Those port exceptions should be a part of your SCE GPOs, but you have to make sure that A) Your clients have permissions to access those GPOs, B) There aren't other GPOs overriding the settings of the 2 SCE GPOs. Option B is a very common cause of issues with SCE, option A not so much, but still
