Cinelerra is useable with everything so long as you're happy to transcode where
necessary. Mostly with animation its easiest to use image lists and image
sequence formats (PNG sequences are pretty good).
If you want vector animation then unfortunately the answer may not be oss. I

The instructions you're following look like they might have become dated.
There are patches in the current svn which should make all the -fpic and
related flags automatically get set right for 64 bit builds.
I suggest to try a 'naked' (no flags) configure and see if it works.

with uncompressed Quicktimes and TIFF sequences so it is, in fact, quite

Agreed, it's no real hassle, and going to/from yuv doesn't seem to cost

work. On debian, this is very common a problem with the libx264. So they
(DEBIAN,UBUNTU)
provide in their package both versions, one built with -fpic and one built with
-fPIC. So all
you have to do there is to walk to /usr/lib and put a symlink ln -s
libx264_pic.a libx264.a

Are you sure about the syntax? I thought one did
CXXFLAGS="-fPIC"
make
or
CXXFLAGS="-fPIC" make
not sure -although I sourced my syntax off the web- but #2 didn't work
either.

Please tell why you can't do dynamic builds. Themes and plugins are
loaded dynamically as modules, they really need dynamic builds. Changing
this would be not trivial (using libltdl for the module loader for example).
I suggest to fix dynamic builds rather than trying static builds.

make CXXFLAGS=-fPIC
make OPTCFLAGS=-fPIC
make CFLAGS=-fPIC
make CXXFLAGS="3D-g -fPIC"

You can try to build the internal ffmpeg with different optimization
options like this:
$ make
terminates with an error
$ cd quicktime/ffmpeg
$ make clean
$ make CFLAGS='-O0 -g'
hopefully works...
$ cd ../.. && make
You can also try this (before you try the suggestion in my answer to this
other thread):
./configure --without-pic
