I'm not sure, but I think the "poor, stupid and/or unlucky" referred to draftees not volunteers. There is an image from drafts past that if you had money, where smart (i.e. in college) or lucky (your number didn't come up or you didn't qualify) you could avoid the draft.

during the Vietnam War, when towards the end, only those who were too poor
or stupid to get into college, or a protected industry, or who were not well
connected enough, ended up getting conscripted.
