No. 76, 11-17 May 1998 This year's $200 million blockbuster motion picture Titanic tells a tragic story of the world's largest ship, which struck an iceberg on April 15, 1912 and within two hours split in half and plunged to its watery grave in the Atlantic Ocean. A total of 1,517 passengers died in that disaster, the great majority of them ship crewmembers. Using dramatic license, however, director James Cameron chose to depict the loss of lives in terms of class conflict -- rich vs. poor -- telling the NewYork Times (Dec. 19) We're holding just short of Marxist dogma. (Cameron even cast, in the film's pivotal role as a 101-year-old Titanic survivor, an 87-year-old actress who had been active in Hollywood politics in the 1930's and refused to appear before a Congressional committee investigating Communist influence in the movies.) While most of the main characters in Cameron's astonishingly crafted film are either downright hoity-toity or sweetly proletarian, at least when the great ship begins its final death plummet the movie rises above agitprop. Unlike Comrade Joe Stalin's cynical observation about tragedies and statistics, each life lost in the ensuing huge disaster matters, as it should. Only five years after the Titanic catastrophe, in November 1917, the world would witness the beginning of the greatest willful mass exterminations of life in human history. The tip of the iceberg looming on the horizon at the time was the Bolshevik Revolution in Czarist Russia. And today the damage it inflicted on mankind has finally been properly assessed. The Black Book on Communism In France, an 846-page academic study compiled by six distinguished historians has become a runaway best-seller with 70,000 copies purchased in four weeks and a second printing underway. Not available in the U.S at this time, the book is titled Le Livre Noir du Communism (The Black Book on Communism) and it has been the subject of heated exchange in the French Parliament. In addition, articles about it have appeared in the New York Times, the Wall Street Journal, the International Herald Tribune and Commentary monthly for January 1998. Published on Nov. 8, 1997 - the 80th anniversary of the start of the Russian Revolution -- one of its authors, Stephane Courtois of the National Center for Scientific Research, is a self-proclaimed leftist and former Maoist. In his introduction he insists that we can no longer distinguish any conventional difference between Communism and Nazism. As Tony Judt, director of the Remarque Institute at New York University, points out, Courtois notes those very features of Nazism that we find most repellent have now been proved endemic to Communism from its inception . . . mass crimes, systematic crimes, crimes against humanity marked both systems in equal measure. The archives and numerous witnesses confirm, says Courtois, that terror was from the outset a basic feature of modern Communism, where concentration camps, forced labor and terror were elevated to a system of government. Mass murders were not the accidental byproduct of misguided policies but the outcome of willful, sometimes genocidal calculation and intent, adds Tony Judt. Alain Besancon, the eminent French historian, made a similar point in his inaugural lecture to the French Academy (text appearing in the December 1997 issue of Commentaire). Speaking of The Black Book on Communism, Besancon asked how is it that, today, the two systems are treated so unequally in historical memory, to the point where one of them, Soviet Communism, though a still-recent presence on the world scene, has already been all but forgotten? Where Nazism's crimes affected 25 million, Communist regimes have committed crimes affecting 100 million. Described as the first global balance sheet on Communism, here is how The Black Book of Communism breaks down that figure: China: 72 million, Soviet Union 20 million, Cambodia 2.3 million, North Korea 2 million, Africa 1.7 million, Afghanistan 1.5 million, Vietnam 1 million, Eastern Europe 1 million, Latin America 150,000. All these millions of Communism's victims were fathers and mothers, aunts and uncles, grandparents, children or other special loved-ones. Every death was a tragedy, not a statistic. That's Thomas Crowley's message on global climate modeling, published in this week's Science (May 3, 2001). Despite incomplete agreement of computer generated models and physical evidence, Crowley believes carbon dioxide levels still prove key to predicting future climate events based on past history. Recently, some researchers have suggested that carbon dioxide changes are not primarily responsible for past climate changes over millions of years, said Crowley, a professor of oceanography at Texas AM University. But my co-author, Robert Berner of Yale, and I demonstrate in our perspective piece for Science that variations in CO2 are in fact very important for explaining past ice ages. Conclusions to the contrary have been based on fragmentary data, he observed. I think it would be hazardous to conclude, based on discrepancies between models and data from the past, that projections interpreting the negative impact of future anthropogenic greenhouse gas emissions are erroneous. Paleoclimate experts agree that over millions of years, the Earth's climate has undergone massive changes. Glaciers sculpted the face of entire continents, followed by warm periods with virtually no ice. Over 65 million years ago, dinosaurs grazed in Alaska, and the ice-cold waters of the ocean depths ran lukewarm. Experts estimate historic atmospheric CO2 content based on analysis of fossilized soils, marine sedimentary carbon, fossil leaves and boron isotopes in carbonate fossils. Such indicators have suggested links between natural variations in the amount of CO2 present in the atmosphere and long-term climate changes. But not all the data agree. For example, during certain periods of high levels of CO2, reconstructed temperatures in the tropics were quite cold. Crowley and Berner dispute the idea, however, that such discrepancies should entirely call into question the role of CO2 in global warming, both now and in the past. There are some legitimate reasons for believing the tropical chemical data may give flawed estimates of temperature, Crowley said. If these estimates are, however, eventually proven correct, then perhaps climate models are not correctly simulating tropical ocean responses to carbon dioxide changes. But even if there are mistakes in our modeling approaches, they may still have limited application to future greenhouse warming, he continued. The locations of the continents were so different in the past from where they are now that we cannot be sure of the effects of such continental changes on the ocean. Crowley and Berner's analysis of models and supporting data led them to conclude that the CO2 model is valuable for periods of glaciation at high latitudes, but that in the tropics, predictive applications of prior climate change are complicated by movement of the continents on tectonic plates and problems with interpretation of climate indicators. The bottom line remains the same -- CO2 is still very important to the whole process of climate change. We just don't have all the story yet, Crowley said. LouAnne Herron bled to death in 1999 after John Biskind punctured her uterus during an abortion at the now-closed A-Z Women's Center abortion facility in Phoenix. Prosecutors demonstrated that Biskind and co-defendant Carol Stuart-Schadoff, administrator of the abortion facility, did not care for Herron adequately as she bled heavily following the abortion. No doctors or registered nurses remained at the facility following the abortion, and Biskind testified that he did not return and instead went shopping after being notified of Herron's condition, deferring treatment to a nearby hospital. They also pointed out that Biskind and Stuart-Schadoff ignored sonograms that showed Herron's pregnancy was too advanced for an abortion. Prosecutors said seven sonograms performed on Herron showed the length of her pregnancy ranged from 26 weeks to 23 weeks and three days, but six of those documents were lost or destroyed by the defendants. Superior Court Judge Michael O. Wilkinson sentenced Biskind, 75, and Stuart-Schadoff, 63, who was sentenced to four years probation and 500 hours of community service. She was convicted of negligent homicide for her role in arranging the abortion and waiting so long to call for paramedics. Wilkinson also ordered Biskind to pay $12,841.40 in restitution. He has 20 days to file an appeal. Herron's father, Mike Gibbs, attended the sentencing and said he was satisfied with Biskind's sentence. Shane Wickfors, Executive Director of Arizona Right to Life said his group was very disappointed by the weak sentence. During the sentencing, Wickfors explained, Biskind turned to the family of LouAnne Herron and stated, 'I goofed.' It was clear that Biskind continued to show reckless disregard for his actions and the value of human life. We are extremely disappointed that the judge did not sentence him to the maximum 12 years. Biskind has yet to show any sincere remorse in this terrible tragedy. It's very clear that the only thing he's sorry about is his incompetence, Wikfors stated. In final statements, Biskind's attorney, Lawrence Kazan, stated that abortion lends itself to these kinds of mishaps, acknowledging the risks and dangers associated with abortion. Biskind's Arizona medical license was revoked after a botched abortion on a 17-year-old girl in June 1998. In that case, she was rushed to a hospital and a doctor delivered a full-term baby who Biskind had estimated at 23.6 weeks. He also had surrendered his license to practice in Ohio. But Biskind is not the first abortion practitioner in the nation convicted for performing a botched abortion. California abortion practitioner Bruce Steir, 69, was convicted of involuntary manslaughter last year after botching an abortion and killing a woman. He only served 114 days before being released on parole. Like Biskind, Steir had perforated the uterus of the mother, 27-year-old Sharon Hamptlon, while performing an abortion of her 20-week-old unborn child. Hamptlon bled to death in front of her 3-year-old son while being driven home by her mother after the abortion. Having been on probation with the medical board since 1988, Steir surrendered his license to practice medicine four months after Hamptlon's death. The defendants were denied a motion for a new trial based in part on Wilkinson's admission of evidence relating to the unborn child's viability. While Arizona law does not specify a date that a doctor cannot perform an abortion, it does prohibit abortions after viability -- usually 22 to 26 weeks. Stuart-Schadoff's attorney, Cameron Morgan, said he plans to file an appeal, claiming Stuart-Schadoff and Biskind should have been tried separately. Biskind was immediately taken into custody and will serve his time in the Maricopa County correctional system, run by Sheriff Joe Arpaio. Best known for his policies requiring inmates to eat discolored food, wear pink underwear and black-and-white striped uniforms. His tent city and both male and female chain gangs are a throw-back to prison practices of the early part of the 20th century -- practices that many observers say are necessary and preferable to the privileges -- such as cable television -- prisoners received in other facilities. In 1999, Arizona Right to Life was instrumental in passing a law regulating abortion facilities. Planned Parenthood of Southern Arizona filed an injunction against the law where it still remains tied up in court. turning out to be a real problem for America and the world.
These Atheist Jews hate Christian America and at this point in history they
exercise near total control over America via the politicians whom they
control. These Atheist Jews hate the Real America which is a Christian
America and they are recreating America after their socialist, atheist,
humanist, elitist, evolutionary, utopian imaginations and inclinations. This

Jews who have financially supported and lead the organizations that support
abortion and pornography and homosexual rights.

NARAL. Atheist Jews run the groups agitating for homosexual rights. Atheist
Jews and atheist Jewish politicians finance and run every anti-Gun group in

Atheist Jews like Marx and Lenin and Jacob Schiff provided both the monetary
capital and the intellectual capital to finance the atheist communist
takeover of Russia. Atheist Jews then helped to advance communism around the

Archer Daniel - once in a little town in Ohio, a huge soy beal oil tank owned by Archer Daniel it was reported a picture of Christ had appeared on this tankstory went all over the world - the local newspaper representative told me it look liked a picture of Christ to her - cars streamed down the highway, and Archer Daniel for some reason, had the tank repainted? One thing I remembered when a very young girl - on this site was once a German (not Nazi but German) POW camp. Young boys some of whom looked only 15 or 16 years of age would wave to us - we were taught not to look for this was the enemy . situated right across from the Country Club, we used to ride by this site quiet often. It was not unusual to see young men on errands with POW jackets for they were no threat and it seemed most were in a war, of which they wanted no part. This happened during the Gulf War where someone said they saw the picture of Christ on a Soy Bean Oil Tank - my imagination saw just a few rusty spots and if you looked long and hard enough, as a cloud - you could see maybe an outline of a head. So why would Archer Daniels paint over this near shrine waving away tourists - as if they did not want to draw attention to themselves. ASHINGTON, May 5 Central Intelligence Agency headquarters is a sleepy place most weekends, but one recent Saturday it was forced to call in dozens of reinforcements to stave off a 20-hour siege. The invasion was not mounted by Iraqis, North Koreans or terrorists with phony passports but by CBS. Swarms of producers, cameramen, soundmen, writers, technicians, makeup artists and caterers were descending in dozens of trucks, trailers and vans. Cries of We're locked up! and It's a cut! echoed across the secured area in front of the main entrance. CBS is deep into filming a pilot for a series this fall that would tell stories of everyday life inside The Agency. So it is understandable that CBS producers wanted to film opening scenes at the agency's headquarters in Langley, Va. What is surprising, perhaps, is that the C.I.A. is cooperating. We've sort of been discovered, said Chase Brandon, a public affairs officer and longtime agency operative who has exchanged the work of collaborating with foreign informants for collaborating with Hollywood. This is such a different place than what it used to be. We've got a store and a fine arts commission and a museum. We've really become more, well, normal in our daily course of events as we continue to remain what we are, a secret intelligence organization helping policy makers and military planners carry out their mission. As part of its new mission, the C.I.A. is working regularly with filmmakers, television producers and writers it considers sympathetic. By doing so, it hopes both to get out what it calls the truth about the agency and to explain to a skeptical public why, in the absence of an overarching national enemy, it needs a budget of about $30 billion a year for its operations and those of its sister intelligence agencies. The C.I.A. is picky about its projects. In a written statement, George J. Tenet, the director of central intelligence, said that the agency cooperated where feasible to help members of the entertainment industry willing to accurately portray the work of the intelligence community. Bill Harlow, the agency's chief spokesman, is more specific, saying: If they appear to be interested in accuracy, if they do not misportray the role of the agency, and we can do so without interfering with our mission, we will consider providing assistance. We decide on a case-by- case basis. As a result, the C.I.A., which receives about a dozen scripts a month, has rejected more collaborations than it has accepted. It declined to cooperate on the film Clear and Present Danger, for example, because it linked the agency with drug trafficking. Critics of the agency's unwillingness to be more open scoff at the collaboration with Hollywood. There's a big difference between openness and P.R.; what we've got here is P.R., said Steven Aftergood, director of the Project on Government Secrecy at the Federation of American Scientists. All of this perception management is probably harmless, but at best irrelevant. Advertising and accountability are completely different things. Collaboration with television and movies is not new to government agencies with classified missions. As head of the Federal Bureau of Investigation, J. Edgar Hoover was extensively involved with the early television series The F.B.I. The Pentagon has used its planes, aircraft carriers, helicopters and troops to help filmmakers make war films more realistic, from Top Gun to The Hunt for Red October. But the C.I.A., governed by a culture of secrecy, was slow to get on the bandwagon. Four years ago it created a special position in its public affairs office to work with Hollywood and put Mr. Brandon (no longer undercover) in the job. The real breakthrough came two years later when the agency cooperated with the makers of the Showtime cable television channel on In the Company of Spies. A dream film for the C.I.A., it tells the story of a former C.I.A. covert operator who is coaxed out of retirement to rescue a colleague imprisoned by North Korean intelligence. At the end of the film, the president exclaims: By God, when the agency is good, it's spectacular. And no one even knows! The C.I.A. liked the film so much that it allowed it to be screened for the first time in its main auditorium, sponsoring the first Hollywood premiere in its history.

12:49p ET Saturday, May 5, 2001 Dear Friend of GATA and Gold: There's a fine essay at Gold-Eagle by Steve Saville, writing from Hong Kong, that concludes with a point GATA has been making for a couple of years now, and so I can't resist thrusting it on you: The gold mining industry needs to wake up and realise that its product is money, not an industrial commodity. The more the miners and the World Gold Council try to promote gold for its jewelry or industrial applications, the more harm they will do to the gold price. This is because by playing up the non-monetary applications of gold, they are potentially reducing its appeal as an investment. If they really want to increase the overall demand for gold, they should talk about the great inflation that is under way in the United States, the consequential vulnerability of the dollar, and how gold can provide an effective hedge against the inevitable loss of confidence in financial assets. If they can't or won't do that, the next best thing for them to do is nothing. I would add that, in recognizing that their product is less jewelry than an independent form of money, miners should realize (no s in realize in the English used in my part of the world!) that their product competes less with diamonds and silver and platinum and rubies and anything else that can be incorporated into baubles and worn around the neck or wrist or on fingers than with government-issued currencies, and that governments inevitably are their main competitors and thus do not wish gold well. Indeed, not wishing gold well, governments and bankers may be expected to do harm to gold. Of course such a realization may be terrifying to mining companies; governments and their allies (or, as the case may be, their masters), the bankers, are powerful. But miners have no choice; they will realize this eventually and stand up for themselves and the great moral virtue of their product, or they will be destroyed. They are close to destroyed already. GATA hopes that mining company shareholders will try to impress this point on company managements. And since this is a microwave frequency pulse, microwave propagation rules apply. This means the transmission line theory also applies. And the human body is a terrible transmission line ! Here are the facts on Foot and Mouth Disease. Facts that were demonstrated
back in the 1920s and '30s, in England, India and the USA:
1. FMD is not an infectious disease.
2. FMD is a harmless, self limiting cold that ill fed, overworked,
poorly
cared for cows come down with that clears up by itself, goes away and
has no effect on the meat or milk.
3. FMD is not a transmissable disease - if you believe that one you
probably also believe the AIDS nonsense, that could be very dangerous.
4. In case you are not aware of the facts on Mad Cow Disease, it is also
a non infectious disease, it was caused by the feed used. The large feed
companies are fueling the virus hunt nonsense to keep the heat off them.
If the real truth ever comes out, the farmers in Europe will be looking
for
some scalps, several of them committed suicide over this or were you not
aware of that?

Dr. Duffy states that Foot Mouth (Hoof and Mouth) Disease (FMD)is not a
transmissible disease; he mentions research in the USA said to have proved
this, his statement appears to have been ignored by respondents
sufficiently aroused about the issue to comment, yet apparently not enough
to question the validity of Dr Duffy's information, why? He says that FMD
is caused by improper feeds, not bacteria and viruses, which reminds one
of
the BSE scandal. Surely respondents must question this heresy?
If government is right, Dr. Duffy is wrong.

If Dr Duffy is right, his words amplify those of Abigail Wood, vet and

According to the author, Abigail believes (rather like another eminent
observer, Jonathan Miller) that FMD is little more than an animal 'cold'.
Animals recover in a week or two, death occurs in about 5% of cases, the
meat is fit to eat. For much of the 19th Century FMD was common across the
UK, endemic, it did not destroy farming. Wood says The instant
destruction
policy was implemented in the 1950s by the UK governing bodies as a result
of growing pressure over the years from pedigree herd owners who wished to
see FMD eradicated. Eventually the rest of Europe followed this practice.

Texas ag officials, U.S. Army at odds over military exercise

Alarmed Texas agriculture officials are trying to dissuade the U.S. Army
from putting the state's $80 billion agricultural economy in peril from an
unseen enemy - the virus that has ravaged Europe with the dreaded
foot-and-mouth disease.
News 8 Austin has learned that Texas Agricultural Commissioner Susan Combs,
a Republican, has been in talks with the White House and the Pentagon
trying to ensure the safety of Operation Roving Sands, an annual military
exercise where mostly-American troops in Europe land on the Texas coast and
march all the way to El Paso.
Her concern is that the boots of thousands of troops and tons of military
equipment used in the fields and pastures of Europe may carry the
foot-and-mouth disease virus to Texas infecting livestock and wildlife.
To find that we were planning to bring equipment from countries with
hoof-and-mouth, land them here on the Gulf Coast of Texas in the wet area
which is where the virus breeds and lasts longer, drive them across the
cattle country of Texas to New Mexico, I thought was ill-advised, Combs
said.
In the Britain alone, more 2 million animals have been destroyed in efforts
to contain the foot-and-mouth virus, which causes painful blisters on the
hooves and mouth of livestock and wildlife that eventually leads to weight
loss and death. It is highly contagious among animals. The disease does not
affect humans.
All told, nearly 25,000 military personnel, most of them Americans, will
take part in Operation Roving Sands, an operation for training to stop
military aggression. They are coming from Britain, the Netherlands and
Germany.
And even while tourists returning from Europe are having their bags
searched and their shoes washed with bleach to kill any hidden virus,
hundreds of military trucks and other military vehicles and 17 containers
the size of semi-trailers are being loaded onto ships bound for Texas.
Britain, which has more than 1,500 cases of foot-and-mouth diseased, is
sending 51 military vehicles, 30 trailers and four cargo containers of
military equipment, along with 294 personnel. The Netherlands, where there
are 23 cases of the deadly animal disease, is sending 293 military vehicles
and 367 personnel. Germany, where so far foot-and-mouth disease has not
been found, is sending 66 vehicles, 13 cargo containers and 295 military
personnel. The remaining personnel are American soldiers stationed in those
countries.
The Texas state epidemiologist also is expressing alarm.
We are certainly concerned about military vehicles and personnel, and
certainly the awareness is heightened. But we have no direct control. All
we can do is plead our case, Terry Conger, a veterinarian with the Texas
Animal Health Commission, said.
Agriculture, the second biggest industry in Texas, generates $80 billion a
year. So Commissioner Combs has been pleading her case to the White House.
When asked how the White House reacted, Combs said: Surprise, incredulity,
couldn't believe it. And I was thanked for giving them a heads-up.
The military is aware of the risks. In an April 6 memorandum to All
military personnel, federal inspectors issued new guidelines, including:
All military rolling stock ...must be thoroughly cleaned.
Military goods must be free of soil, manure and debris.
Any military equipment used in FMD eradication efforts...will not be
allowed entry into the United States.
In Austin, the USDA's Plant Protection and Quarantine head said the long
sea voyage could help make things safer.
The virus becomes ineffective after a certain length of time. It's exposed
to different ph levels, or things in a two-week voyage over here, the risk
would just continually go down. And we will re-inspect at the port of entry
and if there's any soil will be refused entry, so all those things together
I think we're doing the best job we can, Joe Davidson said.
If the virus were to get into Texas, domestic livestock would suffer, but
the real threat would come from wildlife. There are nearly 4 million deer
and between 2 million and 4 million feral hogs in Texas. They roam free and
could shed the foot-and-mouth disease wherever they went.
Once it got into the deer and or feral swine, they could serve as a
reservoir for the disease and perpetuate the infection even after we
eradicated it from our domestic livestock, Conger said.
In spite of concerns voiced by the Texas Agriculture Department, the Army
says Operation Roving Sands will not be changed from the way it is planned.

during this Blanton trial, it comes out that the FBI fabricated evidence
against Chambliss in 1977! And the bomb apparently exploded at the wrong
time~~or did it?? So why was the FBI so desperate to convict Chambliss and
refused to do so with Blanton and Cherry? Could this agency have been
behind the bombing in the first place or at least co-conspirator with

Blanton case raises new questions about Chambliss' 1977 trial for church
bombing

BIRMINGHAM, Ala. (AP) -- The prosecution's evidence against Thomas Blanton
Jr. led jurors to convict the one-time Ku Klux Klansman in the 1963 church
bombing that killed four black girls. But the trial had another, unintended
effect.
It raised questions among some about an earlier conviction in the bombing of
the Sixteenth Street Baptist Church, that of former Klansman Robert
Chambliss in 1977.
During the pretrial maneuvering in the Blanton case, the government admitted
that a key witness against Chambliss -- his niece -- had been untruthful to
investigators in 1964. But in 1977, the Chambliss jury and his defense
lawyers didn't know of the earlier lie, which could have been used to damage
her credibility.
Testimony and evidence about the bomb itself also varied greatly in the two
trials. In the Blanton case, the FBI acknowledged it knew virtually nothing
about the makeup of the bomb; in 1977, prosecutors attempted to show it was
dynamite rigged to detonate with a fishing bobber.
Chambliss was convicted of murder and died in prison in 1985 proclaiming his
innocence until the end. Known around Birmingham as a vile racist even
before the bombing, he has few, if any, public defenders.
Former Attorney General Bill Baxley, who prosecuted Chambliss, said Friday
he remains absolutely confident Chambliss was guilty. More so than ever,
he said.
Even Blanton's attorney, John Robbins, avoided direct criticism of the 1977
prosecution, which helped lay the groundwork for his own client's
conviction.
I know some questionable things came out during the course of this trial
concerning that case, but I'm not here to defend Bob Chambliss, Robbins
said in an interview.
The jury said he did it, Robbins said. I respect the jury's decision in
that.
Still, evidence in the Blanton case cast an unflattering light on some of
the most important testimony used to tie Chambliss to the bombing:
--A star witness against Chambliss, Elizabeth Cobbs, was acknowledged by
prosecutors in the latest trial to have been untruthful to investigators
before taking the stand in 1977.
During the trial, she testified that Chambliss, her uncle, had made
incriminating statements about the explosion. It wasn't meant to hurt
anybody. It didn't go off when it was supposed to, Cobbs quoted Chambliss
as saying days after the bombing.
But jurors in the Chambliss trial didn't know that Cobbs had once claimed to
have seen Chambliss, Blanton and two other Klansmen, Bobby Frank Cherry and
Herman Cash, in a car near the church around the time the bomb was
supposedly planted. She later recanted that statement.
Chambliss' lawyers didn't know about the lie, and neither did jurors. Laws
at the time did not require prosecutors to divulge such evidence to the
defense, and it wasn't until later that Chambliss' lawyers learned of Cobbs'
untruths, which could have impeached her testimony.
Defense attorneys in the case this year cited Cobbs' fabrication in asking a
judge to dismiss the latest charges. Prosecutors acknowledged the falsehood,
but the court refused to dismiss the case.
--Prosecutors in 1977 claimed the bomb was made of dynamite, linking the
explosion to Chambliss at least symbolically because of his nickname:
Dynamite Bob. There was testimony in both the Chambliss and Blanton trials
from people who said a smell of dynamite hung in the air after the blast.
But Charles Killion, a retired FBI bomb expert who was active in the
original investigation, testified during the Blanton trial that
investigators did not know what kind of explosive was used.
While the bomb was likely dynamite or a material called safety fuse, Killion
testified, it also could have been made of any of a number of other high
explosives including TNT, nitroglycerin or the plastic explosive C-4.
--In the Chambliss trial, the government claimed the bomb was triggered with
a device that included a fishing bobber which was found outside the church
after the blast. The theory meshed with a statement Chambliss once made
about using a

A team of Peruvian forensic anthropologists set out Saturday morning from the provincial capital of Abancay to the remote farming community 280 miles southeast of Lima, expecting to make the final leg on horseback. The war between Peru's military and Maoist Shining Path and pro-Cuban Tupac Amaru Revolutionary Movement rebels left 30,000 people dead and thousand more missing before the rebels were largely defeated in the early 1990s. Similar mass graves have been found in Peru over the past decade. Authorities would not say whether they thought the military or guerrillas were responsible for the bodies. The military and Shining Path rebels both regularly attacked communities seen as sympathetic to the other side. -Caveat Lector- Subject: Senate Obstruction CONGRESS ACTION: May 6, 2001 = SENATE OBSTRUCTION: Unknown to most Americans, the last election brought two new, yet immensely influential, members into the United States Senate, who will play a decisive role in determining whether the Bush presidency succeeds or fails, whether the Bush presidency will mark a new beginning to the revitalization of our American Constitutional republic, or whether it will simply be a waste of four years until democrats regain control over the federal government. These two new Senators are democrats. Their names are Senator Delay and Senator Obstruct. To date, President Bush has submitted to the Senate 10 nominees for positions in the Justice Department. The Senate Judiciary Committee has held hearings on five of those nominees, and the Senate has confirmed only one -- John Ashcroft as Attorney General. It appears that the democrats on the Judiciary Committee intend to obstruct the confirmation process indefinitely, as they promised to do ever since Bush was elected (It's war, proclaimed Senator Barbara Boxer), and the obstruction will only get worse when Bush starts submitting judicial nominees. The democrats demonstrated their obstructionism by walking out of this week's committee hearings on the nominations of Theodore Olson for the post of Solicitor General and Larry Thompson for the post of Deputy Attorney General, leaving the committee short a quorum and unable to operate. That's what Majority Leader Trent Lott gets for his early gesture of bipartisanship in allowing democrats equal seats on Senate committees. As the 2002 election nears, we will no doubt see media reports about a do-nothing republican Senate that is unfit to govern because it cannot get its work done. There is one additional influential Senator on the Judiciary Committee, a republican joining the new democrat Senators Delay and Obstruct in their agenda to undermine and destroy the Bush presidency. His name is Arlen Specter. In March, President Bush took the long overdue step of ending the special veto power held by the left-wing American Bar Association over the judicial nominating process. Specter wants the ABA's power restored. Specter is quoted in Roll Call as claiming that the ABA serves a very useful purpose in evaluating potential demeanor of judicial candidates. One would probably have to go back at least a generation to find a single conservative jurist whose demeanor the ABA approved of, or a single left-wing activist judge whose demeanor they found objectionable. ABOVE THE LAW: Try as we might, the nation simply can't seem to get beyond the trash left behind by the former Clinton administration, trash far more serious than the juvenile vandalism of government offices by Clinton staffers. When the Clinton administration turned its attention to the level of arsenic in drinking water, there was little scientific data on the matter. At the extremes, too much arsenic causes death; at somewhat lower levels, it causes various types of cancers; and at some low levels, it is actually beneficial to humans. The latter is known as the Hormesis Effect, which says that at certain low levels, normally harmful chemicals (and perhaps also some types of low level radiation, although that hypothesis is disputed) are beneficial. The issues then become, how much do we need, and how much is too much? Since 1942, the maximum level of arsenic permitted in drinking water in the United States has been 50 parts per billion (ppb). In 1988, the Environmental Protection Agency (EPA) studied the risk of arsenic in drinking water, and arrived at several conclusions: There is #8230;epidemiological evidence of an association between inorganic arsenic and internal cancers, but that more studies are needed to determine if arsenic is a nutritional requirement in humans. And the existence of a nutritional essentiality of trace amounts of inorganic arsenic would affect any interpretation of the health risks at low exposure levels. That is, removal of all arsenic from drinking water could actually be harmful since it appears that we do need some in our diet for good health: #8230;below a certain threshold, arsenic is not harmful but needed. Since that 1988 study, further evidence has come out throwing the data used in that study into doubt, and there is #8230;additional uncertainty to the sources used in the EPA report. In 1996, the EPA requested that the National Research Council (NRC) review the arsenic toxicity data and evaluate the scientific validity of EPA's 1988 risk assessment. In 1999, the NRC released its study. The first recommendation of the new NRC study was that additional#8230; evaluations are needed to characterize the dose-response relationship for arsenic-associated cancer and noncancer end points, especially at low doses.

Although it was grown on family farm, it was never harvested and instead, young calves were turned loose in the soy field periodically. Very expensive feed for cattle but I suspect there was a subsidy for having so many acres under cultivation in this crop being pushed by the govt. I never did believe it was good for humans. But it was from G. Gordon Liddy that I learned that margarine with its transfatty acids will kill you. Try feeding it as suet to the birds and they will NOT eat it. That was another scheme of government plus big business. Ditto the useless rape seed of canola oil. All these things are pushed as 'health' foods or at least a more healthy alternative in their initial thrust upon we the unsuspecting. After the sixty-two sevens, the Anointed One will be cut off and HAVE NOTHING [Jesus did not establish His kingdom]. The people [Romans] of the ruler who will come will destroy the city [happened in 70 AD] and the sanctuary. [Now the prophecy skips to the END]. The END will come like a flood: War will continue until the end, and desolations have been decreed. He [END TIME anti-christ] will confirm a covenant [peace treaty guaranteeing the safety of Israel for the rebuilding of the Temple and reinstitution of animal sacrifices] with many for one SEVEN, but in the MIDDLE of that seven [or 3 1/2] he will put an end to sacrifice and offering. Theologians have wrongfully thought that the tribulation is God's wrath, and God has NOT appointed us to His wrath. They are RIGHT that we are not appointed to His wrath, BUT THE TRIBULATION IS NOT GOD'S WRATH!!! Rev. 12:9-17, And the great dragon was cast out, that old serpent, called the Devil, and Satan, which deceiveth the WHOLE WORLD: he was cast out into the earth, and his angels were cast out with himWoe to the inhabiters of the earth and of the sea! for the DEVIL is come down unto you, having GREAT WRATH, because he knoweth that he hath but a short time [to claim to be god and rule the world through the anti-christ]. And...the dragon...PERSECUTED the woman [church, still on earth, and Israel] which brought forth the man child [Jesus]. This END TIME persecuting power will bring WRATH by the power of Satan. Notice what this power does: v. 17, went to make war with the remnant of her seed, WHICH KEEP THE COMMANDMENTS OF GOD, and have the TESTIMONY of Jesus Christ. Christians being persecuted during the WRATH of Satan. WRATH OF GOD Christians will NOT be subject to the wrath of God. While we will go THROUGH the tribulation, which is Satan's wrath, Jesus will COME [parousia], APPEAR [Epiphaneia], be REVEALED [apokalupsis] AFTER the first six seals and during the seventh seal of Revelation After the sixth seal in Revelation 6, we read v. 17: For the GREAT DAY OF HIS [God's] WRATH IS COME; and who shall be able to stand? Following are SEVEN trumpets. Paul said we would be CAUGHT UP at the LAST trump. Rev. 11:15,18, And the seventh angel sounded; ...and THY [God's] wrath is COME...thou shouldest give REWARD unto thy servants the prophets, and to the saints, and them that fear thy name, small and great. Jesus will come IN THE CLOUDS and the angels will catch up the saints to what looks like a sea of glass. Rev. 15:1-2, ...seven angels having the seven LAST PLAGUES; for in them is filled up the WRATH of God. The second obvious question is: And how do you know that? I have degrees in mechanical and electrical engineering, and physics. I have long been a licensed radio engineer and senior computer systems analyst. I have worked/consulted for many years on NASA Space Shuttle projects, Titan, Trident and Tomahawk missile systems, Star Wars laser and particle beam devices. I am familiar first-hand with top secret government, military and industry research facilities. I have not been to Gakona Alaska, but I have reviewed the technical specifications of the radio equipment installed at HAARP. It is not possible for the HAARP transmitter to do the many things claimed for it in the popular stories. I have communicated with the HAARP designer, Dr. Bernard Eastlund. Even though, Eastlund does hold patents for using something similar to a HAARP device which might be used for weather modification, even he would say, the location of HAARP in Alaska means it could not be used for that purpose. The transmitter would need to be moved to where the weather phenomena exist, and given the multiple-acre size of the HAARP antenna array, its not very portable, so there is little chance of that. The location of HAARP in Alaska just beneath the northern lights aurora zone means it can only be used for injecting particles from the ionosphere into the magnetosphere through the auroral electrojet just above HAARP. The HAARP radio beam cannot be aimed or used anywhere on the earth's surface. It can only be aimed directly above the atmosphere into the ionosphere where the ion particles can be used as an Air Force anti-missile defense shield far above the atmosphere, or also as a form of ULF plasma antenna in the aurora electrojet for Navy submarine communication. That is why both the Navy and Air Force participate in the research at HAARP. It can also be used by university geophysicists for investigating the movement of solar wind particles in the earth's magnetosphere in the auroral region. And that is the reason for the name "High frequency Active Auroral Research Project," HAARP. So where did all the stories about HAARP come from? I have worked at a number of locked and secure laboratories. I've entered military bases with armed guards, roving MPs in jeeps with guard dogs, then gone into a secure lab building were I went through metal detectors, showed my electronically coded badge, had my briefcase contents inspected, then entered into an interior laboratory using a numbered combination key lock which only I and three other people knew. Indian media reports said the first ICBM, the Surya (Agni IV), with a range of 5,000 kilometers (3,100 miles) will begin flight testing in January, followed by a longer-range version, the Surya II, to begin testing in 2003. The Surya II, reports said, will have a range of 12,000 kilometers (7,500 miles), according to officials at India's Defense Research and Development Organization, New Delhi's version of the U.S. Ballistic Missile Defense Organization. Test-firing of an early model Agni I ballistic missile. Eventually, scientists said, the Surya II's range will be extended to 20,000 kilometers, or more than 12,400 miles, putting every country on Earth within range of Indian missiles, which are expected to be fitted with nuclear warheads. So far, India launches its bigger satellites from France because India's capabilities are limited to sending smaller satellites into a lower orbit, the FAS document said. Russia has cut a deal to supply India with seven cryogenic engines from 1998 to 2002. The first engine was received in December 1998 for a satellite booster; one of the next engines will be for a Surya test rocket, DRDO officials said. India began its ICBM project in 1994 using cryogenic technology developed at the Liquid Propulsion Systems Center Laboratories in Thiruvananthapuram, India, and guidance technology from that facility's existing geostationary launch vehicle program. The fighting follows a pledge by the Balkan country's prime minister to pressure parliament to declare a state of war -- a move designed to give the government a freer hand in attacks against militants hunkered down near the border with Kosovo. ``The integrity of our country is threatened,'' government spokesman Antonio Milososki told reporters at a news conference only a few miles from the site of recent attacks. Bolstering his claims, rebels opened fire on soldiers near the country's second-largest city, Tetovo, the site of clashes and a massive government offensive in March. There were no reported injuries, but army officials pledged to respond in kind to prevent the creation of a second front-line. The new spate of fighting underlined the government's increasingly tenuous hold on control in areas near the border with the southern Yugoslav province of Kosovo. It also alarmed international officials concerned about the prospect of another Balkan conflict. European Union officials urged Macedonia not to declare a state of war, sending their top diplomatic envoy to push for an end to the fighting between the government and ethnic Albanian rebels. In a decision condemned as astonishing and perverse, seven judges said Britain should pay the families of the eight men - among them some of the IRA's most notorious killers - $30,000 each because the cases were not properly investigated. The European Court of Human Rights also made similar awards to the families of two other IRA men and a Sinn Fein member killed in separate incidents. British taxpayers face a total bill from the action of $670,000 including legal costs. There were fears the ruling could lead to further compensation claims from relatives of terrorists killed by security forces. The judges, including one Briton and an Albanian who spent his early years tracking down opponents of the former communist regime, did not rule that the deaths were unlawful. War games to equip troops for nuclear, biological strike begin Reuters (New Delhi, May 5) INDIA LAUNCHED on Saturday its biggest military exercise in over a decade near the border with Pakistan, the defence ministry said. About 50,000 troops and more than 100 combat planes are taking part in the manoeuvres aimed at equipping soldiers to cope with a nuclear, biological or chemical weapons strike. The main exercise has begun, it is a five-day war game, an Army spokesman said. The government said Pakistan had been informed about the exercises in the Bikaner sector, some 250 km from the border, but Islamabad said there was no advance notice. Tensions between nuclear-capable India and Pakistan have been running high since they came to the brink of a third conflict over the disputed region of Kashmir two years ago. The Army spokesman said he was not at liberty to give details except that it was a training exercise in which soldiers would practice drills and procedures against a nuclear backdrop. Officials said the desert exercises named Complete Victory will include a mock battle involving ground troops, fighter planes and commandos. Fighter planes will test their ability to launch deep strike missions and the Army's elite commandos and paratroopers will aim at seizing enemy assets as part of the mock war games. Defence Minister Jaswant Singh, who is also the country's foreign minister, and the chief of the Army staff General S. Padmanabhan are expected to watch the exercise which will end in a firepower demonstration in the Pokhran test range. Pokhran is also the site of India's nuclear underground nuclear tests carried out three years ago. More than 100 people from Black Canyon City to Chino Valley would gather twice a month to watch high-tech doomsday videos or grainy, black and white video of the Bataan Death March. They would create a stir among sheriff's dispatchers in Prescott by launching war games. They reveled in new weapons and old war stories. Heck, Frizzell said, he even rose to the rank of general in one militia group he was affiliated with in Florida. Outrage flared after Randy Weaver's wife and son were shot to death by government agents at Ruby Ridge in Idaho and David Koresh's flock was incinerated near Waco, Texas. Then, Timothy McVeigh, who had once visited Prescott seeking guidance in forming a militia in the Kingman area, bombed the Alfred P. Murrah Federal Building in Oklahoma City in 1995. A year later, federal agents busted 12 members of a Valley militia group, the Vipers, on conspiracy, weapons and explosives charges. The whole militia movement in this state just basically disintegrated into chaos after that, said Frizzell, a Cordes Junction telemarketer. Most people just got out, and the rest went so far underground that they haven't been heard from since. Which has pretty much been the story of militias nationwide. McVeigh's desire to be the Lexington of the next American Revolution has instead led to the demise of the movement, those who study militias say. But that's not the only reason. The Republic of Texas and Montana Freemen movements were brought to their knees after numerous arrests and long prison sentences for their leadership. A lawsuit effectively ended Richard Butler's Aryan Nation White-supremacist group in Idaho when it was bankrupted by a civil rights lawsuit after security guards attacked two passers-by. Cas Mudde, an expert on international right-wing movements and a political science professor at the University of Edinburgh in Scotland, said the worst fallout for U.S. militias is that they were abandoned by sizable moderate elements in the aftermath of Oklahoma City and the other recent problems. The militia movement lost its fairly good reputation, Mudde said. There is little chance it will regain it, either, as Oklahoma stands out as a defining event in recent U.S. history and anything related to the militia movement will inevitably be linked to Oklahoma and McVeigh. According to the Southern Poverty Law Center of Montgomery, Ala., which monitors the country's hate groups, the number of militia Web sites decreased by 50 percent in 1999 and many of those that remained had not been updated in years. The law center, which documented 27 militia groups in Arizona in 1996, now says only five remain. Donald Mac MacPherson, a Valley attorney who has represented tax protesters and militia members in the past, says that even acknowledging five militias in Arizona is overstating the situation. It's all quiet on the Western front. I haven't heard of any active militia groups in Arizona, MacPherson said. Once-influential militia leaders in Arizona and Nevada such as former Phoenix policeman Jack McLamb, former Vietnam Green Beret Bo Gritz and former Arizona legislator Jerry Gillespie have all left the area for Idaho, he said. By the same token, tax-protest and gun-advocacy efforts have never been stronger, and those are close cousins to militia activity, McPherson said. But the militias are in a world of hurt. Even the Northern Michigan Regional Militia, which with 1,000 members claimed to be one of the nation's largest and which received widespread publicity after the Oklahoma City bombing, announced last month that it was disbanding because of lack of interest. Al Shearer, a hate-crimes investigator for the Maricopa County Attorney's Office, said he saw a large slowdown in militia activity after the Oklahoma City bombing. It seemed like a lot of people were embarrassed to align themselves with militias after that, Shearer said. And now, when you look at militia message boards on the Internet, it seems like everything is just kind of fat, dumb and happy. I saw one posting the other day wondering about the availability of lime for latrines. Then, there's always Aryan maidens looking for (relationships with) Aryan warriors. All of which shows that events like Waco and Ruby Ridge are quickly fading from memory, Shearer said. When you combine that with no big talk lately about gun control, that pretty much does it for issues. The primary concern there is the fear of losing firearms, Shearer said. Or, an economy turned sour, said Bill Strauss, regional director of the Anti-Defamation League in Phoenix. A bad economic situation always breeds some ugly mind-sets, Strauss said. Korea says it's facing another famine By CHARLES LEE SEOUL, South Korea, May 5 (UPI) -- North Korea on Saturday acknowledged it was facing another year of drought that could result in famine, an announcement that appeared to be aimed at wooing foreign donors in the wake of a visit to the impoverished country by a European Union delegation. The announcement, carried by state media along with supporting scientific data, forecast a dire outlook for the country. Crops in the Democratic Republic of Korea are badly affected by a long spell of drought, said the North's Korean Central News Agency. Drought has persisted for 58 days in most parts of the country's northern provinces, doing huge damage to various fields of the national economy, the agency said. Results of the soil survey showed that 8- to 15-centimeter-deep soil on farmland in all parts of the country remains dry, going far beyond the germination limit. Most of the sown seeds have already dried up. The report came just after Swedish Prime Minister Goran Persson traveled the communist country as head of a high-level EU delegation. The Europeans discussed economic cooperation and relief aid to the famine-stricken North, among other matters. Persson told journalists that North Korean officials were obviously worried about the country's devastated economy. They are aware of the grave situation but they are, as I could understand it, committed to go on with opening up for more international cooperation. he said. The EU delegation offered the North fertilizer and agricultural equipment, but also asked for a lifting of restrictions on aid groups assisting North Korea through its chronic food shortages and economic hardships. International relief workers are still barred from reaching areas in the North deemed important to national security, particularly along the heavily armed border with South Korea. A German doctor, who was thrown out of North Korea in January for criticizing human rights abuses, accused Pyongyang of distorting information on its food crisis in order to get more international help. Nobody knows for sure where the food aid has gone. Food could be diverted to high-ranking people or soldiers, said Dr. Norbert Vollersten, a volunteer for German Emergency Doctors, a nonprofit aid group. The United Nations World Food Program said last month that North Korea was facing new food shortages that could be as bad as 1996 and 1997, the peak of the near-famine conditions of the past 10 years. Lack of fertilizer and a spring drought led to last fall's poor harvest, which supplied only 3 million of the 4.8 million tons of grain that North Korea's 23 million people need to feed themselves, the agency said. When McVeigh needed written inspiration, he repeatedly read William Pierce's The Turner Diaries. However, McVeigh is said to have turned his shortwave dial to Cooper's invective for verbal inspiration. James Nichols, brother of Oklahoma bombing co-defendant Terry Nichols, testified about Cooper's broadcasts in 1996 during a pretrial hearing in Oklahoma City. McVeigh even paid a personal visit to Cooper, who at the time was living and broadcasting 30 miles up the highway in St. Johns, a couple of months before the bombing in early 1995, said Nolan Udall, an Eagar repairman and close friend of Cooper. McVeigh wanted his (Cooper's) help but wouldn't tell him what for, Udall said. Finally, Bill just got frustrated with him and told him to leave him alone. Cooper refused to respond to interview requests by telephone and e-mails to his Web site, which peddles audio of his past broadcasts on his show, The Hour of the Time, and keeps a running diary of his siege by the federal government. Federal law officers vowed at the time that they would arrest Cooper eventually. However, they cautioned that there would not be a repeat of Waco, where more than 80 Branch Davidians died when their compound was burned in 1993, or Ruby Ridge, where federal agents laid siege to Randy Weaver's backwoods Idaho cabin and killed his wife and son. Eagar Police Chief Scott Garms said his department has had a number of discussions with the U.S. Marshals Service and the FBI about the best way to take Cooper into custody. I've made my opinions known that there's no reason to go in and storm that house and make a martyr out of him, Garms said. Tom McCombs, chief deputy marshal for the district of Arizona, did not return phone calls regarding Cooper. Cooper noted on his Web site that he sent most of his family out of the country in 1999 for security reasons and that they are now safe from Nazi Jack-Booted Thugs. Udall said the only way the situation can be handled peacefully is if federal agents will answer Cooper's questions about the government's right to collect taxes. Someone is going to die if they go up there with force because Bill carries a handgun on himself at all times, Udall said. Just getting Cooper out of town would be a relief to many people living in the Eagar area. Udall said his family owns land on the mesa near Cooper and has been subdividing it. There have been numerous run-ins between Cooper and real estate agents and Udall's brother, Jeff, a former Eagar town council member, Nolan Udall said. Jeff said he was accosted by Cooper near Cooper's house one day on a public road when Jeff was checking on his family's land. He started screaming obscenities, and I've never been so startled in my life, Jeff Udall said, adding that Cooper also waylaid a new football coach at Round Valley High School who had come for a vantage point to shoot a videotape. He sits up there isolated and locked in his little world, Udall said. The people in town have talked about the situation with him being here but figure it's best just to leave him alone because it really could be another Ruby Ridge. Glenn Jacobs, a longtime Eagar resident and newspaper publisher and once a close associate of Cooper, said Cooper has burned a lot of bridges since moving to Round Valley in the late 1990s. It's strange: suddenly, some of the most unlikely people are losing sleep over what windmills might be doing to birds. Environmental Protection Agency administrator Christy Todd Whitman's green credentials wilted only weeks after taking office. She supports the proposed deep cuts to her own agency's budget, and has backed President George W. Bush's controversial decisions benefiting the coal industry. But in a speech defending fossil fuel exploitation she fretted, "... windmills kill birds because they're in the flyway." The corporate-funded Washington Legal Foundation, a perennial critic of so-called "environmental radicals," wrote in a recent advertisement in the New York Times, "... how many acres of land must be despoiled to erect enough windmills -- and how many birds must be shredded flying through their giant blades -- to keep California from becoming a third world country?" The ranks of new bird protectionist also include Jerry Taylor and Steve Slivinski of the Cato Institute -- a right-wing, anti-regulation organization that receives part of its funding from oil companies and which is a virulent foe of the environmental movement. Borrowing a convenient line from the opposition, they've claimed that, "The Sierra Club goes so far as to tag wind power facilities as 'the Cuisinarts of the air.'" The same comment was echoed on NPR's "Talk of the Nation" recently by -- get this -- a spokesperson for the Alaskan oil industry. "You see," says Cato's Taylor, reflecting on the repetition of his message, "our reports get around." So what's going on here? Has environmentalism suddenly become infectious among the smokestack set? Doubtful. For its part, the Sierra Club doesn't appreciate Cato and company carrying its yoke. Especially because the quote is "not true!" as Ann Mesnikoff bellows emphatically and with some exasperation. "Sierra Club strongly supports wind power. It's clean. It's renewable energy. It is a growing part of our energy supply." The Cato Institute's Taylor says he found the Cuisinart quote in a 1995 book about wind power. That is eons ago in terms of rapidly evolving wind power technology, which backers contend is increasingly bird-friendly. (Imagine searching books from 1995 for a useful tidbit about the Internet.) But the fact that the quote is old hasn't stopped journalists from parroting it: a Nexis search yields dozens of references -- a sign that Cato's reports do, in fact, get around. Mesnikoff admits that the line was uttered. "It's an old quote, a clever line in a specific fight against a specific [wind] farm in California," says Mesnikoff. It has been taken out of context, she says. "It wasn't the Sierra Club's position on wind power. We support wind farms in the right places -- putting a wind farm in a bird flyway or a raptor hunting grounds is not the right place for it." "So what?" retorts Taylor. "Comments are always taken out of context. What do they want us to do, reproduce an entire speech?" Taylor maintains that wind farms are the biggest bird killers in the country. "The most profitable ones are where the wind blows most frequently and the most consistently, which is in the wilderness. That's where birds are," he explains. The Audubon Society has called for a moratorium on windmills, he says. The Audubon Society, however, denies this. "We support wind power as long as the turbines are well-sited," says Perry Plumart, the group's government relations director. Taylor refers to a Cato study, which includes dubious logic like the following: "There have been numerous mentions of the 'avian mortality' problem in the wind-power literature (the Sierra Club labeled wind towers 'the Cuisinarts of the air'). An article in the March 29-April 4, 1995, issue of SF Weekly was particularly telling. ..." The "study" goes on to quote extensively from the article. But, if it were possible to track down the 1995 editors of the SF Weekly, would they agree that their free San Francisco-based weekly newspaper -- which survives in no small part on ads for escort services and local watering holes -- is part of the "wind power literature?" In fact, though Cato's study is widely quoted, it's hard to find anyone in the bird conservation community who agrees with it. One high-profile environmentalist admits that birds do occasionally crash into the twirling blades. But, he says (anonymously and carefully, for fear of unleashing another contagious quote), "Do you know how many birds die every day?" They crash into skyscrapers and plate glass windows; they're crushed by trucks; they're sucked into jet engines and gag on smog. Kids with BB guns knock them off. I read ol'Buck's book and thought it to be unusual in the fact that, more mistakes were made by others than by The Rev himself. One could say its a flaw of basic character, if one did not know who the paymasters were behind these schemes of state, and what such power is capable of enacting? Rr - It seems Oliver Buck Revell, former Deputy Director of the FBI, just lost his multi-million dollar libel lawsuit against reporter David Hoffman and and his funder, the non-profit Americans for Responsible Media. Revell contended that Hoffman libeled him in his book, The Oklahoma City Bombing and the Politics of Terror, by alleging that Revell pulled his son off of Pan Am 103 before it blew up over Lockerbie, Scotland - being privvy to inside information. Revell also sued Gene Wheaton, a former Army CID and Christic Institute investigator for alleging that Revell approached him in the mid-80s to create a death squad with White House deniability to eliminate enemies of the state. Revell also was getting ready to allege that Hoffman was about to libel him in his new book, Murdergate! The Presidency, the U.S. Government and the Politics of Murder, to be released by Penmarin Books this winter. A federal judge in Oklahoma did not agree. The fact is, Revell was FBI point man for Oliver North and his cronies during their drug and gun running frenzy of the mid to late '80s, and is alleged to have been involved in many government scandals and cover-ups, includng the bombing of an Arrow Air jet at Gander, Newfoundland which killed 248 U.S. servicemen and women. Here were his exact words: Our nation will help Taiwan defend itself. At the same time, we support the one-China policy, and we expect the dispute to be resolved peacefully. Geopolitical sophisticates will bray about Bushs subversion of the strategic ambiguity doctrine (every diplomatic notion is a doctrine nowadays); supporters of Taiwanese autonomy will point out the illogic of a U.S.-Taiwan defense pact that forecloses self-determination for the island. Thus far, however, pundits havent made a peep about the (anti)constitutional dimension to Bushs pledge. The ostensibly conservative William F. Buckley Jr. in fact asserts an obligatory executive role for Taiwans defense. Conservatism in an American context suggests valuing constitutional government. Key to American constitutional government is federal republicanism, or anti-monarchic, decentralized governance. The colonial experience soured Americans on monarchy so acutely that several delegates to the Constitutional Convention opposed a unitary executive branch. George Mason desired an executive of three persons; Edmund Randolph referred to a single executive as the fetus of monarchy. Anti-monarchic sentiment was of such pervasiveness that even two of American historys most ardent nationalists appreciated legislative primacy, especially over the grievous matter of war: The President is to be commander-in-chief of the army and navy of the United States. In this respect his authority would be nominally the same with that of the king of Great Britain, but in substance much inferior to it. It would amount to nothing more than the supreme command and direction of the military and naval forces, as first General and admiral of the Confederacy; while that of the British king extends to the declaring of war and to the raising and regulating of fleets and armies, all which, by the Constitution under consideration, would appertain to the legislature. (Alexander Hamilton, Federalist No. 69) The provision of the Constitution giving the war-making power to Congress, was dictated, as I understand it, by the following reasons. Kings had always been involving and impoverishing their people in wars, pretending generally, if not always, that the good of the people was the object. This, our Convention understood to be the most oppressive of all Kingly oppressions; and they resolved to so frame the Constitution that no one man should hold the power of bringing this oppression upon us. (Abraham Lincoln, letter to William H. Herndon, February 15, 1848) The twentieth century witnessed a revolutionary inversion occur between president and Congress with respect to war-making. As an emblematic example, Harry Truman leapfrogged the legislature in deploying troops to Korea via the United Nations a relatively forgotten intervention that portended our equally unconstitutional, supra-nationally orchestrated slaughter in the Balkans. (Im not an apologist for a truculent bum like Slobodan Milosevic, and how his truculence justifies our illegal aerial campaign of destruction and death eludes me.) We have reached the point where a conservative Vice President accepts presidential usurpation of the martial realm and the decidedly un-conservative Noam Chomsky criticizes the doctrine of Executive War in violation of the Constitution (The New Military Humanism: Lessons from Kosovo, p. 97). This, needless to say, is a peculiar state of affairs. Of course, Congress is ultimately culpable for its inversive capacity. As John C.
