Is your AHJ using that inane argument that IBC only mentions
non-combustible and not limited combustible in chapter
twenty-something and that 13 is only a standard while IBC is a code
and so limited combustible is not recognized as existing in the code?
(Never mind that 13 is the code when IBC is adopted without removing
the appropriate section from chapter 9.) I had this recently.
