May 5, 2001 Philadelphia, Pennsylvania - A large, sophisticated civilization equal to Sumeria and Mesopotamia and thriving at the same time at least 5,000 years ago was lost in the harsh desert sands of the Soviet Union near the Iran and Afghanistan borders. But now details are beginning to emerge. This week I visited archaeologist Fredrik Hiebert at the University of Pennsylvania Museum of Anthropology and Archaeology. There he has some exquisite pottery shards the Russian government gave him permission to bring back to the United States from his recent excavations in the Kara Kum desert of Turkmenistan and Uzbekistan on the Iran and Afghanistan borders. No American archaeologist had been there since 1904 when New Hampshire archaeologist and geologist, Raphael Pumpelly, discovered ancient ruins at Anau in southern Turkmenistan near Iran. But the Soviets did not develop the Anau site. In the 1970s, Soviet archaeologists working west of Afghanistan reported vast ruins, all built with the same distinct pattern of a central building surrounded by a series of walls. Several hundred were found in Bactria and Margiana on the border that separates Afghanistan from Russia's Turkmenistan and Uzbekistan. But nothing was reported beyond a few Soviet journals that were never translated. Then in 1988 after the collapse of the Soviet Union, Dr. Hiebert first received permission to travel to Anau. He has discovered it is about 2,000 years older than the Bactria and Margiana sites further to the east, going back nearly seven thousand years to at least 4,500 B. C., or the Bronze Age. Not only are the oldest shards from there of high craftsmanship, this past summer Dr. Hiebert also found a black rock carved with red-colored symbols that, to date, are unidentified but considered to be evidence of a literacy independent of Mesopotamia. The discovery is revolutionary to earlier academic thought that Sumeria was the first civilization with language. Dr. Hiebert will present his findings at an international meeting on language and archaeology at Harvard on May 12. Interview Fredrik Talmage Hiebert, Ph.D., Prof. of Anthropology, Univ. of Pennsylvania Museum of Archaeology and Anthropology and Assistant Curator of Near Eastern Archaeology, Philadelphpia, Pennsylvania: Our work joins Mesopotamia and Sumeria in being one of the world's civilizations in an area we hadn't previously expected to find civilization. This is far to the north of the cities of ancient Mesopotamia, Iran and even north of the ancient cities of the Indus civilization. This is in an area that was formerly part of the Soviet Union, so most western scholars did not have access to this area. Then this last year during my excavations of June and July 2000, we came across a wonderful discovery: an inscribed stamp seal dated to about 2,300 B. C. that clearly had symbols on it. These symbols looked to us like writing. We looked around at all the different systems in the area. Was it ancient Mesopotamian? Was it ancient Iranian or ancient Indus? We even asked our Chinese scholars if it were ancient Chinese? And it was none of these. This small 1.3 by 1.4 centimeters shiny black jet stone carved with an inscription emphasized with a reddish pigment was found at the Anau site in June 2000 by Dr. Fredrik Hiebert. So, we are proposing that this one single stamp seal is the first ever evidence we have of writing among the cities of central Asia that were found by our Soviet, now Russian, colleagues, and now where we are working as well. In other words, it's not just a linking area of the centers of civilization. But it now contains characteristics of ancienw some form of literacy or writing system. This is very important because what it means is that we can re-write the history books about the ancient world. We are not really looking at separate, individually developing civilizations that weren't in contact with each other or didn't know about each other. It seems quite clear that this new piece of the puzzle suggests there was a broad mosaic of cultures that knew about each other and seemed to be growing in relationship with each other. We can read Aristotle and Hobbes for general lessons, or for the politics of the Greek city-state and of European society after the wars of religion. As times change so do the thinkers who interest us. Those of our own tradition normally interest us most since they illuminate the succeeding stages of our own social world. That world is always changing, however, sometimes in ways that are not fully continuous with its past but bring it closer in important respects to other civilizations. The conditions that are westernizing the world's East and South also affect Europe and its offspring.. World dominion, which orientalized Rome, may end by doing so to us; if so, certain Eastern thinkers will become as relevant as those of the West for understanding the social setting in which we live. Ibn Khaldun,[1] born 1332 in Tunis and died 1406 in Cairo, was a thinker who grappled with circumstances similar in important ways to the social and political situation now evolving in the West. He was superbly qualified for his task, with a vigorous and unconventional mind and a knowledge of politics and history that came from descent from an ancient family with distinguished political and scholarly traditions, profound study, and a varied life of public service and political adventure as a courtier, jurist, and statesman in Islamic centers from Spain to Damascus. He was admired by scholars and by the most ruthlessly practical of men; Pedro the Cruel and Tamerlane wished to make use of him, while Grenada's greatest writer, Ibn al-Khatib, wrote his life and honored his learning and literary skill. His work reflects a mind attracted to practical politics, to scholarship, and to mysticism. After failing in efforts to promote the public good, he turned to scholarship in an attempt to understand the past and explain the necessity that seemed to govern events. As an intense participant in the affairs of a great civilization irreversibly in decline, he was acutely aware of what was and what should be, and neither confused the two nor attempted to encompass one in the other. The civilization of which he wrote had arisen in a world crossroads with a long history of migrations of peoples, conflicting religious movements, and foreign conquerors ruling through mercenaries and slaves. The societies it comprised were far more diverse and fragmented than the comparatively sheltered societies of the European and Far Eastern continental margins. Since government can be responsible only to a people capable of common action, their fragmentation had political effects: government in Muslim society ... was never, or almost never, anything other than superimposed; never, or almost never, the emanation or expression of that society.[2] Today's mixing of peoples, cultures and ideologies, whether resulting from world trade and immigration or improved communication and social fission, is moving our world closer in important ways to the one Ibn Khaldun knew than the more cohesive one with which we have long been familiar. Such changes will affect our politics profoundly in ways his writings can illuminate for us. If there are no strong overarching loyalties, mixing of populations causes men to lose the social cohesion required for the self-rule of a free society and to withdraw into small groups in which they can maintain a coherent and predictable way of life. Common loyalties firm enough to create the civic order of Western Europe needed time and stability to evolve. It took 40 kings to make France, and no less time to grow what Burke once called the British oak; in the parts of Europe subject to invasion from Asia or North Africa nothing similar arose. The gifts of the past may not be ours forever. Common loyalties make a people, and the common culture and history that support a people's identity are needed to make loyalties endure. Success in transplanting a British society to America and absorbing European immigrants into it is no sign that the American civic order will survive abandonment of a common or at least dominant identity; a social setting like the one Ibn Khaldun knew will be a more likely consequence. Immigration and the end of national boundaries could bring about similar results within the European Union by replacing ordered diversity with bureaucratically- administered chaos. While such things may not be inevitable, powerful tendencies favor them, and a clearer understanding

In fact, to my mind it's the only way in which one can be a conservative in these times. But what is meant here by conservative? It's best to approach this question by beginning with what conservatism is not. Conservatism is not mere inertia, but principled behavior (Conservatism is not simply, or even primarily, being in favor of the status quo. Were this so, a Stalinist in the Soviet Union during Stalin's reign would be a conservative, since he would be in favor of preserving the status quo, i.e. keeping Stain in power. There is a sense in which this statement is true, but it is a very shallow one. At deeper levels of consideration, it is wholly false. A conservative wishes to preserve the status quo, not simply because it is the status quo, but because the status quo is in accord with certain political and cultural principles that the conservative embraces and in terms of which he acts. This means that one has to distinguish between conservative behavior and conservative principles. Simply being in favor of the status quo, whatever that may be, is at best conservative behavior, but this behavior need not be based on conservative principles. This is the case with the Stalinist: his behavior is in some sufficiently broad sense conservative, but his principles are in no wise conceivably conservative. To describe the principles of Stalinism as conservatism is to engage in debasing the language. Conservatism is not ideological, but principled When I say that there are conservative principles, I am not saying that there is a conservative ideology. The conservative does not conceive of his principles as describable in detail independent of a particular political and cultural context. Conservatism does not admit of applicability in a manner indifferent to time, place, or history. Although conservatism does have general principles, what is primarily conserved are institutions, and these are diverse. Conservatism therefore differs in flavor from place to place and from time to time, and one flavor cannot be reduced to another. Diversity in flavor does not entail incoherence at the level of principle, though. Although applied in a diversity of ways in a diversity of contexts, conservatism does possess a coherent body of principles. One formulation of these principles is presented by the late Russell Kirk in his magisterial work The Conservative Mind: (1) Belief in a transcendent order, or body of natural law, which rules society as well as conscience. Political problems, at bottom, are religious and moral problems (2) Affection for the proliferating variety and mystery of human existence, as opposed to the narrowing uniformity, egalitarianism, and utilitarian aims of most radical systems... (3) Conviction that civilized society requires orders and classes, as against the notion of a classless society. With reason, conservatives have often been called the party of order. If natural distinctions are effaced among men, oligarchs fill the vacuum (4) Persuasion that freedom and property are closely linked: separate property from private possession, and Leviathan becomes master of all (5) Faith in prescription and distrust of sophisters, calculators, and economists who would reconstruct society upon abstract designs. Custom, convention, and old prescription are checks both upon man's anarchic impulse and upon the innovator's lust for power. (6) Recognition that change may not be salutary reform: hasty innovation may be a devouring conflagration, rather than a torch of progress. Society must alter, for prudent change is the means of social preservation; but a statesman must take Providence into his calculations, and a statesman's chief virtue, according to Plato and Burke, is prudence. (pp. 8-9) Conservatism is not reactionary, but pious In this list of principles, the first one--the belief in a transcendent order that determines what the good is for human beings--comes first for a good reason. This is because it is the most basic of these principles. What this principle affirms is that there is a metaphysical order, supraindividual and non-human, that stands over and above the physical order of things and is the grounding, enlivening source of the physical order. This transcendent order is mysterious: one can have knowledge of this dimension of Being, but one can never fully grasp it in a way that allows one to exhaust its possibilities and thereby master it. Knowledge of transcendence comes to us through tradition. Tradition is here used in a double sense that follows from its etymology.

As one person put it she worked as intern instead of writing dissertation? Usually dissertations are written by those going for Ph.D. She was a little more than a lowly file clerk or computer operator who puts knowledge (not intelligence) into a computer some would call glorified typies presuming she could type a little...she was in essense, a go fer this and go fer that. Where she worked, there is nothing top secret in that place - it records just contain criminal records - no CIA Intelligence files - yet Chandra thought was going into a job with the CIA or FBI? It has just ended with a curt note from the Board President advising me that I haven't shown a sufficient demonstration of commitment to the ADL to warrant retention on the Executive Committee or the Regional Board. How did it come to this? I had been nominated to the Board by a judge with whom I had worked during the heady civil rights years, and then to the Executive Committee by the head of the Speakers Bureau, for which I was very active. Not that the romance had not been rocky. I had always known that my conservative Republican political views were barely tolerated by my overwhelmingly liberal colleagues, and I was tempted to keep them to myself. We were nominally a non-partisan organization, but our meetings frequently felt uncomfortably like those of a Democratic Party club in which it was assumed that all shared a common liberal or progressive political worldview and none could, or wanted to, hear a differing viewpoint. Just after the recent presidential election, our Director accosted me at a meeting with a vehement You stole the election! Our positions were usually those of the liberal wing of the Democratic party on issues like abortion, school choice, teacher pay, bilingual education, affirmative action, the homosexual agenda, gun control. I once cited the comprehensive study by Yale University Law School's Dr. John Lott on gun laws to the effect that in those states where people could legally carry concealed weapons, crimes against people actually declined, since criminals do not want to take a chance that their victim may be armed. I was met with the sarcastic and dismissive response that Only John Lott, [talk show host and JWR columnist] Larry Elder and you believe in that study. [LINK] There was not a great tolerance for diversity of viewpoint nor introduction of new information. I was barred from distributing written material which was germane and relevant to issues under discussion; only material from staff could be disseminated. To be fair, a member did once tell me that at least I kept them honest -- i.e. they were forced to at least be exposed to -- even if not to consider, a different view. But, it was an uphill struggle. When I once confessed to our National Director, Abe Foxman, my feelings of just spinning my wheels, he candidly told me that I would have to realize that over 95% of those involved in the ADL were liberal and would be unsympathetic to my conservative views. DEMONIZING EXPONENTS OF JEWISH VALUES Lack of sympathy frequently translated into lack of civility. For example, at several meetings, there were objections that Dr. Laura Schlesinger's radio program and planned TV program was offensive and insensitive to homosexuals. I pointed out that her views enunciate traditional Jewish values which deserve the support of a Jewish defense organization, and was greeted with derision and intemperate, hostile responses. When it came to the issue of homosexuals versus the Boy Scouts, ADL chose the homosexuals, all the way to the Supreme Court. Then, in its otherwise commendable nationwide partnership with Barnes and Noble in the program Hate Hurts, which sponsors books and educates teachers and young children to fight hate, the ADL endorsed the books Heather Has Two Mommies and Steve Has Two Daddies as suitable tools for teaching tolerance to young children. Teachers' workshops and children's reading groups were organized, using these and other books in conjunction with the Gay, Lesbian and Straight Education Network (GLSEN), which had earlier achieved a certain notoriety for its own school workshops wherein teenagers were taught the fine points of fisting and other homosexual practices. TURNING JUDAISM ON ITS HEAD In this manner, fighting hate became a euphemism for an attack on sexual morality, the traditional family, and the Jewish view that children deserve a loving father and mother, not two fathers or two mothers. This book extract featured here is primarily about a man named Simeon Toko, who died in 1984. Simeon Toko appeared before people in an apparitional body and in dream states while he was physically alive, and continues to do the same among certain selected people 17 years after his willing, natural death. At least one witness says that he, personally, killed this man--quite professionally, as a hired killer--and saw him alive again a few days later. Others still living at the time of this writing say they saw Toko physically slaughtered, and watched him bring himself back to life before their astonished eyes. They found an intelligent, friendly, dignified people who had created beautiful avenues, pleasant buildings, well-regulated agricultural fields and fine clothing. They found a people who practised the old Mosaic code, essentially (students of Mosaic law will note how much of it resembles the Egyptian code). They found a people whose language (Kikongo), linguists have shown, contains scores of words found in biblical Hebrew and in later European languages and thus pre-dates these. They may well have found what happened to the so-called lost tribes of the kingdom of Israel. Except that the subsequent four centuries have proved out the following statement to a deplorable degree, we could otherwise be incredulous at a surmisal of the main difference between the discoverers of central Africa and the people they divided and traded like objects and cattle over the ensuing generations: the difference between the civilised dark-skinned peoples and their conquerors is measurable in intensity of greed and the will to murder to fulfill greed's endlessly wearisome demands. According to several books written about vegetarian dog food, dogs can sustain healthy lifestyles by getting enough exercise and eating foods that contain sufficient nutrients but no meat. Ingrid Newkirk, president and founder of People for the Ethical Treatment of Animals, put her dog on a vegetarian diet for the last 12 years of its life before the animal was put to sleep at age 17. She said it's unhealthy for dogs to eat the type of pet food products found at the grocery store because they're made from slaughterhouse animals deemed unworthy for human consumption. No matter how fancy and expensive the canned or dry stuff you buy in the store may be, it is made from what they call the 'four d bins' at the slaughter house -- the dead, dying, diseased and disabled bins -- meat products which are unfit for human consumption, said Newkirk. I don't understand how people adore their animals, but continue to feed them that muck. \tx1260 Newkirk added that the fat in meats, along with chemicals and hormones found in many processed meat products, cause heart disease, cancer and strokes in canines just as they do in humans. According to Newkirk, research performed by veterinarians at dog shows in the early 1980s revealed that dogs fed meat products often had skin infections, lacked a shine in their coats, or were allergic to the food. From that point, vegetarian food for dogs was given serious consideration, she said. Newkirk also dismissed the idea that dogs are carnivores and that vegetarian foods deprive them of necessary vitamins and nutrients. If anyone has any compunction and thinks they (animals) are not going to get enough protein from vegetables because they are carnivores, I say use road kill, said Newkirk. That scandalizes people, but it is certainly far less scandalous than animals processed in slaughterhouses because they die quickly, do not know what hit them, and were raised organically. Stephen Payne, a spokesman for the Pet Food Institute, said it is natural for dogs to eat meat, and necessary for their diet because of the protein meat contains. Meat is a dog's preference, and they have evolved over time to eat meat, Payne said. If you go to the zoo or watch [wildlife shows on television], you don't see wild dogs grazing, so neither should domesticated dogs. He added that the protein dogs need, cannot be substituted as easily as it is for humans, and doing so for animals can place them at danger. Dogs are naturally omnivorous. They aren't particularly picky about their diet, but they do need the protein meat has to offer, he said. That is why dogs, and humans for that matter, have canine teeth, which are designed for cutting into meat. Payne said that since no plants are grown or livestock raised solely for pet food, the byproducts are cooked, processed and used in pet food. He added that just because the pet food comes from the parts humans don't eat doesn't mean that those parts do not contain important vitamins and nutrients animals need. Pet food companies are in the business of making pet food products that make pets healthy and happy, and millions of dollars have been spent and many years have gone into the research to make sure they do, Payne said. That is why the labels say 'complete and balanced,' because they are meant to be the sole source of nutrition. No such other product exists for people quite like that. David Almasi, Executive Director for the National Center for Public Policy Research, said he believes vegetarian diets for dogs are more a part of a political agenda than an attempt to care for pets. In a statement at the end of a week-long conference in Pretoria, the bishops argued that the battle against HIV/AIDS should be fought on moral grounds and that condoms helped spread the disease. Bishops from South Africa, Botswana and Swaziland found the use of condoms fueled the AIDS epidemic by contributing to the breaking down of self control and mutual respect. Condoms were an immoral and misguided weapon in the fight against the disease, they argued. Abstain and be faithful is the human and Christian way of overcoming HIV/AIDS, their statement concluded. The strong re-affirmation of the church's view on artificial contraceptives dashed hopes that the bishops would re-open debate on the issue in the light of the region's massive AIDS epidemic. Condoms don't make a difference, said Bishop Michael Coleman, vice-president of the Southern African Catholics Bishops Conference. This country is saturated with condoms yet we have the highest rates of AIDS [transmission] in the world. Promoting condoms increases the incidence of AIDS. One passage in the bishops' statement, however, did seem unwittingly to endorse the protective role of condoms. It said married couples could use condoms when one or both of them is HIV positive, and provided they abstain from sex while the woman is ovulating. In this way there would be no artificial barrier to the propagation of life. AIDS charities have described the bishops' refusal to relax the ban on condoms as unfortunate. The use of condoms provides us with a solution that ensures we scale down the rate of the epidemic, the director of the National Association of People Living with Aids, Nkululeko Nxesi, said in a recent interview. You need a back-up system and condoms provide that. Health workers have asked community leaders, including clergy, to help promote condom use. South Africa's Health Department said it was dismayed by the bishops' statement. It was sad that one of the few methods of preventing the transmission of HIV and thus saving millions of lives had been characterized as immoral and misguided, it said in a statement. The department rejected the bishops' claim that condoms were a major contributor to the epidemic, saying there was overwhelming scientific evidence that condom usage was both preventive and protective. The bishops' stance has not escaped some criticism from within the church, either. One senior churchman, Bishop Kevin Dowling of Rustenburg, repeatedly called on the church to reconsider its position and sanction condoms as a means of preventing the transmission of death - and therefore not as a contraceptive to prevent the transmission of life. Dowling's views are believed to be shared by many priests and nuns dealing with AIDS at a community level. They also received editorial backing from the main Catholic newspaper in South Africa, Southern Cross. Interviewed before this week's conference, Dowling said he had been moved to question the status quo by his experience of the epidemic in his diocese. The mining region around Rustenburg is one of the hotspots in a country where up to five million people - more than one in 10 - are HIV positive. About 1,500 people are infected with HIV each day in South Africa, and it is estimated that the continent will have 28 million AIDS orphans by 2010. Some leading Catholics have warned that the church's continuing insistence on abstinence as the only weapon against AIDS risks undermining its moral authority in the face of realities on the ground. In a personal statement last month, Dowling said: If we simply proclaim a message that condoms cannot be used under any circumstances, either directly or through not trying to articulate a proper response to the crisis we face, then I believe people will find difficulty in believing that we are committed as a church to a compassionate and caring response to people who are suffering, often in appalling living conditions. Om K -- Sherwood and conspiracy theories Former CIA agent faced felonys talking charge by Wayne Laugesen The strange death of former CIA agent John Sherwood, presumed to have committed suicide by swan diving from a cliff on Flagstaff mountain, has piqued the suspicions of friends, acquaintances and conspiracy theorists from various regions of the country. Some say he was murdered for something he may have known-something that suddenly became relevant to the CIA. The suicide note, which conspiracy theorists immediately dismiss as fake, suggests he died to relieve himself from failing health. What few of them knew anything about is the private agony of unrequited obsession Sherwood lived with for most of four years. The object of his affection accused him of stalking her, and Sherwood was facing serious criminal prosecution. Of course it's a suspicious suicide, says Doug Millar, a full-time private investigator in Denver who has spent nine years investigating deaths of former CIA agents. Millar has already written a three-page report on the Sherwood death, and says it's just the beginning of an extensive investigation he will conduct. Millar says he'll be interviewing friends, family, cops, the coroner and scouring the area of Sherwood's death. Two other men who have made full-time occupations out of investigating conspiracy theories involving the CIA-former Los Angeles police officer Mike Ruppert and Chris Millegan, of Eugene, Ore.-have expressed interest in finding out more about Sherwood's death. Millegan says his father, a CIA agent, shared alarming information about subversive CIA operations just before he died. Boulder Police have called the death a suicide mainly because of a hand-written note found in Sherwood's shirt pocket. The note apologized to rescue workers and explained that his suicide was due to failing health. Friends, including City Councilman Spense Havlick and prominent Boulder attorney Dennis Blewitt, say Sherwood made comments just days before his death about how good he was feeling. They say he was riding a bicycle all over town and seemed in good spirits. Havlick says he wants assurance the note was written by Sherwood, and not under duress. Just recently he seemed as happy as I've ever seen him, says Blewitt. I never saw any indication of depression. He was in excellent health, and he was always nagging me about my weight. Blewitt says Sherwood frequently confided in him information about the CIA's Cuban operations during the Bay of Pigs-a favorite topic of conspiracy theorists, such as movie producer Oliver Stone. In New Orleans July 13, Stone told a group of weekly newspaper editors that suspicious deaths with links to the CIA are seldom investigated properly by cops or by the press. Criminal defense attorney Lee Hill, a former federal prosecutor, says he's also suspicious of Sherwood's death. Why is it that so many former CIA agents die these strange deaths-car crashes, boating accidents, falling off cliffs, and lots of suicides with notes? Hill asks. Betty James, an outspoken critic of Boulder's criminal justice bureaucracy, says she has long suspected that a secret CIA execution operation works the Boulder/Denver area, which is a hub of national defense contractors. She says Sherwood's death is highly suspicious. She links it to other deaths such as the murder of JonBenet Ramsey, and the death of former city communication director Kelvin McNeil, who was run over by a car while traveling abroad. A former CIA agent would kill himself with a gun, James says. He wouldn't jump a relatively short distance off a cliff, because he wouldn't risk ending up a quadriplegic rather than dead. Whatever happened to Sherwood, and whatever his friends think about his death, few know anything of his obsession for Julia Schwab, of Boulder. Sherwood met Schwab, a woman about half his age, during a class at the Yoga Workshop in 1998. Police and court records say Sherwood stalked and spied on Schwab intermittently from 1998 through spring of 2001, when he was arrested and charged with felony harassment. Shortly after Sherwood met her, Schwab obtained a restraining order against Sherwood. He violated the order and was arrested in 1998. Sherwood contested the restraining order and got it dismissed. He wouldn't leave her alone, says Carol Dineen, a friend of Julia Schwab's. For years, he would sit outside of her house in a tree and conduct surveillance on her. -Caveat Lector- Why do Republicans Trash the 1960's? July 30, 2001 by Michael S. Reilly As an amateur historian I've always been intrigued by the 1960's and the people who represented this decade. I wasn't alive back then but have a well-established appreciation for the intellectual works, causes, music, figures and ideas of the era. While romanticized by some, this period has also been slandered by others; namely, the Republican Party. Given that the most well-renowned themes of the 1960's were peace and love; live and let live; smiling on one's brother and so forth, one might find it difficult to understand how such ideals could come under fire. But the Republicans are admittedly quite adept at finding ways to condemn concepts such as compassion, tolerance and understanding under the guise of promoting morals and decency. It goes without saying that the GOP has no shortage of targets to rail against and assign blame to for all of society's ills, but members of the leftist movements of the 1960's are particularly despised. The lack of personal responsibility that allegedly trademarked the era is a common complaint from conservatives. According to Republican dogma, great damage to our society was caused by if it feels good, do it dirty hippie lowlives with no work ethic, whose insidious influence perpetuated a decline in marriage and a rise in promiscuity/unwanted pregnancy, drug use, and anti-American sentiment that undermined our values and caused us to lose the war in Vietnam. Various icons of the era such as Charles Manson and Ira Einhorn who went bad are held up by the right wing as examples of the supposed poisonous nature of this movement. In short, Republicans have attempted for decades to convince people that the gentle free love mindset of the 1960's was a failed, immoral disaster. As far as causing damage to our society goes, I think the disgusting abuses of power and public disillusionment that occurred during the Nixon years as well as the massive unemployment, homelessness and deficits spawned by the Reagan administration caused much more harm to America than kids toking up in a VW bus, chanting mantras and doing their own thing. Though they'll never admit it, I'm sure that Republicans secretly agree, which explains their constant need to point fingers in all other directions to turn the spotlight away from their sins. Make no mistake, the lectures of Republican arbiters of morality who rail against hippies are based purely on a self-serving agenda, and not due to any integrity or ethical standards. Let's tackle the issues to examine the actual reasons for the never-ending quest by the right wing to discredit and condemn the hippies of the 1960's. 1. Personal Responsibility. This is a favorite catch phrase of the Republicans and like any mindless advertising slogan it means absolutely nothing. This is a party that cannot boast of a single member - up to and including their figurehead president - who has ever taken personal responsibility for anything in their lives. Republicans who commit adultery or father children out of wedlock are routinely ignored by their own party amidst their fervor to point fingers at Democrats for the same thing. -Caveat Lector- 'King Leopold's Ghost': Genocide With Spin Control By MICHIKO KAKUTANI Joseph Conrad's Heart of Darkness is frequently read as an allegorical or Freudian parable, while its murderous hero, Kurtz -- the renegade white trader, who lives deep in the Congo jungle behind a fence adorned with shrunken heads -- is regarded as a Nietzschean madman or avatar of colonial ambition run dangerously amok. As Adam Hochschild's disturbing new book on the Belgian Congo makes clear, however, Kurtz was based on several historical figures, and the horror Conrad described was all too real. In fact, Hochschild suggests, Heart of Darkness stands as a remarkably precise and detailed portrait of King Leopold's Congo in 1890, just as one of history's most heinous acts of mass killing was getting under way. Under the reign of terror instituted by King Leopold II of Belgium (who ran the Congo Free State as his personal fief from 1885 to 1908), the population of the Congo was reduced by half -- as many as 8 million Africans (perhaps even 10 million, in Hochschild's opinion) lost their lives. Some were beaten or whipped to death for failing to meet the rigid production quotas for ivory and rubber harvests, imposed by Leopold's agents. Some were worked to death, forced to labor in slavelike conditions as porters, rubber gatherers or miners for little or no pay. Some died of the diseases introduced to (and spread throughout) the Congo by Europeans. And still others died from the increasingly frequent famines that swept the Congo basin as Leopold's army rampaged through the countryside, appropriating food and crops for its own use while destroying villages and fields. Although much of the material in King Leopold's Ghost is secondhand -- the author has drawn heavily from Jules Marchal's scholarly four-volume history of turn-of-the-century Congo and from The Scramble for Africa, Thomas Pakenham's wide-ranging 1991 study of the European conquest of the continent -- Hochschild has stitched it together into a vivid, novelistic narrative that makes the reader acutely aware of the magnitude of the horror perpetrated by King Leopold and his minions. It is a book that situates Leopold's crimes in a wider context of European and African history while at the same time underscoring the peculiarly modern nature of his efforts to exert spin control over his actions. As depicted by Hochschild, the people in Ghost emerge as larger-than-life figures, the sort of characters who might easily populate a Victorian melodrama were it not for the tragic and very real consequences of their actions. Leopold himself comes across as a cartoon-strip megalomaniac -- a mad, greedy king obsessed since adolescence with the idea of running a colony of his own and intent throughout his career on covering his lust for money and real estate in honeyed talk of philanthropy and human rights. As for Henry Morton Stanley, the world-famous explorer whom Leopold retained as his agent, he is depicted as a Dickensian bully and chronic liar who allowed his own monumental celebrity to be used by Leopold for the worst possible ends. He eventually persuaded hundreds of Congo basin chiefs to sign over their land and their rights to the king of the Belgians. With the sheaf of treaties Stanley had acquired firmly in hand, King Leopold embarked on a worldwide lobbying campaign to win diplomatic recognition of his new colony. He succeeded in winning this recognition, Hochschild argues, by playing one great European power against another and by portraying his control of the Congo as a kind of benevolent protectorship that would bring a civilizing influence to the continent while thwarting the malign designs of Arab slave-traders eager to exploit the same region. In actuality, Leopold saw the Congo as his personal domain (his power as sovereign of the colony was not shared with the Belgian government) and as a rich source of rubber, ivory and other natural resources that could fatten his coffers at home. Marchal, the Belgian scholar, estimates that Leopold drew some 220 million francs (or $1.1 billion in today's dollars) in profits from the Congo during his lifetime. The State Department deplored on Tuesday the Israeli attack on the building, which killed eight Palestinians including two children and a high-level official of the Islamist group. The Washington Post detected a different response at the White House, saying it merely urged both sides to abide by the cease-fire mediated by the United States in June. Powell said: ``We felt that this was a targeted killing of the kind that we have spoken out and condemned in the past, and we did so yesterday both at the White House and in the State Department. We had a consistent view of it, that this kind of response is too aggressive and it just serves to increase the level of tension and violence in the region.'' ``I think that the Israelis and the Palestinian side at this time should try to do everything possible to bring the passion down, the incitement down, and to bring the violence levels down,'' the secretary added. White House spokesman Ari Fleischer said: ``The administration ... at all levels, deplores the violence there and that includes the targeted attacks.'' ``A cease-fire is a cease-fire and whether it is Israel or the Palestinians who engage in the violence, the United States condemns that violence and urges all parties to cease,'' he added. At the corner of 13th and U Streets, in the Upper Shaw neighborhood of Washington, D.C., a young black man tried to cross against the light. Two cars nearly hit him, right in front of a stopped police vehicle. A white officer rolled down his window and asked, Can't you tell the color of a streetlight? The reply came as a string of obscenities, some of it racial. The cop had intended merely to issue a warning. Provoked, he was now determined to hand out a $5 ticket. This led to a scuffle that grew to include several onlookers: A group of black citizens pitted themselves against white policemen. His name was Marion Barry Jr. If the decline of the D.C. police department had to be traced to a single event, the decision to challenge Barry that night is a strong candidate. Jaffe and Tom Sherwood in their book Dream City, Barry summoned a long convoy of black and white character witnesses, who claimed their friend was a responsible member of the community who never could have done the awful things alleged by the police. Barry was already a minor figure in local political life; many in the city regarded him as a brave man who exposed police racism. Upon acquittal, the victim became a hero. Eleven years later, the hero became the mayor. And he was determined to level the D.C. police. As the country has fixed its attention on missing intern Chandra Levy, it has also become acquainted with the D.C. police. Cable-news devotees have witnessed a string of elementary blunders: the repeated insistence from earliest days that Democratic congressman Gary Condit is not a suspect, the inexplicable delay in searching his apartment, the leaking to the press, and so on. While it's wrong to judge an entire police force on its performance during a single investigation - let alone one that may hold further developments - the Levy case points to a broader, crippling problem: the fundamental inability of the D.C. police department to carry out many of its duties. Just a generation ago, the D.C. police department was considered one of the best in the country. Today its reputation is near the bottom. The story of its decline is more important than any lurid, momentary fascination the public has with the Levy case. The D.C. experience serves as a red-alert warning to cities such as Cincinnati, still recovering from racial riots sparked by charges of police misconduct earlier this year, and even New York, which will lose its tough-on-crime mayor, Rudy Giuliani, in a few months. It is fraught with important lessons for urban centers caught in the toxic mix of black radical activism and white liberal guilt. Yet the D.C. story is also a tragedy unto itself. It's about the annihilation of popular uprisings by the FARC (Revolutionary Armed Forces of Colombia) and the ELN (National Liberation Army), guerilla groups or Indian peasants fending off the ravages of oil companies, cattle barons and mining firms. A good old-fashioned counterinsurgency war, designed to clear the way for American corporations to set up shop in Colombia, with cocaine as the scare tactic. Two recent Defense Department-commissioned reports outline in chilling terms the same strategy of ongoing military intervention under the cover of the drug war. Both urge the Bush administration to drop the pretext of counter-narcotics and get on with the business of wiping out the insurgents. Last year the US Air Force commissioned the RAND Corporation to prepare a review of the situation in Colombia. In early June the Santa Monica-based RAND think tank (progenitor of many a blood-sodden scenario in the Vietnam era) submitted its 130-page report, called "The Colombian Labyrinth: The Synergy of Drugs and Insurgency and Its Implications for Regional Stability." The other report is a paper written by Gabriel Marcella, titled "Plan Colombia: the Strategic and Operational Imperatives." Marcella is a former chief adviser to the Commander-in-Chief of the US Southern Command who now teaches on national security matters at the US Army War College. Together, the two reports reach the same conclusion: the US needs to step up its military involvement in Colombia and quit forfeiting options by limiting its operations to counter-narcotics raids. Along the way, both reports make a number of astonishing admissions about the paramilitaries and their links to the drug trade, about human rights abuses by the US-trained Colombian military and about the irrationality of crop fumigation. RAND argues that the drug war approach is on the brink of not only failing, but of prompting a wider conflict that might require the insertion of US troops. "If the Pastrana administration falters, either in its counter-narcotics or counterinsurgency approach, the US would be confronted with an unpalatable choice. It could escalate its commitment to include perhaps an operational role for US forces in Colombia, or scale it down, which would involve some significant costs, including a serious loss of credibility and degradation of the US's ability to muster regional support for its counter-narcotics and political objectives." The RAND study draws heavily from a December 2000 report by the World Bank, titled Violence in Colombia: Building Sustainable Peace and Social Capital, which concluded that the quid pro quo for Colombia getting any future large infusions of international financial aid will depend on their successful suppression of the FARC and other rebel groups. Another World Bank memo describes the FARC's fundraising strategy as a "loot-seeking" assault on "primary commodities": cattle ranches on the eastern plains, commercial agriculture in Urabá, oil in Magaldena, gold mines in Antioquia and the coca fields of Putumayo. RAND cites a former CIA analyst as saying that the FARC has invested its "taxes" on these industries into "a strategic financial reserve," which will enable them to "sustain an escalation of the conflict." While the FARC peasant army has doubled over the past decade, it still only numbers about 7,000 fighters – 2,000 fewer than the paramilitary death squads. Both RAND and the World Bank point to the horrifying level of "social intolerance killings," which for men aged 14-44 reached a level of 394 deaths per 100,000 last year. In all, Colombia endures 30,000 annual murders, double the number for the entire United States in 1998. Slightly more than 23,000 murders have been linked to "illegal armed organizations" since 1988. The implication is that the FARC is responsible for these killings and one has to dig deep into the RAND analysis to discover otherwise. In fact, according to statistics compiled by the Colombian government, about 3,500 people were killed by the guerrillas and 19,652 by paramilitaries and "private justice" groups. The leader of the AUC (United Self-Defense Groups of Colombia), the central command for the 19 paramilitary "fronts," is a sadistic scoundrel named Carlos Castaño, who supervises a killing program right off the pages of the CIA's Phoenix Program's operations manual. The RAND report details how Castaño's AUC routinely executes "suspected guerrilla sympathizers" in order "to instill fear and compel support among the local population." When that strategy fails to deliver, the AUC simply launches an all-out attack on the villages and slaughters the inhabitants. The White House, NSA, and National Infrastructure Protection Center (NIPC) are warning of a dangerous new Internet worm called "Code Red." We've been here before. Just last year, we were all treated to the impending doom caused by a series of "Distributed Denial of Service Attacks" that resulted in a host of web sites going down. Imagine the disruption to the nation's infrastructure caused by someone's failure to auction off their great grandmother's curios on e-Bay. Conveniently, a few weeks after the dreaded attacks on the dot coms (many of which are now dot gones and it wasn't a result of hackers), President Clinton hosted a cyber-security roundtable at the White House. The gloom and doom sayers pointed out why the nation was on the verge of an "electronic Pearl Harbor." Chief among them was Richard Clarke, the National Security Council's "Dr. Strangelove" of cyber-security. However, it is not an e-Pearl Harbor we must be concerned about but an e-Reichstag Fire. Back in 1933, Hitler's Propaganda Minister Joseph Goebbels, a pioneer of perception management, hired a bunch of Nazi hooligans to burn down the Reichstag. The next day, while the German Parliament was still smoldering, the Nazis passed the Reichstag Decree, which effectively relegated the German Constitution and all of its civil liberty provisions to the toilet. But would the United States take advantage of such a situation in cyber-space to advance a secret agenda? They've probably already done so. Back in 1988, the Internet was treated to its first worm. Programmed and launched by Robert Morris, Jr., the worm crippled hundreds of thousands of computers connected to the Internet. It just so happened that young Mr. Morris's dad was the Chief Scientist at NSA during a period when the agency was feverishly trying to test the vulnerabilities of various operating systems and application programs. But that was then, and Code Red is now. We are told that Code Red only affects web sites relying on Windows NT and Windows 2000. Of course, why would any self-respecting 24-hour cable news network want to show a housewife trying to struggle with a virus-infected home computer operating Windows 95? Better to capture viewers' attention with hordes of computer programmers and managers wrestling with downed web sites at Ford, Xerox, Charles Schwab, and Amazon.com. And that's the way the government (and apparently Microsoft) wants it. Microsoft, the humbled post-anti trust suit corporate giant, seems to be cozying up with the Feds and their cyber-security agenda as of late. At a recent Interagency Technical Forum at the National Institute of Standards and Technology (NIST), Microsoft's director of Mobile Code Security revealed that Microsoft now maintains a full-time resident office at NSA headquarters with a fully-cleared staff. Even the term Code Red is a red herring. Just like Distributed Denial of Service attack, it is more out of the Pentagon's lexicon than that of computer crackers. Code Red is just too campy seems like it belongs in the same league with the movies "Deep Impact" and "Armageddon." But Code Red is just the kind of term that might impress our otherwise attention deficit disordered President. Computer crackers, of course, like to be a bit more original and artsy, opting for terms like "Melissa," "Back Orifice," and "Michaelangelo" How many original code names ever came out of NSA? "Echelon," for example. Boring! Now Code Red, that's something that could have been conjured up by the Faulkners of the Fort! Why the Code Red hoopla? Well, in a few weeks, President Bush (with Dick Cheney looming over his shoulder) will be issuing a new Executive Order on Cyber-Security. He will appoint an inter-agency Cybersecurity and Continuity of Operations Board and his current cyber-security guru Clarke stands a good chance of being selected chairman. If so, Clarke will have transcended three administrations in essentially the same executive branch job a record surpassed only by FBI Director J. Edgar Hoover. And tomorrow NIPC head Ron Dick gets a jump start on things with a press conference on cyber security at the National Press Club. Hyping Code Red is a sure fire way to ensure the conference is covered by all the talking head networks. And it does not hurt that today, while FBI Director designate Robert Mueller is fielding some questions on what the FBI will do on cyber security during his Senate conformation hearings, Code Red is a backdrop. Coming on the heels of the G8 Summit in Genoa, Code Red also bolsters one of the items on the agenda of the leaders. A number of significant Pentagon domestic outposts continue to dominate southeastern parts of the United States. The first bombs dropped on Baghdad in the Gulf War came from aircraft based at Pope Air Force Base in North Carolina. Norfolk homeports most of the Navy's Atlantic fleet. Camp Lejeune in Jacksonville, N.C. is the Marine's east coast stronghold. The Trident submarine fleet, the most important component of today's U.S. nuclear strategic force, bases its eastern seaboard complement at King's Bay, Georgia. Newt Gingrich's home state also hosts the notorious School of the Americas, where torture and assassination have been taught, at Fort Benning. All these and many more military bases in the South fuel local economies and breed loyalty to Defense Department Big Shticks. But by placing so many military forces in the southeastern U.S., the federal government has also positioned them within easy reach of further south countries--whose citizens might have the temerity to act against the United State's political and economic interests. The disgraceful history of U.S. intervention in the Caribbean and Central and South America has demonstrated this again and again. Ironically, the Union's victory over and occupation of the Confederacy provided valuable lessons for future such interventions. But during the 1990s perhaps no U.S. military force has ben more consistently active, influential and far flung than Army Special Forces, commonly known as the Green Berets. Headquartered at Fort Bragg, North Carolina, Army Special Forces over the last decade of the 20th century have increasingly come to represent U.S. governmental and corporate interests around the globe--as often as not in alliance with some of the world's worst contemporary human rights violators, such as Colombia, Mexico, Indonesia, and Rwanda. And all this is happening largely out of view of the American people, and with little knowledge or oversight from supposed governmental regulators. Resurgent Commandos Watch out when the military designates something as special. For example, special weapons is the Pentagon nomenclature for nuclear weapons. Special forces are the guerrilla groups within the conventional armed forces. They are taught to infiltrate and fight behind enemy lines, trained in tactics of counterinsurgency and counterrevolution. The Kennedy administration first promoted the Army's Green Berets. The John F. Kennedy Special Warfare School and Center at Fort Bragg is a legacy of this development. Today it trains about 10,000 officers each year--foreign and domestic--in such subjects as special reconnaissance, foreign internal defense, small unit tactics, and unconventional warfare. Army Special Forces first came of age during the 1960s U.S. intervention in Southeast Asia. Sergeant Barry Sadler's Ballad of the Green Berets was number one on the hit parade with a whole lot of bullets in the mid '60s. The Green Berets went on to become the quintessential Cold Warriors, regularly involved with the CIA in clandestine overseas operations. But with the demise of the Soviet Bloc, and subsequent defense cutbacks, their future appeared uncertain the the '90s dawned. However, in 1991 a bland sounding piece of Pentagon sponsored legislation--Section 2011 of Title 10 of the U.S. Code of Federal Regulations--changed all that. The law allowed U.S. Special Forces to be deployed in foreign countries if their primary purpose was to receive rather than give training there. Perhaps most significantly, this legislation largely exempted Special Forces on these missions from training with known human rights violators. Under the auspices of Section 2011, U.S. Special Forces have become increasingly active around the globe. They are now operating in 110 countries worldwide, ostensibly in Joint Combined Exchange Training (JECT) programs. While defense cutbacks downsized much of the U.S. military, the ranks of its Special Forces swelled to 47,000. Bragg's Special Forces In July, 1998, the Washington Post ran a major investigative series on U.S. Special Forces expansion under Section 2011. The Post stated that the Army's Special Forces are the largest element within these Pentagon troops. The White House, NSA, and National Infrastructure Protection Center (NIPC) are warning of a dangerous new Internet worm called Code Red. We've been here before. Just last year, we were all treated to the impending doom caused by a series of Distributed Denial of Service Attacks that resulted in a host of web sites going down. Imagine the disruption to the nation's infrastructure caused by someone's failure to auction off their great grandmother's curios on e-Bay. Conveniently, a few weeks after the dreaded attacks on the dot coms (many of which are now dot gones and it wasn't a result of hackers), President Clinton hosted a cyber-security roundtable at the White House. The gloom and doom sayers pointed out why the nation was on the verge of an electronic Pearl Harbor. Chief among them was Richard Clarke, the National Security Council's Dr. Strangelove of cyber-security. However, it is not an e-Pearl Harbor we must be concerned about but an e-Reichstag Fire. Back in 1933, Hitler's Propaganda Minister Joseph Goebbels, a pioneer of perception management, hired a bunch of Nazi hooligans to burn down the Reichstag. The next day, while the German Parliament was still smoldering, the Nazis passed the Reichstag Decree, which effectively relegated the German Constitution and all of its civil liberty provisions to the toilet. But would the United States take advantage of such a situation in cyber-space to advance a secret agenda? They've probably already done so. Back in 1988, the Internet was treated to its first worm. Programmed and launched by Robert Morris, Jr., the worm crippled hundreds of thousands of computers connected to the Internet. It just so happened that young Mr. Morris's dad was the Chief Scientist at NSA during a period when the agency was feverishly trying to test the vulnerabilities of various operating systems and application programs. But that was then, and Code Red is now. We are told that Code Red only affects web sites relying on Windows NT and Windows 2000. Of course, why would any self-respecting 24-hour cable news network want to show a housewife trying to struggle with a virus-infected home computer operating Windows 95? Better to capture viewers' attention with hordes of computer programmers and managers wrestling with downed web sites at Ford, Xerox, Charles Schwab, and Amazon.com. And that's the way the government (and apparently Microsoft) wants it. Microsoft, the humbled post-anti trust suit corporate giant, seems to be cozying up with the Feds and their cyber-security agenda as of late. At a recent Interagency Technical Forum at the National Institute of Standards and Technology (NIST), Microsoft's director of Mobile Code Security revealed that Microsoft now maintains a full-time resident office at NSA headquarters with a fully-cleared staff. Even the term Code Red is a red herring. Just like Distributed Denial of Service attack, it is more out of the Pentagon's lexicon than that of computer crackers. Code Red is just too campy seems like it belongs in the same league with the movies Deep Impact and Armageddon. But Code Red is just the kind of term that might impress our otherwise attention deficit disordered President. Computer crackers, of course, like to be a bit more original and artsy, opting for terms like Melissa, Back Orifice, and Michaelangelo How many original code names ever came out of NSA? Echelon, for example. Boring! Now Code Red, that's something that could have been conjured up by the Faulkners of the Fort! Why the Code Red hoopla? Well, in a few weeks, President Bush (with Dick Cheney looming over his shoulder) will be issuing a new Executive Order on Cyber-Security. He will appoint an inter-agency Cybersecurity and Continuity of Operations Board and his current cyber-security guru Clarke stands a good chance of being selected chairman. If so, Clarke will have transcended three administrations in essentially the same executive branch job a record surpassed only by FBI Director J. Edgar Hoover. And tomorrow NIPC head Ron Dick gets a jump start on things with a press conference on cyber security at the National Press Club. Hyping Code Red is a sure fire way to ensure the conference is covered by all the talking head networks. And it does not hurt that today, while FBI Director designate Robert Mueller is fielding some questions on what the FBI will do on cyber security during his Senate conformation hearings, Code Red is a backdrop. August 1, 2001 Bush's Latin America Nominations Reopen Wounds By CHRISTOPHER MARQUIS Associated Press Elliott Abrams, shown with President Reagan in 1983, and John D. Negroponte are two of of the Reagan administration figures chosen by President Bush for senior posts dealing with Latin America. ASHINGTON At a recent party held by the Costa Rican ambassador, a group of Reagan administration veterans chuckled over the fierce opposition their names have stirred since President Bush selected them for senior positions responsible for Latin America and human rights. The officials, who worked together in the State Department during the bitter policy fights over Central America in the 1980's, included Elliott Abrams, a former assistant secretary; Otto J. Reich, the former director of the office of public diplomacy; and Roger Noriega, who was an aide in the Latin affairs bureau. During the Reagan era the three men were among a handful who personified the fight on the homefront, when Republicans accused Democrats of being soft on Communism and some lawmakers chastised the White House for backing murderous regimes. Another colleague, who was not present that day but who worked with them in the Reagan administration is John D. Negroponte, the former ambassador to Honduras. He has been named by Mr. Bush as ambassador to the United Nations. We were sort of laughing about the fact that the other side is still fighting the old battles, one participant recalled. Somebody said, `It's like Custer going back to Little Bighorn.' While they may have been amused, Mr. Bush's decision to hire several former Reagan era officials has inflamed critics of their actions during one of the most divisive periods of American policy toward Central America. The return of these men, they say, threatens to spawn a new partisanship and to generate a potentially distracting debate for a region saddled with more pressing concerns where the wounds of civil war remain raw. Senate Democrats have said they plan to scrutinize the nominees, and in some cases to delay or even block their confirmations. But as one Republican who is close to the nominating process said, The Bush people are picking these full-octane people to do Latin America, and they're not intimidated by the fact there is going to be a fracas. Alongside the confirmation battles, the nominations have revived old questions over American policy from a time when as many as 140,000 people died as tiny nations like Nicaragua and El Salvador were swept up in the cold war. Did the Reagan administration's support of the Nicaraguan rebels, known as contras, and its backing of the military-dominated Salvadoran government against Marxist insurgents rescue the region from Soviet- Cuban aggression? Or did its proxy wars plunge the area into carnage that might have been avoided? The Central America conflict was so intense, so bitter, so ideologically polarized at the time, the only thing comparable was Vietnam, said William M. LeoGrande, a professor of government at American University who is critical of the Reagan policy. Those battles tend to linger. Some political analysts warn that the tensions may erode an approach to the region based on support for free trade and the collective defense of democracy that has had the backing of both Republicans and Democrats. Familiar battle lines between left and right could be redrawn over policy toward Cuba, or the war against leftist guerrillas simmering in Colombia, they say. George R. Vickers, the director of the Washington Office on Latin America, a liberal research organization, said the president's selections undercut his calls for partnership with nations in the region. Many former leftist guerrillas have joined the ranks of government. What's the message that's being sent to Latin America? he asked. All these guys were the face of the unilateral American policy. The debates may be about policy, but they are also deeply personal. In Congress, top Democratic and Republican staff members who handle Latin America refuse to speak to one another. A Reagan White House official complained that a liberal Congressional aide stared daggers at him in a local restaurant. The careers of would-be ambassadors from both parties have been crushed by senators who abhorred their views on Central America. Veterans of the period recall critics who questioned their patriotism, honesty or intelligence as if the encounters took place last week. I feel so strongly on this to this day, said Jeane J. Kosovo and the Israeli-Turkish connection A recent New York Post editorial deplored the deepening US commitment in the Balkans and wondered why the Bush administration wasn't following through on Dubya's campaign promise to get us out of that particular quagmire. Noting the President's pronouncement that the American contribution is essential, both militarily and politically, because ethnic extremists are still stoking the flames of intolerance and inciting violence, the Post went on to ask: Well, name a spot in the world where that's not happening. Instead of sending 1,000 more National Guards to Kosovo, perhaps we ought to redeploy those troops to New York City. In any case, I was a bit surprised to read this editorial, which went on to opine that: The latest events are clear evidence that this is an unstable region and an extended deployment there is unwise. Yesterday, Bosnia and Kosovo. Today, Macedonia. Tomorrow? Candidate George W. Bush seemed to understand that. President Bush no longer appears to. THE MURDOCH DOCTRINE I was surprised to read this because the Post was one of the biggest supporters of the Kosovo war. In an editorial attacking Senator Kay Bailey Hutchison for daring to raise questions about Bill Clinton's Kosovo adventure, the Post complained that Senator Hutchison was one of the noisiest and most irresponsible critics of any use of US force during the recent war in Kosovo. She is, averred the Post, one of those dreaded isolationists. Her crime was asking, Why not let the Kosovar Albanians fight for themselves? The Post answered by citing their own columnist, Paul Greenberg, who proclaimed what we might call the Murdoch Doctrine: Washington and other Western capitals [must] realize that they must impose peace in Europe, or Europe will impose war on them. LINGUISTIC LEGERDEMAIN We impose peace, the bad guys impose war. For the Post, that kind of linguistic legerdemain is about par for the course. As Clinton was bombing some of Europe's oldest cities from the cowardly height of 17,000 feet, the Post was railing that he didn't bomb soon enough and hard enough: The problem with Bill Clinton, they averred, is not that he's been too quick on the trigger using what Hutchison calls, preposterously, 'gunpoint diplomacy' but that he usually waits far too long to act and, when he does so, he acts incompetently. That was true in Bosnia and in Kosovo, and, mark our words, it will prove true again when it comes to the nettlesome, unresolved issue of Iraq. If the editors of the Post are now baffled that the Bushies are deepening our Balkan commitment, then perhaps the explanation is that George W. Bush just wants to impose peace. FLIP FLOP FOLLIES Aside from that, however, the really interesting question all this raises is how to explain what the Post, in its typically snappy vernacular, calls Bush's deployment flip. (Also, typically, there is no acknowledgment of their own flip-flop on the Kosovo question: no wonder their archive of past articles extends only as far back as a week.) We all heard George W. disdain the Clintonian policy of imperial overstretch and Condi Rice made all kinds of noises about how the result of a Bush administration review of our Balkan commitment would likely mean a winding down of the US troop presence. Now, instead of following through on its campaign promises, the White House is escorting Albanian rebels across the length and breadth of Macedonia, demanding that the beleaguered government in Skopje cave in to most of the Albanian demands, and the news is out that the US government is about to take out a 99 year lease on Camp Bondsteel. CURIOUSER AND CURIOUSER Speaking of that outpost of empire, Dubya was there just last week, where, after claiming that our presence would not be indefinite, he capped his oration with a curious statement: The American soldiers here at Camp Bondsteel and at bases and on patrol elsewhere in Kosovo and in Bosnia symbolize America's commitment to building the better, broader, more peaceful Europe that is within our grasp. HAIL EUROPA? Coming from the President of the United States, this Europe first stance is a bit hard to take. What about American interests? A couple of weeks ago, a reader responding to my column on the dangers posed by a rising EU wrote in to ask a very pertinent question: why is the US helping to consolidate a potential rival superstate? This baffling policy is reflected in Bush's Bondsteel speech, where he burbles on about a Europe whole and free. He made a point of commending the Europeans for their meddling in Macedonian affairs, and clearly indicated that the US

When it's really an advance on next year's refund Sunday, July 22 @ 09:49:20 EDT By David Milstead Rocky Mountain News The tax-relief checks that will start arriving in mailboxes next week don't have a consumer-warning label, so we're happy to provide one. Warning: This check is not a rebate of taxes you already paid. It's an advance on the refund you'll get when you file next April. If it's an advance, you ask, does that mean my refund in April will be $300 smaller than it would have been? And if I'm unlucky enough to owe taxes, does that mean my tax bill will be $300 higher? The answer to both questions is yes. But you'd never guess that from the 1040 you'll fill out next year. It's been designed so that it's nearly impossible to realize how the 2001 rebate checks affect your tax preparation in 2002. I think people think what they're getting is a refund of taxes they paid in 2000, said Gary Dudley, the tax partner-in-charge at Deloitte Touche's Denver office. If they think their taxes were going to show up lower April 15 (from this change), they're not. The immediate tax relief, as the Internal Revenue Service calls it, was designed by Congress and the Bush administration to give taxpayers the benefit of a 2001 tax-rate reduction as soon as possible. Rather than wait for next April, you'll get the tax cut now. Congress intended the credit to take care of the rate reduction for 2001, said John McGreevy, an assistant branch chief for administration with the IRS. They wanted to get money into people's pockets for an economic stimulus. Bear with us for the math on how your check is calculated: The rate on the first $6,000 of income for singles and $12,000 for married taxpayers filing jointly is being cut from 15 percent to 10 percent. That's why the refund checks range from $300 for singles ($900 in taxes reduced to $600) and $600 for marrieds ($1,800 in taxes reduced to $1,200). But if you were to fill out the tax form next April using the new rates, you'd get the tax-cut benefits a second time. That's why the tax tables that will accompany next year's 1040 will charge you the old 15 percent tax rate, not the new 10 percent rate. The IRS could have included a line at the end of the 1040 where you took the amount of the refund check and reduced your refund by $300 or $600 or, even worse, added that money to the tax bill you owe. You won't have to do that, because the amount owed you pull from the tables at the back of the booklet will have already done that for you. The risk of that (line) approach is that the adjustment could flip you from a refund to a balance due, and you really wouldn't believe you received that money, Dudley said. But before you direct your anger at the IRS, look to the folks who designed -- and are taking credit for -- this advance-refund system: Congress and President Bush. It was not left to our discretion, said Marilyn Brookens, an IRS attorney in Washington. It was a congressional and presidential decision to do it this way, and we're implementing what we were told to do. Brookens points to the tax-cutting language in the report from the House-Senate conference committee that Bush signed into law earlier this year. The law said that in 2001, the advance refund occurs in lieu of the rate cut from 15 percent to 10 percent. That statement, Brookens said, meant if we didn't do it this way, we would be in trouble with them. But there are practical reasons, too, Brookens said: It's an effort to have as few people as possible enter a number on the 1040. It's about the annihilation of popular uprisings by the FARC (Revolutionary Armed Forces of Colombia) and the ELN (National Liberation Army), guerilla groups or Indian peasants fending off the ravages of oil companies, cattle barons and mining firms. A good old-fashioned counterinsurgency war, designed to clear the way for American corporations to set up shop in Colombia, with cocaine as the scare tactic. Two recent Defense Department-commissioned reports outline in chilling terms the same strategy of ongoing military intervention under the cover of the drug war. Both urge the Bush administration to drop the pretext of counter-narcotics and get on with the business of wiping out the insurgents. Last year the US Air Force commissioned the RAND Corporation to prepare a review of the situation in Colombia. In early June the Santa Monica-based RAND think tank (progenitor of many a blood-sodden scenario in the Vietnam era) submitted its 130-page report, called The Colombian Labyrinth: The Synergy of Drugs and Insurgency and Its Implications for Regional Stability. The other report is a paper written by Gabriel Marcella, titled Plan Colombia: the Strategic and Operational Imperatives. Marcella is a former chief adviser to the Commander-in-Chief of the US Southern Command who now teaches on national security matters at the US Army War College. Together, the two reports reach the same conclusion: the US needs to step up its military involvement in Colombia and quit forfeiting options by limiting its operations to counter-narcotics raids. Along the way, both reports make a number of astonishing admissions about the paramilitaries and their links to the drug trade, about human rights abuses by the US-trained Colombian military and about the irrationality of crop fumigation. RAND argues that the drug war approach is on the brink of not only failing, but of prompting a wider conflict that might require the insertion of US troops. If the Pastrana administration falters, either in its counter-narcotics or counterinsurgency approach, the US would be confronted with an unpalatable choice. It could escalate its commitment to include perhaps an operational role for US forces in Colombia, or scale it down, which would involve some significant costs, including a serious loss of credibility and degradation of the US's ability to muster regional support for its counter-narcotics and political objectives. The RAND study draws heavily from a December 2000 report by the World Bank, titled Violence in Colombia: Building Sustainable Peace and Social Capital, which concluded that the quid pro quo for Colombia getting any future large infusions of international financial aid will depend on their successful suppression of the FARC and other rebel groups. Another World Bank memo describes the FARC's fundraising strategy as a loot-seeking assault on primary commodities: cattle ranches on the eastern plains, commercial agriculture in Urab?, oil in Magaldena, gold mines in Antioquia and the coca fields of Putumayo. RAND cites a former CIA analyst as saying that the FARC has invested its taxes on these industries into a strategic financial reserve, which will enable them to sustain an escalation of the conflict. While the FARC peasant army has doubled over the past decade, it still only numbers about 7,000 fighters ? 2,000 fewer than the paramilitary death squads. Both RAND and the World Bank point to the horrifying level of social intolerance killings, which for men aged 14-44 reached a level of 394 deaths per 100,000 last year. In all, Colombia endures 30,000 annual murders, double the number for the entire United States in 1998. Slightly more than 23,000 murders have been linked to illegal armed organizations since 1988. The implication is that the FARC is responsible for these killings and one has to dig deep into the RAND analysis to discover otherwise. In fact, according to statistics compiled by the Colombian government, about 3,500 people were killed by the guerrillas and 19,652 by paramilitaries and private justice groups. The leader of the AUC (United Self-Defense Groups of Colombia), the central command for the 19 paramilitary fronts, is a sadistic scoundrel named Carlos Casta?o, who supervises a killing program right off the pages of the CIA's Phoenix Program's operations manual. The RAND report details how Casta?o's AUC routinely executes suspected guerrilla sympathizers in order to instill fear and compel support among the local population. When that strategy fails to deliver, the AUC simply launches an all-out attack on the villages and slaughters the inhabitants. RAND dispassionately notes that the AUC justifies these atrocities, in language that even Bob Kerrey might admire, as a

Gray Davis to a state energy board has reported having more than $1 million of stock belonging to a Texas power company, it was reported Thursday. Bruce Willison, 52, reported in a financial disclosure statement that his stock portfolio included an estimated $1 million worth of Enron Corp. shares as of December, the Los Angeles Times and the San Francisco Chronicle reported. Willison, dean of the Anderson School of business at University of California, Los Angeles, said he doesn't know how much Enron stock he still has but denies it has influenced his actions on behalf of the state. There has not been anything that has even come close to a conflict, Willison told the Times. He is one of five members who sit on the state's Electricity Oversight Board, which was created by the state's deregulation law. Some of the board's responsibilities include representing the state in legal disputes, overseeing California's independent grid operator and monitoring electricity market activities. Willison said that he has supported demands for federal regulators to schedule refunds from power supplies and any perceived conflict of interest would be misguided. If he owns that kind of stock, he should not be on that board, said Senate Leader John Burton, D-San Francisco. You're talking about serious money and serious profit. Willison is the latest figure who has been tossed into a controversy over potential conflicts involving energy consultants owning the stock of power wholesalers that do business with the state. Last week, Davis fired five consultants who had stock in energy companies. It was also revealed this week that Davis spokesman Steve Maviglio bought stock from an energy company that has $13 billion in state contracts. An attorney for the electricity board said he was unaware that any other of the panel's members, which include Sen. Debra Bowen and Assemblyman Roderick Wright, had shares of energy stock. Under state policy, board members are required to disclose their personal holdings. Willison was appointed to the board last year. He is the former president of H.F. Jim Greeley Air Force Print News LACKLAND AIR FORCE BASE, Texas -- An Air Force sergeant is listed in critical condition at Wilford Hall Medical Center here from injuries she received July 31 after opening a package containing a bomb. Although she is listed in critical condition, officials said her injuries are not life threatening. Her name and rank are being withheld at the request of her family, according to a Lackland spokesman. The sergeant was injured when a bomb exploded in her hands at 11:15 a.m. in the 342nd Training Squadron's headquarters building. The explosion prompted an evacuation of the building and the surrounding area at the base, plus an increase in the base's threat-condition level. Lackland is currently at Threatcon Bravo. The heightened security posture was initiated approximately 10 to 15 minutes after the explosion, according to Lackland spokesman. Investigators from the FBI, the Air Force Office of Special Investigations and the U.S. Bureau of Alcohol Tobacco and Firearms are working on the case. The Air Force is continuing to investigate the accident. 1050. Targeted pay raises: Who gets them? by Staff Sgt. Amy Parr Air Force Print News WASHINGTON -- Jan. 1 marks the beginning of a new year, as well as the start of the military's latest pay raise. With recruiting and retention on the front burner, many leaders hope increased pay will entice people to join the military and encourage those already in the service to stay. But, should raises be equal across the board or should certain ranks be targeted? And, if targeted raises is the correct response, which ranks should be targeted and at what percentage? Currently, there are three proposals for targeting pay: the defense secretary's plan, Program Budget Decision 801; House Resolution 2310; and HR 2494. There is also the opportunity for an across-the-board pay raise at either 4.6 percent within current budget guidelines, or at 6.8 percent with the additional $1 billion recommended by President Bush for military pay. President Bush's budget provides funding for a 4.6 percent increase and allows $1 billion more toward military pay, said Maj. Shannon Averill, chief, Air Force pay and allowances. In keeping with the president's budget submission, the Department of Defense plan takes the additional money and gives all ranks a flat 5-percent raise. It then targets particular grades for a total raise of 6 to 10 percent. The highest raises will go to mid- and senior NCOs and warrant officers, with 6 and 6.5 percent going to O-3s and O-4s, respectively. HR 2310, proposed by Rep. John Murtha, provides an overall 7.3-percent raise with certain ranks receiving up to 10.5 percent. His plan targets enlisted members, depending on pay grade and years of service, with raises up to 10.5 percent. It also targets O-3s and O-4s with raises of 8.3 and 9 percent, respectively. Rep. Ike Skelton's plan, HR 2494, calls for a minimum 7.3 percent and maximum 12.3 percent increase. For enlisted members, Skelton's plan calls for an increase of 8.3 to 12.3 percent. His plan also targets O-3s and O-4s, receiving 8.3 and 8.8 percent, respectively. Averill said the congressmen's plans would require additional money. HR 2310 would cost an additional estimated $600 million for 2002. HR 2494 is estimated to cost an additional $1 billion. Regardless of which plan is selected, Averill said pay raises are needed to keep pace with the private sector. Military pay raise shortfalls contributed greatly to retention and hollow-force problems of the '70s, she said. But, 'catch-up' pay raises in (the 1980s) helped reverse those trends. Leaders hope pay raises will help once again reverse negative recruiting and retention trends. Averill said the adequacy of military pay raises is measured against annual average wage increases in the private sector, as measured by the Employment Cost Index. The first year results are now in: Australia-wide, homicides are up 3.2 percent,. Australia-wide, assaults are up 8.6 percent; Australia-wide, armed robberies are up 44 percent (yes, 44 percent!) In the state of Victoria alone, homicides with firearms are now up 300 percent. (Note that while the law-abiding citizens turned them in, the criminals did not and criminals still possess their guns!) While figures over the previous 25 years showed a steady decrease in armed robbery with firearms, this has changed drastically upward in the past 12 months, since the criminals now are guaranteed that their prey is armed. There has also been a dramatic increase in break-ins and assaults of the elderly. Australian politicians are at a loss to explain how public safety has decreased, after such monumental effort and expense was expended in successfully ridding Australian society of guns. You won't see this data on the American evening news or hear your governor or members of the state Assembly disseminating this information. The Australian experience proves it. Guns in the hands of honest citizens save lives and property and, yes, gun-control laws affect only the law-abiding citizens. Take note Americans, before it's to late! CONGRESS ACTION: July 29, 2001 = EXPANDED ISSUE: This will be a double issue of CONGRESS ACTION because the United Nations has been working overtime trying to destroy our economy, and undermine our Constitution and our national sovereignty; while the United States Congress has been working overtime subverting our freedom. CONFERENCE ON SMALL ARMS: By a resolution on December 12, 1995, the United Nations General Assembly requested the Secretary General to prepare a report on small arms. In the years that followed, that request grew into the spectacle that was held in New York from July 9 through 20, called the United Nations Conference on Illicit Trade in Small Arms and Light Weapons in All Its Aspects. As the agenda developed, the usual groups in the U.S., who have been unable to disarm the American population by legislative or judicial means, saw the U.N. conference as a golden opportunity to impose extra-national laws on American citizens through mandates from unelected and unaccountable U.N. bureaucrats. Why worry about the U.S. Constitution when there's the United Nations? As the U.N. conference took shape, U.S. gun banners saw smooth sailing with Bill Clinton in power and the expectation that Al Gore would be the next president. In September, 1999, Clinton Secretary of State Albright, commenting on the upcoming conference, said something that should have sent the gun banners into fits of outrage -- unless they knew it was just a throw-away line to appease gun rights groups, and wasn't to be taken seriously: The proliferation of small arms and light weapons plays a significant role in exacerbating conflicts and underdevelopment, but it is not the legitimate international trade in arms, or the sale of weapons to law-abiding citizens in stable societies, that contributes most significantly to these problems. What's this? A Clintonoid defending the right of law-abiding citizens to possess weapons? The left is very clever in cloaking their true agenda in harmless sounding rhetoric that they don't really mean. Recall the observation by George Stephanopoulos' about Bill Clinton: The president has kept the promises he meant to keep. Then came the collapse. George W. Bush, not Al Gore, became President, and worse yet (for the gun banners), John Ashcroft became Attorney General. Ashcroft really incurred the wrath of gun ban extremists when he expressed his belief that the Founders of this country actually meant exactly what they wrote: I believe it is clear that the Constitution protects the private ownership of firearms for lawful purposes. .when I was sworn as Attorney General of the United States, I took an oath to uphold and defend the Constitution. That responsibility applies to all parts of the Constitution, including the Second Amendment. The gun banners saw their carefully laid schemes dissolving before their very eyes. Then came the final blow, when the head of the U.S. delegation to the U.N. conference, John Bolton, made it clear that the United States would not agree to any document that circumvents the U.S. Constitution and the individual right to keep and bear arms. Here are excerpts from Bolton's statement to the U.N. conference on July 9: As U.S. Attorney General John Ashcroft has said, 'just as the First and Fourth Amendments secure individual rights of speech and security respectively, the Second Amendment protects an individual right to keep and bear arms.' We do not support measures that would constrain legal trade and legal manufacturing of small arms and light weapons. We do not support measures that prohibit civilian possession of small arms. . The United States will not join consensus on a final document that contains measures abrogating the Constitutional right to bear arms. We do not support measures limiting trade in [SA/LW] solely to governments. . Perhaps most important, this proposal would preclude assistance to an oppressed non-state group defending itself from a genocidal government. As is typical of U.N. conferences, numerous Non-Governmental Organizations (NGOs) attended the conference to present their views. Among those was a representative of the Million Mom March. According to her, .the head of the United States delegation to this Conference does not represent the thinking of the American public. That delegate represents a minority view of a minority government. . The American public is learning that guns purchased in legal markets here can and do flow into the illicit market in worldwide illicit trafficking in small arms. Thus the line between legal and illegal ownership is blurred and all ownership becomes illicit, a theme that the conference also adopts. Many of the NGOs and many European representatives dwelled on emotion, stressing the humanitarian impact of the illegal arms trade on the world's most vulnerable

Facts remain the same - Condit lied, and due to delay tapes were destroyed where security would have shown her coming in and going out. Now the word is the security tapes at her apartment complex were recycled and recorded over...and yet when this story first broke, I clearly remember it being reported that the security tapes at her apartment building had been scrutinized and did not show anyone arriving that Levy may have let into the building, neither did it show Levy leaving the building. That was one of the big mysteries that much was made of at the beginning, the fact that the security tapes did not show anyone arriving or leaving... The story of 'the tapes were recycled and recorded over' has only been floated the past couple of days... Facts - a missing check one would think it would have been in her billfold or purse, with credit cards but this check never turned up in the amount of $54.00 written by the Aunt. Unusual sum for a birthday present. For once we agree. Most people, when writing a check to give as a present, write out a round number...the $54 figure seems to imply it was for some specific purpose, not just a generic 'birthday gift'...I mean, if Chandra needed $54 for a specific purpose, why not write out a check for, say, $60 or $75 or $100? Let her cash the check, pay the $54 for whatever need, and keep the change as her 'present'? Was the check ever really written? It has not been returned to the bank. Perhaps it was used to pay for whatever it was that Chandra needed $54 for.. It seems as if it may have been for something that was priced at $50, and the $4 was an additional fee...for what? A service fee? Sales tax? $4 is 8 percent of $50...anyone know what the sales tax is in DC? What would $50 plus $4 for tax buy her? A bus ticket? Story re Chandra and Mrs. Condit false - for without a doubt Chandra had been given good reason to fear Condit. She didn't seem very fearful of him in mid-April; and the fact remains, Mrs. Condit called her husband's apartment around that time -- when Chandra was staying there -- and spent 10 minutes talking to SOMEONE who couldn't have been her husband, as Gary Condit has been placed without a doubt elsewhere at the time... What was Chandra's job? As one person put it she worked as intern instead of writing dissertation? Usually dissertations are written by those going for Ph.D. She was a little more than a lowly file clerk or computer operator Fact is, that's what most internships ARE...even for college students interning in the private business sector. Interns do NOT get glamorous positions, they get the dirtiest grunt work. Chandra was not that pretty compared to most girls.maybe they were an equal match thereCondit's wife from the photo shown, was a beautiful woman - blonde and beautiful yet Condit hides here away as one does someone who doesn't use the right fork at a table. Perhaps that is by Mrs. Condit's own choice...considering her husband's sexual proclivities, she perhaps preferred to be left behind in California and let her husband pursue his desires with whomever he wished in DC...but I imagine she drew the line at him actually considering divorcing her, as she would then lose the prestige and social status of being a congressman's wife . Just a thought...why has Condit hidden his beautiful wife? Will he use her for other reasons? Did they meet under similar circumstances? They met in highschool...
