Your telco provisioned the PVC on the same circuit as DLCI 17, this is
evident by the show frame-relay pvc command. You have it configured on
Serial 0, which is why it shows up, down. But it is actually on Serial 1.
Try configuring the sub-interface on Serial 1, and I bet it comes up and
starts
Instead of using boot net, why not have them do a 'config net' and choose the file
from the
server they want.
If the config is so screwed up you can't do that. An alternative would be to connect a
PC to
the console port, do a wri erase, then copy and paste the config they want from a text
file

The problem is it works fine for a while, then
connection is lost. It will work again if I ping
inside interface and then ping outside gateway. I'm
wondering if there is a default timeout setting that I
can modify?

The questions are trickier and more detailed than the CCNP. The test also
covers all areas of the CCNP in a single seating.
I studied and sat the test last week. I finally decided to sit the test and
spend the $200 to get a feel for it. I expected a retake in the very near
future, but I passed!
Which RIP version are you using? IIRC, version 1 doesn't support VLSM since
it doesn't carry subnet mask info in its routing updates.
