It's a security feature of ftp. It limits each user to their area. Check the /etc
directory for the ftp config files for more information on how to change this.

Retrieving list of all available packages...
Removing installed packages from list of updates
I'm still a noob with this stuff, but I think you can do it via up2date (if you're
subscribed) by referencing the specific package you want. Something like:
up2date vsftpd
No doubt those in the know around here will tell it like it is. :)

Hate to answer my own, but I resolved the issue. First, I configured vsftpd as
a standalone. The minute I did that everything took off. After reading
bugzilla, it seemed prudent to download 1.1.13 from rawhide. Its install
defaults to a standalone install with a new vsftpd folder in /etc.
