Thanks to an article by AD1C, I inspected the path name of my .dxl file
more carefully and found it was incorrect. Adjusted to the correct SAVE

That's it. Either the March 12th website certificate update caused this, or

Probably the only simple fix is turning https off, which is horrible.
Everyone not running XP being held hostage to the XP systems.

preferences and ensure that it says "Type: Regular", "COM Port: TCP/IP".

a place where the entities Primary Subdivision goes.
If DXCC is Australia and STATE is WA, that's accurate. Interpreting this as

The installer should be a .MSI file - you may have extensions hidden,
however, so that's not a problem. It's not a zip file.
The MSI installer is much larger than you report, on the order of 3.4 Mb.
I'd re-download it as apparently something kept the download from
completing.

Jim is as usual correct. You don't need to log in to the LoTW site to
automatically upload logs to LoTW - the certificate provides all of the
information needed to verify the upload.

The most likely cause of this is running TQSL as adminstrator or as some
other user. Taking ownership of those files will fix that case.

The culprit causing my FT5000 not to communicate to DX4WIN seems to be the
that I needed to check the RTS and DTR boxes. I also changed the polling rate
to 5000. The more that I read and use this radio- the more I like it.
