During the Vietnam war it was the "grunts" who were drafted who refused
orders, not the "lifers" and officers.

Because of this, the army is now  all volunteer waiting for their pension.
The chance of them individually disobeying orders is zero. At best, those
with a  conscience might choose not to reenlist, and the former military
people urging this know it.
