Wall St. is trying to divide individual policy holders against the poor by 
thrusting millions of us into precarious situations.  Instead of seeing the 
entire Obamacare sham as a windfall for Wall St. that does not help the poor as 
their deceptions pretend, we are supposed to get angry at this fake socialism 
that is being used against us.


Millions of people are either being forced to absorb tremendous premium 
increases and deductible increases, or they will be forced to take the crappy 
Obamacare type insurance that will put them at increased risk for bankruptcy!  
(It's simple math to look at common medical bills and calculate your 40%, 30% 
or 10% share after satisfying your deductible, prescription drugs and out of 
network expenses).   


What these two political parties are doing for Wall St. is to change all health 
insurance into various levels of crappy catastrophe insurance that will 
eventually leave at least 50-75% of the American people at risk for medical 
bankruptcy and poor access to medical care while taking more profits from our 
meager incomes.  Medicare, medicaid, social security, and all social supports 
will then be attacked, and those of us already attacked, are to stay silent and 
blame the poor for our new insecurities!  Divide and conquer!


Wall St. and their Democrat/Republican servants are experts at manufacturing 
crises and pitting the middle class against the poor. All through this charade, 
the Obamacare astroturf groups pretended that the TEMPORARY consumer 
protections would stop profitable abuses by their corporate masters.  IT'S NOT 
REDUCED PROFITS THAT ARE PAYING FOR THE ELIMINATION OF PRE-EXISTING CONDITION 
REFUSALS, ETC.  It's skyrocketing premiums and deductibles from millions of 
people.  And they make more profit on that too!

It's hard to fathom the legal logic that informed the Dec. 14 decision  
granting the developer, University Realty, a stunning package of seven  
variances.
 
Drexel submitted a letter urging the board to reject the project.
 
One of Mayor Nutter's pledges after his first election was to  
professionalize the ZBA to ensure that its rulings are rooted in law. Many  
applicants 
assume they have a right to variances from the zoning code. They do  not. 
The law demands that they show hardship to alter the legal zoning. Yet  there 
appears to be no evidence that University Realty proved it had any such  
burden in Powelton.

The  magnitude of this closure is stunning as it relates to West 
Philadelphia   Eastern Delaware County. Whether it reflects changing 
demographics or 
it sets in  stone a new demographic remains to be seen. A community without 
schools is not a  welcoming community for families. While I have been 
admonished in the past to  never give the priest a hard time, I am stunned by 
the 
Archbishop's announcement  ...as well as  his decision to sell-off the 
Cardinal's Residence. One thing poor people need  to remember is more quiet 
fortunes were made in this country through the  ownership and control of real 
estate. You find adaptive reuse for such parcels  so that they generate a 
continuing cash flow. A non-profit that is not making  money will go out of 
business; people become tired of supporting beggars, or is  that a too 
Republican/self-help philosophy for those in our local ecclesiastical  world?

regulations before this new compressor station is approved  and begins

greenhouse gasses, formaldehyde and other noxious air  emissions.

The compressor stations are part of Marcellus Shale gas  drilling and have
contributed to the increase in asthma and other health  problems out West 
where
they have been operating longer.  They are  not regulated as an aggregate, 
as
they should be; the existing  regulations fail to address their real-life 
impact
on air quality,  climate, and health.

This particular compressor station is in Penn  Township, Lycoming County. 
Any
resident of the tri-state area –  Pennsylvania, New York, and New Jersey -- 
can comment regardless of  where you live.  Air travels freely and impacts
quality of life for  people and all living things.  The letter below was
developed in  careful consultation with the Clean Air Council's Matt Walker 
as
well as  concerned residents of shale country.

the proposed additions to equipment at the Barto Compressor  Station, 
including
concerns about the potential environmental and health  impacts. For

VOCs and nitrogen oxides from natural gas  operations mix to produce
ground-level ozone, which causes a variety of  respiratory problems 
including
asthma. The emission of hazardous air  pollutants is linked to elevated

of cancer and neurological health  issues.
I support the DEP’s decision to regulate the Barto Compressor  Station 
under a
Title V permit due to the Greenhouse Gas Tailoring Rule,  requiring specific
technologies to reduce air emissions. While these  technologies decrease

commercially available Best Control  Technologies and Best Management 
Practices,

adds more validation to what we have been saying for years;  that outdoor cats 
are a highly destructive predatory force that is causing  havoc in the 
world of native wildlife. This peer-reviewed study was  co-sponsored by one of 
the most respected scientific organizations in the  country – The Smithsonian 
Institution. I hope we can now stop minimizing  and trivializing the 
impacts that outdoor cats have on the environment,  and start addressing the 
serious problem of cat predation,” said Darin  Schroeder, Vice President for 
Conservation Advocacy for American Bird  Conservancy (ABC), the nation’s 
leading 
bird conservation  organization. 
“Up to 500 million birds or more are killed by outdoor  cats in the United 
States. We need to get serious about halting the damage  that cats are 
causing to birds and other wildlife species,” Schroeder  said. 
A key  to the study was very small radio transmitters that were affixed to  
sixty-nine newly hatched gray catbirds in three Washington, DC suburbs –  
Bethesda, Spring Park, and Opal Daniels. The transmitters recorded the  birds’
 locations every other day until they died or left the study area.  Of the 
42 birds that died during the study, 33 suffered from predation.  Nineteen 
of the predations were known and of that total, nine were killed  by cats. 
According to the study, the most significant factor  affecting a catbird 
fledgling’s survival was predation and not parental  age, brood size, sex, or 
hatching date. The study revealed that the vast  majority of young catbird 
deaths occurred in the first week after a bird  fledged from the nest. 
Because fledglings beg loudly for food and are not  yet alert to predators, 
they 
are easy prey for domestic cats.   
ABC has been a leader in seeking solutions to the issue of  cat predation

It saddens me when bitterness, rivalry and mean spirits over-ride

I'm not happy with the way they engaged in selective engagement. It was 
deficient at best, fraudulent at worst. For example the greater body of SW 
Philly had to travel to West or S Philly for meetings. Of course SW is where 
there is significant vacant developable land and multi-billion dollar  revenue 
generators driving airport related expansion and discussion of a new zoning 
class airport related. Where is the effected community's input?
 
There is much to be concerned about; I will try to cite references later from 
the East Falls community planning group.

Some real problems regard lowering or eliminating mandatory parking. Example, 
Community Living Arrangements (CLAs) set in traditional single family dwellings 
are invading many areas of the city but there may no longer be minimum parking 
requirements for the multiple staff cars and their vans that may be parked on 
the streets.

Bed and breakfasts with an occupancy of eight or less may no longer be subject 
to neighbor approval. This may be an easy entree for boarding houses to slip 
into many neighborhoods, and there are more.

The rewriting of our zoning regs may in fact be little more than the 
Developers' Zoning Streamlining and Nutter Real Estate Tax Enhancement Act. The 
only thing worse than careless Republican Rule is Greedy Democratic Rule.

And, less than perfect may mean we are stuck with not good enough for decades 
to come.

So, what's the rush to not get it right?

By Kiki Bolender and Harris Sokoloff 
How should residents be involved in zoning decisions in their neighborhoods? As 
naysayers? Or as valued advisers to developers and architects? 
The proposed new Philadelphia zoning code answers that question by honoring the 
expertise of neighborhood leaders, and it should be supported by citizens who 
value that expertise. 
At the beginning of this year, neighborhood leaders, developers, architects, 
and lawyers gathered for a series of workshops on the new code called Common 
Ground for Building Our City: Developers, the Public and the Zoning Code. The 
project was led by the Philadelphia chapter of the American Institute of 
Architects, the Penn Project for Civic Engagement, and WHYY. 
The conversations were not easy. Participants struggled to get past 
stereotypes: Architects and developers were seen as arrogant and paying only 
lip service to community input; neighborhood groups were accused of engaging in 
backroom deals and borderline extortion. And some architects, developers, and 
community groups have engaged in those behaviors under the existing zoning 
code. 
But the workshop participants overcame those stereotypes and found common 
ground. They agreed on ways to ensure that new buildings are good for the city, 
neighborhoods, and developers. We sent a report to the Zoning Code Commission 
in February, and the essence of those agreed-upon principles is in the new 
code, which is expected to be presented to City Council soon. 
The new code would take several steps to incorporate neighborhood expertise 
into the zoning process: 
Notification of coming projects would be more thorough. 
Significant projects would require Planning Commission approval. 
Applicants would be required to meet with the community, and both sides will 
submit minutes for the record. 
A Civic Design Review Committee would advise the Planning Commission on 
significant projects. It would include someone with neighborhood zoning 
experience and a rotating seat for a member of the relevant neighborhood group. 
Under the new code and map, zones would more closely match actual uses. This 
would correct cases such as that of Northern Liberties, which is largely zoned 
industrial even though it has become one of the city's hottest residential 
areas. 
The new code would define buildings that significantly affect the public 
because of size, location, or use. Those buildings would be reviewed even if 
they don't require a zoning variance. And, as outlined above, neighborhood 
input would be an important part of the

Business Leadership Organized for Catholic Schools said Thursday it will  
provide up to $4 million in matching grants to seven Catholic high schools in 
 the Philadelphia Archdiocese to help them raise money for endowments. 
The group is calling its matching-grant program the BLOCS Urban Endowment  
initiative and is launching it in conjunction with the start of the 2010-11  
school year. 
Each school in the program will raise funds independently and BLOCS will  
match the money each raises up to the amount BLOCS committed to it. 
The money will go into an established endowment fund that will produce 
income  that will help the schools meet operational needs such as tuition 
assistance,  school maintenance and academic programming. 
BLOCS also will collaborate with the schools on leadership, marketing and  
development training. 
BLOCS committed: 
• $1 million apiece to St. Francis DeSales Catholic School in West  
Philadelphia and Mercy Vocational High School in North Philadelphia; 
• $750,000 to Drexel Neumann Academy in Chester; 
• $500,000 to St. Malachy Catholic School in North Philadelphia; 
• And $250,000 apiece to St. Cyril of Alexandria Catholic School in East  
Lansdowne; Our Mother of Sorrows/St. Ignatius of Loyola Catholic School in 
West  Philadelphia; and St. Martin de Porres Catholic School in North

There are many manufacturers and product variants, like regular carpet.  
Some time on Loews  HomeDepot websites might help.
 
There is a limit to how ragged your underlying floor can be and the product 
 adhere. Some of the commercial advantages of carpet tile are that high  
traffic or spill areas can be replaced without having to relay an entire  
floor.
 
I have used them successfully in elevators and around the walk-off area  
of building entrances.
 
You will have to review the installation guidelines for you specific tile;  
again they are like carpet -cheap synthetic to gorgeous expensive wools.

Most of the developed  countries in the world have less crime and a much 
lower rate of caging their  citizens.  But most of them have fewer guns on the 
streets too.   Afghanistan and some towns with military bases in this 
country have many guns  and lots of crime (even excluding war crimes).

It seems like something  such as literacy levels or properly funded public 
education systems would  provide a better predictor of crime and safety. You 
aren't joking, are  you?

Also, I don't tweet and I wouldn't be rude at the Gold  Standard.  After 
all, Roger let's me inside even with my bad  reputation.  I'm going to be 
using my Saturday night to pray for a great  awakening!

Shot In The Head

Linda Burnett, 23, a resident of a world famous university town, was  
visiting her in-laws and
while there went to a nearby supermarket to pick up  some groceries.  Later,
her husband noticed her sitting in her car in  the driveway with the windows
rolled up and with her eyes closed, with both  hands behind the back of her
head.  He became concerned and walked over  to the car.  He noticed that
Linda's eyes were now open and she looked  very strange.  He asked her if

The husband called the paramedics, who broke into the car  because the doors

of her head.  A Pillsbury biscuit canister had  exploded from the heat,
making a loud noise that sounded like a gunshot, and  the wad of dough hit

As another Memorial  Day approaches many Americans look on it as just 
another day off of work or  school when they can sit around and barbecue 
hamburgers and drink soft drinks  and beer. Yet, to those of us who are 
veterans 
know the true meaning of the  holiday. Memorial Day was originally called 
Decoration Day and was established  in 1868 to honor the memory of members of 
the 
American military who have died  defending the United States of America. 
Its first official observance was on May  30, 1868 when flowers were placed on 
the graves of soldiers, both Union and  Confederate who died in the Civil 
War. It was later expanded to include all of  the Americans who died in the 
wars fought by this country to preserve our  freedom and it became an 
official Federal Holiday in 1971. 
On this  2010 Memorial Day I want everyone to look at some staggering 
figures about our  American heroes. Beginning with the American Revolution, a 
total of 43,362,376  men and women have served in the U.S. Military during all 
of the wars we have  fought including the current wars in Iraq and 
Afghanistan. Of these, 655,231  were killed in battle while another 540,254 
have died 
during their service due  to other causes. That is a total of 1,195,485 
Americans who have died in wartime  while wearing the uniform of our country. 
In addition, 1,468,196 have been  wounded. There are currently approximately 
24,000,000 military veterans still  alive in our nation.  
So who  were these people, who as someone pointed out, wrote a blank check 
to their  country laying their lives on the line for poor pay and often 
deplorable living  conditions. They were and still are, our fathers and 
mothers, 
sons and  daughters, and friends and neighbors. They fought and they died 
at places that  the history books often mention in passing, it they are 
mentioned at all. Places  like Saratoga and Yorktown where our freedom was 
secured, and battlefields like  Gettysburg and Fredericksburg, where many brave 
Americans died fighting each  other. Then there are the battlefields of World 
War I like Belleau Wood where  U.S. Marines fought valiantly and suffered 
heavy casualties to stop the German  advance, and the fights during World War 
II on the beaches of Normandy and Iwo  Jima that opened the door for 
American victories in Europe and the Pacific. The  ink was barely dry on the 
Japanese surrender document when thousands of  Americans were sent to battle 
the 
communists in the Korean War. 
Turn next  to the Vietnam War where over 55,000 Americans died yet never 
lost a battle.  However, though the actions of the politicians in Washington 
D.C. the war itself  was ultimately lost and the history books blame it on 
the military. Yet, it was  the Soldiers, Sailors, Marines, and Airmen who 
fought that war were often  ignored or even spat upon when they returned home. 
It was not until recently  that their contribution to the freedom of our 
nation was acknowledged. To them,  I can only say “Welcome Home.” Well done my 
brothers and sisters in arms. 
Since then  our valiant heroes have fought and died in Grenada, Panama, 
Operation Desert  Storm and the current wars in Afghanistan and Iraq. However, 
liberal politicians  and members of the left wing news media continue to 
attack them for doing the  job of defending freedom. Our troops in Afghanistan 
and Iraq are subjected to  Rules of Engagement by the current administration 
that severely limits their  ability to protect themselves and our way of 
life. This is being done under the  banner of “political correctness.”  
There is  no such thing as a “politically correct” war. When the lives of 
Americans are  threatened and our very existence hangs in the balance there 
is only one way to  fight, and that is to win. Our men and women in our 
military know this, and  despite the restrictions imposed upon them by 
politicians who have never served  in the military and know nothing about the 
sacrifices required, our troops  continue to do their duty to us and our 
nation. On 
this Memorial Day we must  honor them and all those who have made the 
ultimate sacrifice for our country.  They were and are the best of us. If we 
allow them to be forgotten then we  inevitably lose our own identity as a free 
people and “the government of the  people, by the people, for the people,” 
will indeed “perish from the earth.” 
I will ask  this of each person who reads this. Enjoy your Memorial Day, 
but make a special  effort to contact someone, whether a family member, a 
friend, or even a  stranger, who you know has served in the military or is 
currently serving. Just  tell them “Thank you for your service to our country”. 
You have no idea how much  that will mean to them. Also take a moment to 
honor those we have lost, either  by visiting the grave of a veteran, or just 
saying a brief prayer. They will

I did not, Elliot.
 
Though I may be mistaken, I thought it was the Orleans family's  
philanthropy that made the school possible. 
The school is set in the Far Northeast where Orleans builders got its  
start, and Jeffrey P. Orleans, of Orleans Builders, is a member of the  Board 
of 
JEVS. Of course there could be some other reasons JEVS named the school  
Orleans.
 
The post was a possible warning that such programming targeting  the salt 
of the earth may not be available in the future.
 
If I recall correctly, at one time and they may still be the largest court  
reporting training program in the city, but my background was in real 
estate not  the Courts, thus the nature of my post.
 
If you check the archives, I have posted about the school admitting  
students in the past, as a service to those who may be in need of job training  
in 
the allied building trades.
 
Regardless, what has happened to Orleans Builders, a third generation  
Philly company is a shame. But what can you expect when we as a nation elect to 
 
terribly mediocre POTUS back to back.

and  water  air sampling along the Gulf Coast.  In particular, we  are
needing folks with current 40 hr OHSA  Training.  They will be provided
specific project training for  the soil and air sampling along with safety
audit checklist.  Work is  both geared to be on land and/out of a boat that
is securing boom to contain  the oil.  So working around the perimeter of

oil slick will be a  main function.  Smaller boats all stay close to the
shoreline.  We  are monitors.  We are not part of the boat crew.

Orleans Builders in March filed for Chapter 11 bankruptcy  protection, and 
now has a pending agreement of sale for its assets. I have no  idea how the 
transactions may impact the future of the technical  institute program. But, 
the program is accepting applications for the June  session.

JEVS Orleans Technical Institute is now accepting  applications
from young adults ages   19 - 23 who  have dropped out of high
school for a FREE skills training program in  Property Maintenance
and Weatherization starting in June. The program  includes GED
preparation twice a week. This is a 16-week trades  diploma
program held Monday through Friday from 7:45 a.m. to 2:15  p.m.
Students learn basic skills in carpentry, plumbing, electrical,
and  weatherization. Transportation money is provided and GED

Thanks, bitterly amusing, but Tierny totally screwed the pooch on this one. 
 So often that's all the journalistic content of the papers was worth  
-cleaning up after the pooch.
 
Hard to believe Tierny started out as an attorney specializing in  client 
damage control. His partner Toll got out of home building, and  diversified 
into the triumvirate of commercial real estate development, auto  sales, and 
newspaper publishing all at the wrong time.
 
I would say thank God for the Internet but today it came out Junta  Obama

Call the police district in which the stop occurred:
 
1) Ask to set up an appointment to meet with the Captain to discuss the  
issue and to confirm the incident and time line as you have documented it; 
there  should be a review of the officer's performance and data in the system.  
Hopefully, they will be cooperative. What you are looking to achieve is a 
review  of the police records, which you will need for a later step.
 
2) If you are blown-off you may want to contact both the Commissioner and  
Internal Affairs, again seeking a review of the facts.
 
3) Ultimately, I believe you will need to call the City Solicitor's office  
to discuss how to make a claim for a refund, if in fact the live stop was 
 bungled by the police. If the stop  tow was good but the court was 
merciful  you may not have a claim.
 
There may be some other avenues open to you, such as was your driver a  
member of a minority or protected group? He may have a complaint to take  
before the Human Relations Commission for inappropriate profiling.
 
You could always comp a good local attorney over dinner and hear  what 
he/she suggests.
 
If you are friends with a local powerful politician/ward leader they may  
have some other thoughts. Ultimately you have to decide if you want to take 
some  whacks at the machine -to keep it honest.
 
Keeping your employee was quite generous, considering his negligence was  
the genesis of the problem.

The prison's population is being labeled non-violent, nice and benign, like

Of course the early release convicts will need to travel in out and through

But Jannie and Nutter have yet to listen to community concerns or give them 
 any voice in the development process.
 
As a counter-example SPhilly residents are vocal, organizing resistance,  
and demanding explanations from developer and City government regarding a day 
 reporting center slated for Broad  Snyder. Perhaps that is why SPhilly  
gets so much more financial considerations for their neighborhoods  -and not 
at the expense of the little people.
 
The more criminals you have transiting through and destined for your  
community the more crime its residential and business base will  experience.
 
Liz, maybe Wharton doesn't want its precious students co-mingling with the  
Nutter Prison System's depopulated convict base. Maybe their Wharton's  
Criminology program's leaders whispered into Amy's ear that criminals really 
are  dangerous and privileged Future Business Leaders of America are better 
off in CC  than one Gaul of a UC.
 
Perhaps someone may legally want to explain why the term spot zoning does  
not apply to CI2 on Walnut St? Also, did the zoning change get approved for 
the  proposed State Store site on the NS 4200 block of Walnut St?

The limitations of email messages makes it difficult to tell your  tone.
Sharky Uyehara used to express the same concern; I miss his posts.

I  ask this because invoking the bible in order to skewer someone you 
disagree  with doesn't seem to be in the spirit of either Passover or  Easter.
In terms of creating dynamic tension Jesus tells us to sell our cloak to  
buy a sword but admonishes us when we imprudently employ it. Passover was a  
deadly plague for non-believers and beasts, and freedom for the Israelite  
slaves. There would be no Easter without a terrible brutal sacrifice. Such  
conflict is why exegesis is so much fun. The Bible remains popular because 
there  is an ongoing human identification with its moral values even when they 
 conflict with our actions or personal expectations.

As for  Mr. Lussenhop, he's perfectly entitled to ignore the listserv, but 
he does so  at his peril, I believe.
Do you find it empowering to be brutally honest or pleasing to impart  
freedom with the truth?

Many have found the more time you spend on this list, the more

Unfortunately, many of the list members outspokenness about Philly real  
estate development is rather selective. Not a single post about the VCRC  
proposed prison and day reporting center for 5213 Grays, until they find  
themselves riding SEPTA with the early release felons, who turn out not to be  
mentally stable and not non-violent: perhaps 150 day reporters and 250  
transitional housing clients, which one ex-offender has described to me as  
including the Good, the Bad, and the Ugly.
 
Remember, UC celebrity comes with the expectation of a modicum of  
accommodation to the local listserv community.

Teenagers aren't the enemy; teenagers with no sense of responsibility mixed 
 with a thugery catalyst are a serious problem. You can make the problem 
any  color you want.
 
Three Thursday's ago (03/04) I was in CC after the Gallery Riot.  The Black 
kids were still being accorded great deference, almost  recklessly. Black 
break dancing kids had shut down the entire sidewalk  along the NE Corner 
11th  Market Sts. They actually set down traffic cones  to secure their 
performance area. Early in the afternoon pedestrians could deal  with it. Later 
in 
the afternoon criss-crossing pedestrian patterns were pushed  into the 
street to compete with the cars.
 
Bluntly, why would the street performers imagine they had a right to  
takeover the sidewalk. Why did the police not respond even after 2+ hours. And, 
 
the dancers were not particularly talented.
 
When I was back in the area on the 9th it was like a mini police state, oh, 
 and no dancers. Strangely there were police officers wearing Temple 
University  uniforms. No, I did not ask what they were doing there, nor did a 
lot 
of  the cops appear to be happy, even though it was a beautiful day.
 
There are many incidents of badly behaving kids, usually black, in a  
majority minority city that goes unreported in the press.
 
We had an incident on the 3900 block of Market posted on the list last  
summer. No, they weren't over turning cars but you wouldn't want to meet up 
with  them at the Bridge, as someone suggested they might be destined.
 
With some regularity, groups of kids late at night get on SEPTA vehicles  
and behave very badly up to fighting, breaking windows, and scaring the hell 
out  of drivers and passengers; but you have no knowledge because its not in 
the news  and none of your people fell victim. I can assure you within the 
past several  years SEPTA threatened to suspend stops at one major location 
in S Philly  unless an institution stepped in to clean-up its bad boys and 
girls  behavior.
 
When you are not a tuff-guy or wise to the street, it is easy to liberally  
politicize very explosive and dangerous behaving-badly. Forgetting most  
list members privileged existence, imagining looking into the black and blue  
face of a young person whose front teeth have been knocked out and not have 
a  prayer of getting enough money to have their teeth replaced.
 
Sometimes prophylactic policing prevents disorder and kids stupidly  
creating criminal histories for themselves.

still get the  FUBAR, its successors,  Wizard's atrocities.

At about 3:15 p.m. Saturday, four unknown males attacked a 25-year-old man  
on the Clark Park basketball courts. 
According to Philadelphia Police spokeswoman Officer Christine O’Brien, the 
 victim was sitting on a bench located inside the court when a group of 
males  approached him from behind and struck him on the back of his head with a 
 gun. 
Once the victim fell to the ground, the assailants, whom O’Brien described  
as four black males between the ages of 16 and 20, then proceeded to kick 
and  punch him numerous times. One of the assailants shot the victim in the 
right  knee before fleeing on foot with the others. 
The victim was admitted to the Hospital of the University of Pennsylvania  
to receive treatment for the knee wound and is now in stable condition. 
O’Brien said no arrests have been made thus  far.

This is a wonderful post Paul; especially germane as we watch Commander and

During the week of the Martin Luther King Day celebration, our Philadelphia 
 Police Department initiated a series of community based meetings to  
introduce their new Police Service Area concept and to recruit neighborhood  
based input:

While the initial meetings were to be held with neighborhood based key  
leaders, it is possible in some districts the outreach was too selective.
 
Thus, there will be a meeting tonight for residents who reside in  one of 
the four Southwest Police Department districts --the 12th, 16th,  18th and 
19th, at 7 p.m. at the 19th District, 61st and Thompson. This  meeting is 
being held by new Southwest Division Inspector, Myron Patterson.  Insp 
Patterson 
will introduce himself and talk about the new community policing  
initiatives.

Each PSA is lead by a Lieutenant and normally has a dedicated Sergeant for  
each shift. Patrol officers are assigned to a specific PSA so they may

The original concept was developed in DC:
 
On May 2, 2004, the Metropolitan Police Department implemented a major  
restructuring of its Police Service Areas (PSAs), a basic building block of  
community policing in the District of Columbia. The goal of the restructuring 
is  to ensure better police services for DC neighborhoods by providing 
greater  flexibility in neighborhood patrols and by aligning PSAs more closely 
with  natural neighborhood boundaries.
 
You are encouraged to attend tonight's meeting and to actively participate  
in regular meetings with your specific PSA command structure.
