The map-class names are case sensitive I think, so check the capital letter mismatch. I'm not sure what you mean when you say you are still sometimes receiving calls on the 803 from the 3620 - is your objective to not allow the 3620 to dial at all? You can use "dialer callback-secure" on the 800s

The problem with doing standby track tunnel is quite often, the tunnel interface doesn't go down. I had the same question awhile back when I was configuring HSRP and i found out that the tunnel interfaces would stay up, up, even though traffic stopped routing through it for one reason or another.
