Like George said. Have the client go through the numbers.
If the client is a minister or high-level education officer, well then
  guess we are beholden
  to what they are asking,
  regardless if they know
what they are talking about, or not.

It is my opinion that this client doesn't
have clue two, about what sprinklers do,
  or their reliability too.

Not a personal diss (dismissal),
just sharing infomation on this...
so we all are elevated to the same
level of understanding.

While not a cost yet,
 it is my bet
 that in 10 years
 Novec will be our
 next Halon ban.
so, if anyone is thinking LONG term...
 think about environmental conservativism.
Yeah, I have heard the word on Novec's " green " statistics.
Still, there are a lot of flourines in that agent.
Awwww...i know...shut me up and let our
   grandchildren deal with it.

or just put sprinklers over it---
water is about as green as it gets.

I doubt few of us would tell a structural engineer how to design a bridge,
but we get a lot of layfolk say, "take the sprinklers away'
without much of a clue as to
what the cost of a "clean" agent
 and false trips will do
 to their budget

it is lack of education, i am certain.

the way electronic equipment is made,
the cost to replace
will be half as much in
5 years, anyway.

if the place is life-safety safe without sprinklers,
provide hose reels or a compliment of
CO2 and mist hand extinguishers
next to the equipment.

VESDA is good, but occassionally, the pumps/fans moving air will
go down.
