OSIX. SYSTEM (in my experience) is used for things
like backup tools that needs access to almost every file. Administrators is for
system administration. I don't have deep knowledge of all of this - others can
give a deeper / more nuanced answer.

rebase display it with a * indicating that there was a space conflict

You have to select packages explicitly.
It does not just blindly install all of them - that's a lot of stuff,
and for various
recompiled for Cygwin (often with patches
to make them compile properly under Cygwin).
bc is (logically enough) in the bc package.

chmod again helps. "setfacl -b" can help clear out permissions,
etc. Don't forget that permissions can be inherited from the
containing directory as well.

that can be compiled in Cygwin.
I suggest you go for the Windows version or try installing within
the Windows Subsystem for Linux. The install succeeded for me in
WSL.
