You probably wont thank me for saying this but as a platform to run LMS
Windows 10 sucks. Too much tinkering by Microsoft particularly in the
area of elevated privileges.
You would find your LMS experience far improved if you switched to *nix
based setup e.g. a Raspberry Pi with piCorePlayer.

piCorePlayer 6 includes a "wait" setting under wifi settings which I
believe causes the Pi to wait for X seconds for networking to finish

So what this suggests is that your particular installation of LMS has a
scanning issue.
Can you post some more details of your set up - the info displayed under
Settings / Information at the top of the page and Id suggest do a
further clear and rescan but then post your scanner.log file here.

Id take a look in the library database itself for clues but this sort
of issue can occur when your music folder contains shortcuts or your
playlists are inside the root of the music directory and the contents
get scanned twice.

I cant help but think that you are pushing a Pi3 quite close to its
limits with a 400k library and making it act as both server and player.
The weak point of all Pis up to Pi4 is the shared USB/LAN bus. I assume
the 4TB drive isnt SSD?

I have set it up to make all track file names also contain the
discnumber e.g. 1 - 01 Track.flac and include discnumber in the tags and

@echable
ngrok will provide control of players on your local network but it wont
allow a player to work on an external network as (above) it doesn't
support UDP
