up the magnitude of Bush's diplomatic trouble. It's an issue of transatlantic global foreign policy. A succession of countries have now vowed to pursue the Kyoto goals without the United States. It will be a tough haul, since this country is the source of 25 percent of the world's carbon emissions and the treaty goes into effect only if it is ratified by 55 nations whose combined emissions account for at least 55 percent of the worldwide total. It will be even tougher if the Bush administration succeeds in pressuring the Japanese to drop out of the process. But if, as seems likely, the rest of the industrialized world nonetheless goes forward with climate-stabilizing efforts, these will further embarrass and isolate the United States diplomatically--and Bush domestically. Economically, too, we will be left out. As other countries meet emissions goals by deploying more clean-energy resources, Bush's policies will further cripple America's renewable-energy industry and, ultimately, turn the United States into consumers, rather than producers, of wind farms, solar systems, and fuel cells. Meanwhile, regardless of how the Kyoto efforts fare, the United States now stands indicted in the court of public opinion as an environmental rogue nation, according to Phil Clapp, president of the National Environmental Trust, an influential advocacy group based in Washington, D.C. Clapp added: Bush's trip may turn out to be the landmark loss of America's moral authority around the world. The diplomatic debacle, however, could pale in comparison to the political damage at home. A relentless 10-year campaign of disinformation by the fossil-fuel lobby had left many Americans uncertain about the reliability of climate science and unmoved by the findings of the UN panel on global warming, even though the ongoing IPCC research, under-taken by 2,000 scientists from 100 countries, is the largest, most transparent, and most rigorously peer-reviewed scientific collaboration in history. But when the Cheney-Bush team decided that the IPCC suffered from what their Senate point men on the issue called an internationalist perspective--when the administration determined that Americans should trust only the American science of the NAS--they made a mistake that may prove to be their undoing. The NAS report affirmed that the earth's climate is changing faster than at any time in 10,000 years and that human activities are the cause. Moreover, American science also echoed the international panel's concerns about future food crises and the very real potential for global warming to transform America's wheat fields into deserts. The NAS even suggested that the international panel, which had predicted a sea rise of up to three feet and temperature increases of up to 10 degrees Fahrenheit, had understated the catastrophic potential: By limiting its projections to the next 100 years, the IPCC may well underestimate the magnitude of the eventual impacts, the NAS found. According to the Afghan Islamic Press, Taliban Foreign Minister Maulvi Wakil Ahmad Muttawakil said it wasn't that the Afghan government was opposed to the Net, it just didn't like the filth that was freely displayed on it. Until now, those in the country lucky enough to have both a computer and the electricity to run it, such as foreign aid agencies, have logged onto the Net via phone lines and ISPs provided by neighbouring Pakistan. In his post tonight Mickey Kaus notes that Aldrich Ames, the notorious CIA spy, passed a number of lie detector tests. So clearly the technology is not infallible. But this only scratches the surface of the story. The polygraph expert retained by Condit attorney Abbe Lowell is named Barry Colvert, a former CIA lie detector expert. One of the bullet points on Colvert's resume is that he did the interrogations of Aldrich Ames. Now I don't know if the tests Ames beat were administered by Colvert. But it seems like a definite possibility. So it's not just that Ames beat a lie detector test. It may be that he beat this expert. But there's more. A lot more. Back in January 1998 when former Teamsters' head Ron Carey was trying to fight off an indictment and expulsion from the union over the campaign donation-swapping scandal, he decided to take a lie detector test to clear himself. He passed the test. The test was administered by none other than Barry Colvert. Now this is a little painful for me to say, because I always liked Ron Carey, but the bottom line is that he was eventually indicted. So Colvert's results look a little iffy in retrospect. More striking though is the way that test was apparently administered. Read this snippet from a January 21st, 1998 AP story and see if it doesn't sound very similar to what Abbe Lowell said today about the test Colvert administered to Gary Condit. Barry Colvert, an agent for 35 years who interrogated Aldrich Ames and other high-profile spies, asked Carey two crucial questions about the scheme. I did not find any indication of deception in either of those primary questions, Colvert said. He added that, If the readings were close and flat, I wouldn't have rendered that opinion. Colvert's questions and the questions posed to Carey by his attorney, Reid Weingarten, were limited to charges that about $ 735,000 was donated by the Teamsters to generate contributions to Carey's re-election campaign. Carey was not asked if he knew that other labor leaders, including AFL-CIO Secretary-Treasurer Rich Trumka, allegedly had funneled prohibited donations to his campaign. Sounds similar, doesn't it? Highly restricted questioning ... two crucial questions ... the primary questions etc. And apparently no follow-ups on the factual nitty-gritty of the case. (Carey seems to be the only other high-profile case Colvert has handled since he went into private practice in 1997 -- I base this on a Nexis search on Colvert's name which revealed no mentions beside Carey.) And then there's one more detail. My understanding is that, at approximately this time, Carey had under contract a PR consultant by the name of Marina Ein. (I do not know whether she was still working for Carey in January 1998 -- but I know she was shortly before that.) And as you'll remember, if you're following the case, that's the same Marina Ein who is now working for Gary Condit. What does this all mean? I'm going to let the information speak for itself. But it does make you wonder. -- Josh Marshall (July 14th, 2001 -- 3:19 AM EST // link) I think my attempt at subtlety in my last post left me a bit misunderstood. So let me try to clarify. I'm still trying to sort out what I think of the in-house lie detector test that Abbe Lowell arranged for his client Gary Condit. Opinion on that point seems to have evolved pretty quickly, even over the half-dozen hours or so since Abbe Lowell's press conference. But for the moment let's take the answers to these three questions wholly at face value and assume their accuracy. If you boil down the three questions they asked of Condit they basically come down to this: a) were you involved in, or did you cause, Levy's disappearance? and b) do you know the current whereabouts of her or her remains? These two questions leave some pretty obvious questions unasked. Like, Do you know what happened to Chandra? Do you know who harmed her / is responsible for her disappearance? In any case, for now, suffice it to say that even if you completely buy that this was a legit test, it leaves a pretty big and obvious question unanswered, especially because it's not too difficult to speculate about who some potential other people might be. Now, on to other matters. There seems to be some anti-Talking Points mojo in the air tonight because I'm being called on the carpet by fellow me-ziners Mickey Kaus and Andrew Sullivan -- for two entirely different things. Kaus says I'm going soft because I criticized the Washington Post's story on Condit's alleged affair with the then-18 year old woman from back home in Modesto. Dean C. Eger of New Bern, N.C., was stunned when he received a 10-page questionnaire this month from the state Division of Motor Vehicles. Some of the 114 questions were to be answered by him, the others to be filled out by his physician. Failure to answer in 30 days will result in cancellation or denial of your driving privilege. NewsMax.com has reviewed the questionnaire and found it to be extremely detailed and intrusive. A physician would have a hard time answering it without going back to the driver and asking questions the doctor himself had probably not thought to ask most patients. For example, how is a doctor to know at what age the patient started drinking alcohol or whether, in the absence of Alzheimers disease, the patient has any memory problems? I have not had one person I have asked say they have received such a message from the Division of Motor Vehicles, Eger told NewsMax.com. I am very upset by the way our privacy is fading from the American scene. I do not want personal information going to every agency, government or commercial, which could, in some cases, be detrimental to ones well-being. The 79-year-old Eger sounds very lucid and articulate on the phone. He sounds 30 or 40 years younger. But what really leaves him puzzled is that he is blessed with great health and [has] been driving and have never had an accident. Wouldnt anyone who had a record like that be surprised if, out of the blue, he were to receive a 10-page questionnaire demanding answers to 114 personal questions? C - Anyone - it could be a neighbor or a complete stranger - may write the DMV and express a concern about the eligibility of the motorist to be driving. a.. D - An adult child of the motorist, out of concern for the parents safety, will write to the DMV expressing a belief that the parent should not be driving. Eger shot down the last possibility in a conversation with NewsMax.com. His only adult child lives several states away and knows full well that he (Eger) has all his faculties. The doctor portion of the document requires him to say how long the motorist has been his patient. And if you ever had any apparently quaint notions about the privacy of your medical records, you can forget it. If the feds have to wait awhile to prepare public opinion for a national medical ID card, complete with computerized records to your medical history, trust someone to find a way and a rationale extract it through a back door. Someday, in order to hold on to your drivers license, you might be in the position of asking your physician to answer questions about your cardiovascular, respiratory, neurological, emotional (Could one think of a more subjective category than that?), or any other impairment. Do you feel the patient should drive? Should he be restricted in driving distance or to daylight driving? The doctor is asked to address his diagnosis, date and type of operations or treatments, and on one case (hypoglycemia) the patients attitude toward treatment. Does the patient have diabetes? Is oxygen used at home? What are locations, dates and discharge diagnoses of any and all hospitalizations for the past two years? When was the patients last drink? (Do they think a persons doctor places a cop in the patients home to observe whether he has a glass of wine with dinner?) Is the patient involved in social or other type of health aid program such as mental health, private counseling? Whose business is that? Bill Jones, the public information officer with North Carolinas DMV, was very cooperative with NewsMax.com. Families USA also said Tuesday that drug makers sometimes spent three times as much on ads and compensation for executives than on research and development. The group analyzed data from the Securities and Exchange Commission, which regulates the stock market. The advocates rejected claims by some companies that the cost of developing new medicines is causing the escalation of prices. Pharmaceutical companies charging skyrocketing drug prices like to sugarcoat the pain by saying those prices are needed for research and development, said Ron Pollack, executive director of Families USA. Pharmaceutical executives, however, said the group had unfairly condemned the industry for its success and distorted the money spent on promoting new drugs. When the pharmaceutical industry does well, patients do even better, said Jackie Cottrell, a spokeswoman for the Pharmaceutical Research and Manufacturers of America, based in Washington. Families USA, a frequent critic of rising drug costs and the drug industry, based its report on an analysis of company revenues from sales, the net profit made and the percentage of sales revenue spent on marketing, administration, research and development. The information used came from 2000. The group examined companies it said were among the top 50 in making drugs for the elderly. Adding drug coverage to Medicare, a federal program for the aged and disabled, is currently a hot political issue. Families USA said Merck Co. netted $40.36 billion in sales in 2000. Of that amount, 17 percent was profit; 15 percent was spent on advertising, marketing and administration; and 6 percent was spent on research and development. All industries spend more on marketing and administration than they do on research; that's not new information, said Merck spokesman Greg Reaves. He added that company discounts and rebates over the decade have kept average price increases for Merck medicines below the rate of inflation. Merck makes Vioxx, a medication for arthritis and acute pain, and the osteoporosis drug Fosamax. Even companies that made less profit or lost money still devoted more resources to marketing than research, the group's report showed. Other companies examined included Pfizer, Abbott Laboratories and Bristol-Myers Squibb Co. The Endangered Species Committee, on which the farmers had pinned their hopes, is a ad-hoc group composed of the secretaries of Agriculture, Interior, the Army, the chairman of the Council of Economic Advisors, the administrator of the Environmental Protection Agency, the administrator of the National Oceanic and Atmospheric Administration, and one individual from each affected state. Gale Norton, as secretary of the Interior, is the chair of the committee. Attorney Harold Johnson, who is also with Pacific Legal Foundation, explained to WorldNetDaily the reasons given for the decision. It was a near-riot, as one Democratic spokesman described it. Meanwhile, House and Senate members were very concerned about public safety, according to one faxed statement, and were therefore trying to find the best way of diffusing the almost riot-like tension ... Dozens of police officers â many in riot gear â were called in to block off streets in front of the Capitol building. Streets were shut down. The Capitol proper was sealed off. What was wrong? Was it a bomb threat? A terrorist plot? Armed insurrection? No, it was a largely non-violent tax protest. A few hundred (some reports said a few thousand) protesters showed up in Nashville Thursday to protest the legislature's latest attempt to implement a statewide income tax. According to eyewitness accounts filed by the Tennessee Taxpayers Coalition â a grassroots group set up specifically to oppose a state income tax â it is true that a few windows in the Capitol building were broken. But the demonstration became nothing like the near-riot it was described to be. [Lawmakers] pulled out all of the stops and stacked the deck against the people of Tennessee but, thankfully, thousands of average citizens refused to succumb to tyranny, said coalition co-founder Joe Hafner. The protesters included many families with small children who were likely more frightened by the presence of hundreds of police in full riot gear than by the boisterous, but generally peaceful, crowd, said a coalition statement issued Friday. Using a single broken window as an excuse to wrongly paint the peaceful protesters as violent and out of control is dangerously over-reacting to the situation, the statement said. According to the Associated Press, several windows were broken, including one in the governor's office. The protests began late Thursday afternoon when talk of an income tax resurfaced in the state Senate, news reports said. Protestors began showing up at the Capitol building after the issue was publicized by area and statewide talk radio hosts. As more people began to show up, the coalition said Nashville police began diverting traffic away from Charlotte Avenue â the street that runs directly in front of the Capitol â because of a growing number of horn-honking protestors. In the past two years, those opposed to the state income tax have demonstrated their opposition by driving down Charlotte Avenue, which runs directly past the Statehouse, honking their car horns, rather than turning violent, the group said. Eyewitnesses reported seeing some cars given tickets by police before Charlotte Avenue was officially closed off. Also, the statement said, guards refused entry to anti-income tax protesters, claiming that allowing more people into the building would violate the fire codes. Yet, they clearly violated fire codes by securing doors with chains and padlocks. Additionally, lobbyists wearing pro-income tax stickers were allowed entry while protesters were refused entry, the statement said. Only a few anti-tax protesters were allowed inside the building, witnesses told the coalition, but they were told to remove any paraphernalia â buttons, stickers and other items â depicting an anti-tax theme. Yet, when these people made their way upstairs, they found a Tennessee state employee handing out pro-income tax stickers, the statement said. Capitol officials also closed the House and Senate galleries to the public while they met to debate the income tax bill, said the tax coalition. The pro-income tax forces know an overwhelming majority of Tennesseans are firmly against a state income tax, Hafner said. That's why they employed backroom dealing and Gestapo tactics in their attempt to get an income tax passed while the taxpayers were looking the other way. No injuries were reported and no arrests were made, reports said. In the end, the protesters' position prevailed. The budget sent to Gov. Beijing led every round until the last, when Sydney won by two votes. But its successful bid for the 2008 Games will bring increasing scrutiny of its respect for human rights, forcing the image-conscious regime to limit its crackdown on internal social unrest. But the government's restraint may not last long. Dissidents inside China and foreign anti-government forces, such as Taiwan, will be encouraged to challenge the regime. To prepare for the attention, China has been making deeper structural changes in its security forces. Since the middle of last year, China has established anti-riot squads to develop a more effective, and non-lethal, method of countering growing demonstrations and protests. The government emphasized the need for special training for the squads, warning that ill-trained forces risk escalating conflicts by [using] inappropriate measures, according to a Chinese public security official cited by the official Xinhua News Agency. China's government also changed the uniforms of Beijing's police from military green to blue in late 2000, in a symbolic attempt to reshape the image of public security. However, such efforts do not reflect a softer stance by the regime on internal social stability, or a greater tolerance for anti-government activities. Rather, Beijing is, if anything, even more concerned with containing social unrest. The government has launched a series of crackdowns on corruption and organized crime, and is targeting religious and ethnic groups considered a threat to internal stability. But the government must maintain an inviting climate for potential foreign donors and investors; already, 60 percent of its Olympic bid budget comes from foreign corporations. But the government's growing concern with image will require Beijing to deal more delicately with internal social unrest than it has in the past. For instance, the government recently allowed seven North Korean refugees to leave China for South Korea, despite a signed agreement with Pyongyang to return such refugees to North Korea. Beijing's restraint will encourage both internal and external forces to step up efforts to discredit the Chinese government or fight for more rights. It may also open the door for more pressure from overseas interest groups â be they dissidents or foreign governments such as Taiwan â to encourage anti-government activities inside China. The dissident movement is not limited to well-known religious groups such as Falun Gong or pro-democracy elements; it has the potential to spread across all sectors of society. From academics and businessmen seeking more intellectual or economic freedom, to unemployed factory workers and disgruntled farmers, the short-term protection of international scrutiny may counter their fear of government retribution. These social forces will test both the regime's ability to keep control and its tolerance for domestic opposition. If history is any guide, when pressured for greater political freedom and reform, Beijing's response is to ensure its own power regardless of international opinion. They caution that Beijing's winning of the Games presents Taiwan with long-term political challenges generated by growing Chinese nationalism and stronger de-mands for unification. Beijing's success means that in the next seven years it will be easier for China to appeal to `the glory of the Chinese people' and step up its `united front' against Taiwan, a senior advisor at the National Security Council said.A negative direction would be for it to appeal to Taiwan's identification with `one China' and weaken the Taiwan people's determination on national sovereignty. Senior National Security Council advisor Changing views One can foresee that the attitude of Taiwan society toward cross-strait relations will tilt toward the `one China' stance, said the advisor, who has analyzed the likely impact of the success of Beijing's bid on cross-strait relations. The analyst said that the council believes nationalism in China -- which has risen during the bid process -- will swell and develop even further in the next seven years and become the Chinese leaders' most powerful weapon. The positive direction for China to move in would be toward political and social reform and consequently a reduction in cross-strait tension, the advisor said. A negative direction would be for it to appeal to Taiwan's identification with `one China' and weaken the Taiwan people's determination on national sovereignty. Since President Chen Shui-bian (³¯¤ô«ó) came into office last year, national security and cross-strait affairs officials have been conducting a detailed analysis of the effects of Beijing's bid on cross-strait relations. According to the senior advisor, the officials all think that Beijing's bid has become a collective movement involving the Chinese diaspora worldwide -- all the more reason, they say, why Taiwan should keep cross-strait relations from becoming a target of Chinese nationalism. They have therefore argued that Chen should show his support for Beijing's bid to host the Games, but at the same time, remind the international community of the need to further integrate China into the world order as it prepares for the Games. Accordingly, Chen's supportive comments on this issue, during his recent trip to Latin America and in meetings with international visitors, have always been measured. Supportive We would be happy to see Beijing hosting the Games. We also hope that China will be engaged in the world order accordingly, acting in the Olympic spirit and renouncing the use of force against Taiwan, Chen said. The National Security Coun-cil's analysis also indicates that although the Beijing Olympics may guarantee the Taiwan Strait seven years of security and stability, the possible side-effects of China's successful bid on Taiwan's politics and popular opinion are the real challenges facing Taiwan. We cannot just have an assessment of military security for the next seven years. We also need a whole set of complete and well thought out political measures, a close aide to the president said yesterday. The Mainland Affairs Council, among others, has warned that Taiwan should be supportive of China's participation in international activities, but we must not overestimate the Beijing Olympics' effect on peace and mistakenly believe that there will be an overall resolution of the cross-strait problems, the aide said. The aide stressed that the National Security Council is more concerned about whether, after China has hosted the Olympics, Chinese nationalism will direct the country toward freedom and democracy or become a force demanding more international clout. He also pointed out that most countries have been ambivalent about the growth of Chinese nationalism, worrying about the consequences if the phenomenon is not properly harnessed by social and political reform. History as a guide History tells us that nationalism is a key factor in driving a political movement to extremes. A powerful example would be Hitler's Germany, in which nationalism swelled to such an extent after Germany hosted the Olympic Games that Hitler then started World War II, the aide said. The international community must take into account the fact carefully that China is an emerging power under an authoritarian regime, the aide stressed. Gary Condit tried to get the upper hand in the Chandra Levy case yesterday by announcing that he has given his client a lie-detector test, blindsiding investigators who called the move ``self-serving.'' The test, Condit lawyer Abbe Lowell said, shows Condit ``was not deceptive in any way'' in denying knowledge of what happened to the missing intern. But Assistant Police Chief Terrance Gainer called the test ``self-serving.'' He said Lowell did not work with police to come up with questions nor agree on an expert to administer the test. The test was given by Barry D. Colvert, a polygraph expert who Lowell said teaches FBI officials how to administer the tests. Lowell did not detail all the questions asked, but said Condit was deemed to have answered truthfully when he said ``no'' to the three most important ones: Did he have anything at all to do with Miss Levy's disappearance? Did he harm her or cause anyone else to harm her in any way? Does he know where she can be located? Washington police wanted Condit to submit to a test given by someone from the FBI and with questions they supplied. That appears unlikely at the moment, Gainer said. ``The technology and the subjective and objective things that go into a polygraph aren't answered by him having a press conference and, frankly, my responding to that,'' Gainer said. ``I am happy that he says he is going to give (results) to the Metropolitan Police and the FBI, and we'll examine that . . . but again, that's not normal techniques.'' The water pressure is too low to provide a good shower or bath for you or your family. The neighboring community, armed to the teeth and keeping you and your loved ones in its gun-sights, has sunk a well to the level of the water table of your household; it's their resource now. Not much you can do to stop them--you and what army? Your children are hungry, irritable, and smelly. You try to calm them, singing them songs while heating up some left-over coffee and listening to news reports on a battery powered radio that promise your difficult life is only going to get worse. You need to get to town to buy some food and medicine. Is it safe to try today? No. From your bullet-pocked front door, you see that heavily armed soldiers have blockaded the intersection at the end of your street once again. They are forbidding anyone from going in or out. Another day of being trapped, hungry, frustrated, and anxious about your father's heart condition, your sister's troubled pregnancy. How will you get them to the hospital when the moment of illness or birth comes? In the searing heat of the afternoon, you decide to take a nap and encourage the fussy children to do the same. But no sooner do you all begin to rest and escape into a fitful sleep from the misery and humiliation of your daily lives than the grinding roar of the bulldozers starts up again. The remaing trees of your family's orchards, a key economic resource for your entire community, are being uprooted by the neighboring community, which wants to expand its considerable living space yet again at your expense--while also reminding you who is boss here. Some teenaged boys cannot take it any more--the pressure, the boredom, the uncertainty, the injustice. They are gathering to complain loudly to the soldiers at the intersection. The soldiers grow edgy and begin to position themselves for some action. One of the boys flings a rock, and the explosion hanging all day in the air as a possibility is realized: gunshots ring out, tear gas cannisters fly, shouts and screams rip through the quiet rage and despair engulfing all of you. In less than five minutes, one boy lies dead, three more are wounded. No one can get them to the hospital. Will they survive their wounds? And if they do, what sort of future awaits them in this cage? Maybe it is best to die, after all. The radio brings a report from a powerful leader of a foreign country blaming you and your children for this state of affairs, calling on you and your children to cease and desist from your violence. You have no help, no money, no basic amenities, no weapons, and little hope. You do have a sense of outrage and astonishment that the entire world cannot appreciate how unfair this situation is, how outgunned and overwhelmed you and your family are. That outrage, burning in your empty stomach, is all that sustains you through yet another endless day If this were your daily, inescapble reality, in the suburbs and cities of the USA, would you accept it? Would you expect the world to accept it? Probably not. So why should anyone in the comfort of a US city or suburb expect Palestinians under occupation to acquiecse to their oppression, strangulation, disenfranchisement, and dehumanization? He authorized the sale of sensitive equipment and high speed computers to our enemies. He locked up vast reserves of environmentally clean coal in order to make it necessary for the U.S. to buy the same coal from another of his contributors. He locked up millions upon millions of acres of our parks and forests so that the American people cannot even visit them. [CTRL] Tactical EMP Tested In Central Tennessee?

A story swept over the Internet with the claim that some entity of government may have tested a small tactical Electromagnetic Pulse (EMP) weapon in the small town of Hartsville in north-central Tennessee--about 50 miles northeast of Nashville. Upon investigation I have come to the conclusion that this was not the case. It will be useful for my subscribers to go through the analysis of this situation with me, to aid in your understanding of these kinds of weapons. Because of the future threat of war, which will be initiated by EMP strikes, all Americans need to know how to recognize the signs of an attack. The event occurred at approximately 10:45 AM on July 6, 2001. They only reason we know about this was that one of the victims of the damage was a country music radio station--WJKM--which published the details of the damage. There are three possibilities that could explain what happened: lightning, birds shorting out a transformer, or a very small EMP attack. First, let's examine the damage reports according to witnesses. 1) The radio station's power lines were knocked out, as well as those of the local newspaper next door (Hartsville Vidette). 2) A main power transformer some distance from the radio station was burned out, but the smaller one directly feeding the station was not. The damaged transformer was so overheated that it was billowing smoke. 3) All phone lines in a small radius, including those at the newspaper and the local farm co-op, were knocked out. 4) The high power field-effect transistors and the entire output tuning network in the radio station's transmitter were destroyed. (It takes a lot of surge power to do that kind of damage.) 5) All computers at WJKM, specifically motherboards and network cards, were damaged 6) The station's ISDN internet cable was knocked out. 7) There were numerous dead and damaged birds around the stations showing signs of high power electrical shock (burned wings, feet and tails). See photos of damage to the birds on the station's website at http://www.1090wjkm.com I spoke with the Hartsville newspaper and they confirmed this story, adding some crucial details. Apparently, there were two power surges, about a minute apart. The first was not very powerful and the power reset itself almost instantly. The second was stronger, knocking out the power for two hours and damaging electronic equipment. Both surges were accompanied by a low vibrating, humming sound which increased steadily until reaching a crescendo when the power went out. One witness at the newspaper also saw a large flash of light coming from outside after the second pulse. ANALYSIS: A localized lightning bolt could have caused all of the described damage, but there was no lightning in the area, no clouds, and no explosive sound that would have accompanied such a direct hit. A normal power spike could have caused the computer and phone system damage, but not the damage to the main transformer or the burn damage to the birds. There were several damaged birds all in the same area, some still alive. Their burns could not have been caused by normal electric currents on high-tension lines (which birds land on regularly) but only by getting caught within the flashing arc of some short circuit of high power. This could have been created by lightning, EMP, or their wings contacting and shorting the terminals of a high power transformer. It is possible one or two birds under the right circumstances could have caused a short between the leads on the transformer, especially if they were flocking together on the unit. The flash could have been explained by the explosion of a pole-mounted fuse above the transformer, which would tend to blow when a short occurs or when lightning strikes. OTHER THEORIES What about the possibility of an EMP attack? There are two main types of weapons capable of generating EMP. The more powerful are nuclear weapons set off above the earth's atmosphere that give off huge amounts of free electrons. As these electrons blast through the atmosphere, they cause a huge wave of energy, called a Nuclear Electromagnetic Pulse (NEMP), to blanket the earth below. As this electromagnet wave passes through power lines, telephone lines, or any electrical conductor (like the electrical cord leading to your TV or computer) it cause the electrons in the wire to be rapidly displaced and shot down the line, setting up a powerful and near instantaneous surge that blows out everything in its path. This is the type of EMP attack will most likely be used by Russia immediately before a direct nuclear strike on the US. Its function will be to knock out communications and other vital electrical equipment in the US to help ensure the success of the nuclear strike. Israeli Demands - A Trap Set for Arafat As stated by the Tenet agreement, three intermediate stages should be implemented on the path towards a full settlements freeze. Namely, a period of 'cease of fire' which is to last seven days as a 'test period', followed by a 'cooling period' of five weeks, which is then followed (presuming the cease-fire continues), by the two sides moving to a stage of 'building a trustful relationship', in which the implementation of the so far neglected Oslo agreements will take place, amongst them, the third Israeli redeployment. Sharon indeed hastily announced at the end of June a 'unilateral cease-fire' which was identified by public opinion in Israel and abroad, as a policy of 'self-restraint' for which he has been awarded endless praise by the Israeli 'Left' and by the US and European community. However, beneath the justification of an 'active cease fire', Sharon failed to keep his promise for even one day. The occupation army has continued its policies of razing and confiscating more and more Palestinian land, enforced the closure policy that strangulates entire Palestinian communities, and resumed the execution of Palestinian activists beneath the pretext of 'active defense'. Regarding this latter issue, the cabinet meeting of 4/7 even decided to 'widen' this policy so as to include "not only those who are directly involved in terror operations but also those who send them". The Israeli media could not wait to adopt the new term for washing the war crime of extra-judicial executions as the "interception of terrorists." The cunning scheme of bringing about the failure of the Tenet and Mitchell agreements is comprised of both declarative and provocative actions. Sharon presents to Arafat demands that he knows Arafat is unable to fulfill and at the same time gives promises that he (Sharon) does not intend to implement. His demands include a '100% cease-fire', the arrest of activists, the collection of all arms "to the last rifle" held by different paramilitary groups of Fateh, Hamas and Islamic Jihad and a decrease in the number of PA security forces (from 60,000 to 30,000 which is the figure permitted by Oslo and which the Israeli government allowed to violate in the hopes that it meant the repression of the opposition) and the complete halt to all incitement, however broadly defined. (Nahum Barne'a, Yediot Ahronot, 2/7). The Israeli media indeed has completely betrayed its duty since the beginning of this Intifada and has become the mouthpiece of Sharon's policy. However, a few mainstream journalists have this month joined the lonely voices of progressive commentators such as Haim Bar'am and Meron Benvenisti and publicized their awareness to the fact that these demands are nothing but a trap that Sharon has set for Arafat. This is how commentator Eli Kamir (Ma'ariv 29/6) describes these demands: "Sharon speaks about the Tenet document and emphasizes that he has accepted the Mitchell report, but in fact both only serve as a basis for carrying out his own plans which are already completed and ready, thus serving as an insurance policy against entering the stage of a settlement freeze." Although there is a high degree of uncertainty in forecasting, the panel of climate scientists said there would more likely be dramatic shifts, rather than the steady, progressive change previously predicted by other scientists. ``We are heading into uncharted waters and it is difficult to predict what lies ahead,'' Tom Pedersen of University of British Columbia told reporters in Amsterdam, which is currently hosting a conference called ``Challenges of a changing earth.'' The United Nations (news - web sites) will resume talks in Bonn next week on the implementation of the 1997 Kyoto Protocol (news - web sites), which calls on industrialized states to reduce carbon dioxide emissions by an average of 5.2 percent from 1990 levels by 2010. But the future of that treaty remains in doubt following the United States' rejection of the pact earlier this year. Evidence of past changes in climate gathered in Greenland shows dramatic shifts occurred in periods of less than 10 years, according to Stefan Rahmstorf of the Potsdam Institute for Climate Change in Germany. Those shifts typically occurred when a critical ecological ''threshold'' was breached. http://www.finalcall.com/perspectives/sudan06-04-2001.htm The Military Industrial Complex Comes To Colombia And The Sudan For over two weeks now we have been waiting for the "slavery" in Sudan crowd to admit that the US government is providing military and logistical support to the Sudanese People's Liberation Army/Movement (SPLA), the rebel group that assists Christian Solidarity International (CSI) in the so-called "slave redemptions". We have heard nothing. That is not surprising considering that much of that crowd is woefully ignorant of how their efforts to heighten awareness of "slavery" in Sudan and throughout Africa is providing a cover story for US intervention on the continent. Now, thanks to some in the media we are able to link the US government's most recent covert efforts in Sudan with those already in effect in Colombia. Thanks to two stories that ran a couple of weeks ago in the Washington Post and CorporateWatch.org we are now able to demonstrate that the US government is using a private military contracting firm in the Sudan to provide support for the SPLA and that this same firm is being used by the US in a very questionable manner in the supposed war on drugs in Colombia. The firm is DynCorp, a company that is based in Virginia and which has some incredibly cozy relationships with the U.S. Pentagon and State Department. They are an outfit that exhibits an array of abilities ranging from manning flights to establishing whole communications networks as well as performing electronic surveillance. We have been told that they can do anything from flying a fighter jet through a jungle to running a political campaign. Some refer to them as private contract mercenaries. It appears that the service that DynCorp provides is more than just technical in nature. Since they are not officially members of the United States Armed forces they provide the US military with plausible deniability - allowing the US to be involved secretly in wars and political campaigns in foreign countries without allowing the US government to officially admit such. By "outsourcing" to private contractors like DynCorp, if something goes wrong the U.S. can claim ignorance. Already, the doublespeak has begun. On Colin Powell's recent trip to Africa, the Secretary of State called for peace and reconciliation in Sudan. Powell de-emphasized the issue of "slavery" and spoke to the larger problem, that of the civil war. We would have been impressed with Secretary Powell's statesmanship had we not already become aware of the fact that his State Department had already granted a $3 million contract to DynCorp to provide logistical support to the SPLA. How, we wonder can the US have any credibility with the Sudanese government, as a mediator of sorts, if it is paying some of the bills and providing assistance to the very group that wants the government overthrown. How is that for becoming an "honest broker"? For a full month now we have been warning people about taking a headfirst leap into the "slavery" in the Sudan issue where the motto is "talk first and ask questions later". With President Bush using "slavery" in the Sudan as a cover to increase US AID (a known CIA conduit) activity in Sudan and now, with the State Department backing the SPLA through DynCorp, there should no longer be any doubt as to what is going on in Sudan. Whether they like it or not, the anti-"slavery" in the Sudan crowd is now in lockstep and working in the service of the U.S. foreign policy objectives in Africa and Latin America. We imagine some may not mind that fact but maybe, just maybe, some will.

"Israel does not yet meet the minimum standards for combating trafficking in persons, and has not yet made significant efforts to combat the problem," the State Department said in a scalding report on human trafficking in 2001 issued last night. The report cites Israel as "a destination country for women from Moldova, Russia, Ukraine, Brazil, Turkey, South Africa, and some countries in Asia." It includes Israel in a "Third Tier" list of 23 countries where human trafficking is endemic, but does note that Israel "has begun to take steps" to combat the trade - mainly in women for prostitution. The countries named are Albania, Bahrain, Belarus, Bosnia-Herzegovina, Burma, Democratic Republic of Congo, Gabon, Greece, Indonesia, Israel, Kazakhstan, Lebanon, Malaysia, Pakistan, Qatar, Romania, Russia, Saudi Arabia, South Korea, Sudan, Turkey, United Arab Emirates and Yugoslavia. The report was prepared under American legislation approved in October that calls for imposing economic sanctions in 2003 against countries that fail to act against traffickers or protect their victims. If the government does not take significant steps to end the human trade, Israel will have to face the sanctions. Trafficking as a problem has reached "staggering" proportions around the globe, says the report. Research "clearly demonstrates that most governments are taking steps to curb this horrific practice ... of trafficked victims being subjected to threats against their person and family, violence, horrific living conditions and dangerous work places." The "root causes," says the report, "are greed, moral turpitude, economics, political instability and transitional and social factors." The report says the Israeli government "recognizes that trafficking in persons is a problem, but devotes limited resources to combating it." NGOs and some concerned state officials have strongly criticized the government for failing to take vigorous action against trafficking, especially given the sometimes violent practices of the traffickers and the significant numbers of women who are ferried into the country. "In June 2000, the Knesset amended a 1997 prostitution law to prohibit the buying or selling of persons, or forcing a person to leave their country of residence to engage in prostitution. The penalties for rape and violation of the 1997 prostitution law require close to a doubling of sentences if the victim is a minor. "The government has convicted one trafficker under the new legislation," the report comments laconically. The State Department says the government "has provided training to immigration officials at Ben Gurion airport," however "it has not formally begun cooperation with other governments on trafficking cases," but did work with Ukrainian officials on one case. "The government has not conducted anti-trafficking information campaigns or other efforts aimed at prevention. Little protection is provided to trafficked persons," the report says. "Victims of trafficking are detained, jailed in a special women's prison separate from other female prisoners, and deported. Victims who are willing to testify against traffickers may be granted relief from immediate deportation, but the government does not actively encourage victims to raise charges against traffickers. The report continues: "Israeli NGOs have encouraged victims to take legal action. Some victims have accused individual police officers of complicity with brothel owners and traffickers. The government provides limited funding to NGOs for assistance to victims." According to this transcript, the CIA launched attacks with biological weapons on Cuba’s agricultural workers at the sugar harvest time in 1961 and 1962, in an attempt to paralyse the Cuban economy at the height of the international crisis. A decade later, it is claimed, the CIA introduced swine fever into the island, an epidemic which culminated in the death of 500,000 pigs. In 1979, the Washington Post wrote an article stating that the CIA had a secret programme to destroy Cuban agriculture and that since 1962, the Pentagon had been producing biological agents to use against Cuba’s sugar cane and tobacco production. Sugar cane and tobacco are two mainstays of the Cuban economy. In 1984, Eduardo Arosena, leader of the terrorist group OMEGA-7, admitted to an American jury that he had taken part in operations to introduce deadly viruses into Cuba as part of a secret biological warfare programme against Havana. Spokesperson of the Council of State meeting Randy Alonso claims “Cuba has been the victim of the investigation and development of deadly viruses in North American Laboratories. We must not forget the cases of haemorrhagic dengue and haemorrhagic conjunctivitis.” The Council of State meeting revealed evidence that the epidemic of haemorrhagic dengue in 1981 killed 158 people, 191 of them children. It is claimed that this virus was cultivated especially for Cuba because it is a virus that is not endemic in the island and it was only here that this strain was to be found, being unknown in the rest of the American continent. Dr. Eric Martinez confirmed this and remembers that “at the height of the crisis, when we had 300,000 people sick, and we had the possibility of acquiring one of the products (Abate) that we needed to use to stop the spread of this disease. Due to the blockade, the access to this medicine was denied to us”. Bush and his staff made calls to those involved in the election dispute. By LISA GETTER, Times Staff Writer WASHINGTON -- When it became clear that the disputed Florida election could deliver the White House to his brother, Gov. Jeb Bush immediately recused himself from any official role in the recount, promising to avoid even the "slightest appearance of a conflict of interest." He directed his staff to spend their time on government business and pledged to do the same. Vowing that no political work would be done on the taxpayers' dime, six staffers took unpaid leaves to volunteer on the recount. Despite that hands-off policy, the Florida governor's office in Tallahassee made 95 telephone calls to the George W. Bush presidential campaign, its advisors, lawyers and staffers during the 36-day recount period, records show. At least 10 calls came from an office number used primarily by Jeb Bush, including one call to a private line in George W. Bush's gubernatorial office in Austin. Another call from Jeb Bush's number went to Karl Rove, his brother's campaign strategist. One went to the Texas governor's chief of staff, Clay Johnson. Another went to Michigan Gov. John Engler, who soon flew to Florida to monitor the ballot recount in Broward County. Additional calls were logged to cell phones assigned to Bush campaign staffers. It now appears he was more involved than he has publicly acknowledged. And days after the recount ended, he hired Kathleen Shanahan, the Bush-Cheney deputy campaign manager, as his chief of staff in Tallahassee. Although Cardenas said the governor "took himself out of the strategy end of things," he said Bush was kept abreast of developments in each of the state's 67 counties and given a "heads up on litigation." Bush campaign in Florida, said he spoke to Jeb Bush "a couple of times" during the recount period but said he did not recall the substance of the conversations. "He was trying to be as objective and fair as possible," Enwright said. "But he obviously cared about getting his brother elected." In an effort to better understand Jeb Bush's role, The Times filed a public records request to obtain his personal cell phone records, the visitors' log to his mansion, his daily calendar and his phone messages during the recount. The governor's staff contends no such records were kept, but they provided more than 200 pages of bills from November and December detailing long-distance phone calls made from the governor's office. "Let's put this in perspective," Baur said. "The governor's office on average makes nearly 15,000 to 20,000 calls a month, and if there were any personal or political calls made during that surreal, once-in-a-lifetime, insane couple of months, they were reimbursed." Jeb Bush reimbursed the state treasury a total of $5.11 after The Times sought access to his records. His chief of staff similarly wrote a check for $14.25. One top aide paid $12. Another sent $10. Blame for the murder fell on teenager Terry Harrington, who has spent over two decades in a state penitentiary protesting his innocence. Now Harrington says he finally has proof that exonerates him. A new technology called brain fingerprinting suggests that Harrington's brain doesn't contain memories of the crime scene, but it does recognize specific details about the concert he says he attended on that fateful night. Reading someone's memories through a helmet of electrodes sounds like science fiction. But surprisingly, scientists say they can do just that. The Harrington case is the first time lawyers have ever submitted such brain measurements to a U.S. court, and within days a judge will either reject them as junk science or accept them as evidence that could help reopen Harrington's case The brain fingerprinting technique used on Harrington was developed by Lawrence Farwell, a scientist and businessman at Brain Wave Science in Fairfield, Iowa. Farwell's technique exploits a signal that the brain emits when it perceives something familiar. If a person watches random numbers flash on a screen, for example, the brain will suddenly show a distinctive electrical response called the P300 if personal information like a home phone number pops up. Scientists have known about the P300 response for decades, but no one has tried to apply it in a real-world criminal situation. Farwell believes it is valid in the Harrington case because he found details about the crime and Harrington's alibi that weren't in court transcripts or newspapers. For example, the murderer escaped by running behind a building through waist-high weeds and grass. According to Farwell, the real murderer would remember tearing through this thick underbrush. But when Farwell showed Harrington a photo of the building, the convict said he didn't know what lay behind it. And when presented with words such as cement and blacktop, sand and gravel, and weeds and grass, Harrington had no special brain response to the correct answer. He was generally receptive to the evidence I presented, but adopted the usual ³devil¹s advocate² role when I responded to his question regarding Marley¹s prolonged, agonizing death by cancer. I explained that it was my belief, after examining events leading up to the diagnosis, that Merely had been injected with a carcinogenic substance. This statement evidently alarmed Jahlight, the proprietor of the official Wailers UK Web site (http://www.wailers.co.uk/). ³While the James Whale show was on air,² an anonymous spokesman for Jahlight later reported, ³we e-mailed the station to point out some of the facts behind Bob's death. Unfortunately, by the time we made contact, the phone link with Constantine had ended but Mr. Whale was kind enough to read out our message as the debate continued.² So the interview ended politely but statements were made about Marley¹s death and myself after the fact and I was not given an opportunity to respond. ³Constantine seems to suggest that somehow the CIA gave Bob cancer,² Jahlight ³reported² in its newsletter, ³an often told fairy tale that has sadly passed into Merely folklore.² Fairy tale? ³The truth is that Bob died of a Melanoma - skin cancer, which cannot be caused by smoking, neither can it be injected into the victim. Constantine suggests that Marley was visited six months before by CIA officers, and then fell seriously ill with cancer, forgetting the fact that cancer had already been discovered in Bob three years earlier in 1977.² Was this the ²truth?² Actually, I have never stated or written that Merely was injected with the unknown carcinogen ³six months before his death.² That ³truth² is fatuous. Anna Wohlin, one of the eye-witnesses, published The Murder of Brian Jones (1999), complementing Hotchner¹s conclusion that Jones had been murdered. Many of Hendrix¹s friends and associates have stated publicly that they believed the virtuoso was the victim of foul-play. The Covert War Against Rock contains a fairly thorough examination of the facts surrounding his death, and concludes that he had, in fact, been murdered. -Caveat Lector- Nation: New York Times says Florida accepted flawed overseas ballots Nando's Election 2000 coverage The Associated Press (July 14, 2001 8:17 p.m. EDT) - A New York Times investigation into overseas ballots that helped George W. Bush win the state of Florida and with it, the presidency, found that Florida election officials, facing intense GOP pressure to accept military votes, counted hundreds of overseas absentee ballots that failed to comply with state election laws. The Times published the results of its investigation in Sunday editions. The newspaper's six-month examination of the 2,490 overseas ballots accepted after Election Day found 680 questionable votes. But while that number is greater than Bush's 537-vote victory in Florida, the paper concluded that Bush still would likely have defeated Al Gore even if those flawed ballots had been discarded. Gary King, a Harvard expert on voting patterns and statistical models, concluded that Bush's winning margin would most likely have been reduced to 245 votes if the overseas votes had been thrown out. There was only a slight chance that discarding the questionable ballots would have made Gore the winner. It was impossible to simply count the questionable votes because the ballots themselves are separated from the envelopes containing voter information. The paper found no evidence of fraud by either party, though it did interview voters who admitted they had cast illegal ballots after Election Day. It found no support for suspicions that the Bush campaign had organized an effort to solicit late votes. After the uncertain results of Nov. 7, both Gore and Bush began high-pressure postelection campaigns to eke out a victory. The importance of overseas ballots - and particularly military votes - quickly became apparent. The paper documented a successful effort by Republicans to count the maximum number of overseas ballots in counties won by Bush, particularly those with a high concentration of military voters, while seeking to disqualify overseas ballots in counties won by Gore. Counties carried by Gore accepted two in 10 ballots that had no evidence they were mailed on or before Election Day. Counties carried by Bush accepted six in 10 of such ballots. Bush counties were four times as likely as Gore counties to count ballots lacking witness signatures and addresses. White House spokesman Ari Fleischer told the Times: This election was decided by the voters of Florida a long time ago. And the nation, the president and all but the most partisan Americans have moved on. Officials with the Gore campaign did not immediately respond to calls from the Associated Press. Of the 680 flawed ballots, the paper found: 344 ballots with no evidence they were cast on or before Election Day; 183 ballots with United States postmarks rather than overseas postmarks; 96 ballots lacking the required signature or address of a witness; 169 ballots from voters who were not registered, who failed to sign the envelope or who had not requested a ballot as required by federal law; five ballots received after the Nov. 17 deadline; and 19 voters who cast two ballots, both of which counted. The total number of flaws exceeds the number of questionable overseas ballots because many of the envelopes had multiple defects. Although Bush held a fluctuating lead throughout the 36 days of recounts and court fights after Nov. 7, the Florida Department of State's Web site shows that if none of the overseas absentee ballots were counted after Election Day, Gore would have won Florida by 202 votes, and retained Democratic control of the White House. Benjamin L. Ginsberg, national counsel to the Bush campaign, recalled those days as being as hardball a game as any of us had ever been involved in. Judge Anne Kaylor, chairwoman of the Polk County canvassing board, said the combination of Republican pressure and court rulings caused her board to count some ballots that would probably have been considered illegal in past years. I think the rules were bent, said Kaylor, a Democrat. Technically, they were not supposed to be accepted. Any canvassing board that says they weren't under pressure is being less than candid. Ginsberg said, We didn't ask anybody to do anything that wasn't in the law as it existed on Election Day. While both the Postal Service and the Pentagon worked hard to ensure the timely delivery of absentee ballots to Florida, the Bush campaign soon began to pressure the Pentagon, the paper said. Ginsberg faxed a letter to Defense Secretary William S. Cohen, the only Republican in the Clinton cabinet, on Nov. 11 urging that ballots be collected immediately. In the end, the vast majority of the ballots - 97 percent - arrived before the Nov. 17 deadline. Gary Condit's Modesto office say they will sue a pair of shock jocks, alleging that the radio duo humiliated the office staff Thursday. Lisa Mantarro Moore, Jackie Mullen, Pat Austin and Maggie Mejia said they also want the Stanislaus County district attorney's office to file criminal charges. For the past two weeks, Condit's office has been under siege by national media covering the story of Condit's link to Chandra Levy, a 24-year-old woman from Modesto who was last seen April 30 in Washington, D.C. Thursday, radio show host John Kobylt and Ken Chiampou, of KFI-AM in Los Angeles, went to the office near 16th and I streets carrying microphones. They were on the air when Kobylt asked questions that the office workers said were abusive, insulting and offensive. What he (Kobylt) did was nothing more than stage an event for him to get ratings by abusing women in an office, Mantarro Moore said. It was an assault. We were assaulted. Mullen said Kobylt asked, Hey, Jackie, did you sleep with (Condit) to get a job? Mantarro Moore said that when she picked up the phone to summon the authorities, one of the broadcasters said, The fat b is actually calling the police! Mantarro Moore said that when two constituents entered the office, they were asked, You want to be an intern? The broadcasters left after the staff ordered them out of the office. Mejia said the office staff has since taken a flurry of abusive calls from fans of the show. They're not even from our district, she said. Some have been from out of state. Chief Deputy District Attorney John Goold said his office will review the police report on Thursday's incident. He said the broadcasters could face charges of disturbing the peace; the misdemeanor is punishable by up to six months in county jail. In civil court, the women could seek damages for emotional distress inflicted by putting them on the air without their permission and subjecting them to the alleged abuse. Mantarro Moore said they definitely will pursue some type of action. The staff members said that aside from Thursday's incident, the multitude of reporters and television crews camped outside Condit's office have been polite and respectful of both the office staff and constituents. Some of them went into the office to see if the women were OK after the incident ended, the staff members said. Tough on businesses Businesses along 16th street are feeling the impact of the media's presence. This is really an annoyance, said Natalie Ray, an account executive with Beneficial Finance. The loan company is a few doors away from Condit's office. (The crews) are driving me crazy because they're taking my parking space. The customers have been complaining about parking, too. They're not used to being inconvenienced like this, Ray said. Candy Wiegand, owner of a nearby coffee shop, Mocha Magic, said her regular customers have stopped coming in because of the camera crews. A lot of the media are coming in, so they're making up for the loss, Wiegand said. They have interrupted business. This has been one of the most tiring two weeks. Your adrenaline is constantly on. You see these people on their cell phones racing by. You try to look out the window to see what's going on. Wiegand said this week has been much better. Last week, satellite trucks lined 16th Street between I and J. There was just no parking, said Robert Merritt, an employee of Fleur de Lis, a nearby store that sells antiques. We were just like, this is ridiculous. A week ago, police and the owners of the Judge Frank C. Damrell Building worked out an agreement with the television crews to move their trucks behind the building's garage. That opened up parking in front of the businesses that line 16th Street, but it took away parking for people who work at the businesses. Business pretty much got back to normal this week, when the trucks moved, Merritt said. Not every business is upset about the television crews. Jane Cannon, manager of the Best Western, kitty-corner from Condit's office, said the crews have helped business. Business was already good before all of this, Cannon said. But now we've got more. A lot of them are staying here. The camera crews also serve as entertainment to some who work in the area. It's nice to have some kind of diversion during the day, Merritt said. If it's a slow day, or you got 10 free minutes, you stick your head out and see what's going on. Deputies posted Elsewhere, the Stanislaus County Sheriff's Department has posted a deputy 24 hours a day at the Levy family residence in north Modesto. Cmdr. Myron Larson said the family requested the extra security because of the number of people who have entered the neighborhood since their daughter's disappearance
