FWIW, if you can pedal mid-foot instead of on your toes you can lower the saddle considerably, allowing at least one foot to tip toe on the ground when stopped. If not, many european and Dutch designed city bikes are designed for a one foot touchdown. Here's a couple links that may spark

I too find that price in no guarantees anything more than the expenditure itself. For me the best canti per given frame is the one that works. Oh I know how that sounds, but from the all the bikes I have/had with canti brakes, no 2 are ever alike. For one there is no standard spacing
